SUBJECT: REVISED STREET TREE STANDARDS
CAO RECOMMENDATION
As recommended by the Tree Committee, approve the revised Street Tree Master List and Street
Trees Major Streets Engineering Standards.
DISCUSSION
Background
The Tree Committee, as part of their work, periodically reviews and updates City Engineering
Standards that relate to trees. Their focus is largely on the two master lists which identify
appropriate trees for planting in the City's Right-of-Way as Street Trees. In 2004, with the
assistance of the Public Works staff, they under took a review of the Street Trees Master list,
Engineering Standard 8010, and the Street Trees for Major Streets list, Engineering Standard
8020. (See Attachment 1 & 2) These two standards specify the species of trees suitable and
desirable for planting in certain areas in order to establish.a wide-ranging urban forest. The
Master Street Tree list was last updated in 2003, the Trees for Major Streets list was last updated
in 1995. All Engineering Standards are approved by the City Council for use.
The Tree Committee worked on this project during many regular meetings as well as special
workshop meetings. During the meetings and workshops, which were advertised to encourage
the public to participate, the Committee used the Cal Poly tree selection web site to learn about
tree characteristics including light and water needs, size and shape, susceptibility to pests,
flowering, etc. Council members, the Downtown Association, and Tree Committee members all
participated in a walking tour of the Downtown urban forest, led by the City Arborist. The tour
highlighted some of the issues that trees in the Downtown face for survival, and the information
led to the final recommendations on the list. The proposed changes were circulated to the
Downtown Association and the Community Development Department. From this final review,
some additional native trees were added to the list to be included in the Downtown District.
Recommended Modifications and Downtown Impact
Evaluation of the current tree lists led to a moderate number of proposed changes including the
elimination of species that aggressively cause root damage to hardscape, create excess litter, are
structurally unreliable, or generate high allergen levels. A total of nine species were removed
from the master list with some additional updates to botanical names. The list of trees for major

streets received a more significant update. Two streets were added to the list, Margarita Avenue
and Tank Farm Road, and several revisions made to the trees for the various streets. (See
Attachment 3)
The most notable change was to add the Downtown District as a"street" in lieu of listing trees by
the individual street sections within the Downtown. This allows the Downtown to be looked at
as a whole. The Committee also approved a list of accent trees for periodic use upon request by
members of the community to introduce some color and variation.
The primary trees recommended for the Downtown are as follows:
Ficus macrocarpa
Quercus agrifolia
Platanus acerifolia `Bloodgood'
Olea europaea—grafted fruitless
These trees were selected in order to create greater species diversity in the Downtown forest, and
because of certain desirable characteristics such as native species, large canopy, evergreen
foliage, and potential for good growth in urban environments. .
Selected accent trees that would be used are as follows:
Jacaranda mimosifolia
Robinia ambigua "Purple Robe"
Magnolia grandiflora `Saint Mary's'
Eucalyptus ficifolia
Pyrus calleryana 'Arisocrat'
Calodendrum capense
Staff can provide pictures of these and other trees during the presentation by accessing the Cal
Poly website.
CONCURRENCES
The Community Development Department and Downtown Association has reviewed and
approved the revised street tree list.
FISCAL IMPACT
There is no fiscal impact associated with the approval of these standards.

The City Council could choose to revise the list or send it back to the Tree Committee for further
work. Given the level of effort that has gone into the work to date, staff does not believe a better
list will come out of further discussion of the list.
