RECOMMENDATIONS:
Approve Council Liaison Subcommittee assignments for calendar year 2007 as listed in the
Attachment.
DISCUSSION
Council Policies and Procedures and the Advisory Body Handbook prescribe the method of
Council Liaison Subcommittee assignments:
The Mayor and Vice Mayor shall submit recommendations to the full
Council rotating nominations for Council Member Subcommittees, thereby
ensuring an opportunity for each member to serve as liaison at least once on
each advisory body when possible. When terms of office do not allow each
member to serve once, members with greatest seniority shall have first right
of selection (CP&P 6.5.2, ABH III, C, 6).
As in past practice, we have not recommended automatic rotation for all technical and regional
committees, allowing continuity where appropriate as well as permitting Council Members to
develop a higher level of expertise for some of the more complex committees.
After receiving a list of preferences from all Council Members and reviewing the past several
years' appointments, Mayor Romero and Vice Mayor Mulholland recommend the Council
Liaison Subcommittee assignments as outlined in the Attachment.

Once again, it is time to re-nominate or submit nominations for new representatives of the California
Men's Colony's Citizens' Advisory Committee.
On alternate years, members of the Citizens' Advisory Committee are subject to re-nomination or
nominations for new representatives are submitted by appropriate governing bodies. An individual is
to be selected from a pool of candidates recommended by the Mayor of Morro Bay.
I have enclosed a copy of our Operational Procedure 92, "Citizens' Advisory Committee", and an
informational overview of the California Department of Corrections and Rehabilitation for your
information.
Your representative, Christine Mulholland has served on the committee several years, and is a real
asset to the group. The individual you nominate and I select will serve a two-year term from January
2007 to January 2009.

1. PLAN NUMBER AND TITLE
General Order No. 92 - CITIZENS' ADVISORY COMMITTEE
II. PURPOSE AND OBJECTIVES
The Citizens' Advisory Committee was created to promote communications between the
California Men's Colony (CMC) and its neighboring communities, to improve the
public's understanding of correctional programs, to influence correctional directions and
to suggest means to improve and participate in inmate programming.
I1I. REFERENCES
Penal Code (PC)Section 5056, Chapter 608, Stats 1984.
IV. APPROVAL AND REVIEW
This plan shall be reviewed and/or revised annually with the assistance of the Committee
and submitted to the Warden each January for review and approval. Last revision:
07/24/98.
V. RESPONSIBILITY
The Warden is responsible for assuring that the objectives of this plan are carried out.
He/she will determine the role of the Committee within general direction provided by the
Deputy Director, Institutions Division.
This plan is part of the Warden's General.Orders. Additional copies are available, upon
request, in the Warden's Office.
VI. METHODS
A. Selection of Committee.Members
1. The Warden will appoint a twelve (12) member .Citizens' Advisory
Committee of his/her choosing from nominations as follows:
a. Two persons from nominations submitted by .the District 33
Assembly member.
b. Two persons from nominations submitted by the District 18 State
Senator.
C. Two persons from nominations submitted by the City Council of
San Luis Obispo.
d. One person_designated as a Warden's appointment selected from
nominations submitted from the City of Morro Bay.

e. Two persons from nominations submitted by the San Luis Obispo
County Board of Supervisors.
f. One person from nominations submitted by the San Luis Obispo
City Chief of Police.
g. One person designated as a Warden's appointment selected from
nominations submitted from the San Luis Obispo County Sheriff's
Department.
h. One person who is a victim of.a crime or a representative of a
victim's organization within the County of San Luis Obispo. .
2. The Warden shall request each nominator to submit a minimum of two
nominations accompanied by biographical data for each nominee.
3. Committee members are to receive orientation to the California Men's
Colony, a tour of the institution and the following information:
a. A copy of the Digest of Laws Relating to Association with Prison
Inmates, CDC Form 181. Each member shall sign a receipt of
such form.
b. A current copy of the Rules and Regulations of the Director of
Corrections (Title 15, Division 3, California Code of Regulations),
along with a brief explanation of its purpose and contents.
c. The provision of the Information. Practices Act as it relates to
employee or inmate records and the penalties attached to disclosure
of such information.
d. Security orientation. Security of employees, inmates and the
community.
4. Each member shall be required to complete the Oath of Allegiance and
will be provided with a blue identification card.
5. A list of the Committee members will be forwarded to the Deputy
Director, Institutions Division.
6. The term of appointment for each committee member shall be two years.
Members may be re-nominated and re-appointed for successive terns.
7. Upon notification by the Chairperson that a vacancy exists, the Warden
shall,appoint a person from the list of nominees or from additional names
requested from the appropriate nominator. The appointment to fill the
vacancy shall be for the remainder of the unexpired tern.
8. Ninety (90) days prior to the expiration of a member's term, the Warden
shall solicit from each of the designated nominators a list of nominees to
be considered for appointment, re-appointment.

B. Chairperson
I. The Chairperson shall be selected by a majority vote of the committee;
elections shall be held the last meeting of the calendar year.
2. The Chairperson shall call meetings to carry out the purposes and duties of
the Committee, prepare meeting agenda and preside over all meetings.
3. The Chairperson shall assure that the Committee meets at least once every
two months or as often as necessary to carry out the purposes and duties of
the Committee.
4. The Chairperson shall assure that the date, time and place of each meeting
be published in a local newspaper at least one week in advance of the
meeting.
5. The Chairperson shall maintain a record of matters discussed' at each
Committee meeting.
6. The Chairperson shall, via the Warden, forward a copy of the minutes of
each meeting to the Deputy Director, Institutions Division.
C. Vice Chairperson-Recorder
1. A Vice Chairperson-Recorder shall be selected by a majority vote of the
Committee; elections shall be held the last meeting of the calendar year.
2. The Vice Chairperson-Recorder shall be responsible for taking minutes of
all meetings and submitting them to the Chairperson who shall forward
them to the Warden.
3. The Vice Chairperson-Recorder shall conduct all meetings in the absence
of the Chairperson.
D. Meetings
1. The Committee shall meet at least every two months or as often as may be
necessary to carry out the purpose and duties of the Committee. The
Chairperson, with concurrence of the Committee, will designate the date,
time and place of each meeting.
2. The Warden shall attend or designate his/her Deputy Warden to attend all
meetings called by the Committee Chairperson.
3. All meetings shall be open to the public and each meeting shall be
published in a local newspaper at least one week in advance of the
meeting.
4. Meetings, if at all possible, shall be held in a public building away from
the California Men's Colony and accessible to the public.

5. Travel expenses of Committee members shall be paid as authorized under
Board of Control Rule 760(c) and Title 2, Section 399.624, California
Code of Regulations. Expenses shall be borne by the California Men's
Colony.
E. Resignations
1. Resignations shall be submitted in writing to the Chairperson who, in turn,
will submit a copy to the Warden.
2. Upon appointment by the Warden, new members shall receive orientation
at the California Men's Colony, a tour of the institution and information_ as
outlined in VI -4 a, b, c, d a.nd VI - 5.-

BY-LAWS -
ARTICLE I NAME
Section 1 The name of this committee is the California Men's Colony Citizens'
Advisory Committee.
Section 2 The California Men's Colony Citizens' Advisory Committee is authorized
by the California Penal Code, Chapter 2, Section 5056, and the
California Department of Corrections Administrative Bulletin 84/77.
ARTICLE II PURPOSE AND GENERAL PROVISIONS
Section 1 The purpose of the California Men's Colony's Citizens' Advisory
Committee is to provide assistance in stimulating citizen and community
involvement at the institution by:
1. Increasing public awareness of the California Department of
Corrections' (CDC) policies and procedures.
2. :Keeping the community abreast of activities within the institution.
3. Providing the San Luis Obispo County communities with a better
understanding of the Califomia Department of Corrections' goals
and objectives.
4. Disseminating information to the community that is received from
the Warden and/or his designated staff.
5. Identifying community projects that may utilize the institution's
resources.
6. Identifying community resources that can be utilized by the
institution.
7. Assisting the reintegration process of inmates being returned to
the community.
ARTICLE III ORGANIZATION
Section .1 The membership of the California Men's Colony's Citizens' Advisory
Committee will consist of no more than twelve (12) individuals and no
less than nine individuals appointed by the Warden.

Section 2 Members shall be at least 21 years of age and have knowledge and/or
expressed interest in the correctional system.
Section 3 Inmate relatives {as defined in CCR 3174(a)} and inmate visitors shall
not be considered nor allowed to become members.
Section 4 Members shall serve a two-year term. Vacancies due to resignation,
death, or absence from three consecutive meetings without prior
notification shall be filled by the Warden from a list of nominees.
Section 5 The Warden shall appoint members to the committee from a list of
nominees submitted by local public representatives as follows:
(a) Two (2) persons selected from the list of nominees submitted by
the assembly member in the 33rd Assembly District
(b) Two (2) persons selected from the list of nominees submitted by
the senate member in the 18' Senate District
(c) Two (2) persons selected from the list of nominees submitted by
the San Luis Obispo City Council.
(d) Two (2) persons selected from the list of nominees submitted by
the San Luis Obispo County Board of Supervisors.
(e) One (1) person designated as a Warden's appointment selected
from nominations submitted by the City of Morro Bay.
_ (f) One (1) person selected from the list of nominees submitted by
the Chief of Police of the City of San Luis Obispo.
(g) One (1) person selected from the list of nominees submitted by
the San Luis Obispo County Sheriff.
(h) One (1) person selected from the Victims' Assistance program.
ARTICLE IV MEETINGS
Section 1 The general membership shall hold regular public meetings, at least bi-
monthly (every two months), at a time and place set by the committee.
Timely notification of the meeting place and time shall be provided to all
members and relevant California Men's Colony staff. Meeting
notifications will be mailed from the Warden's Office.

Section 2 The public bi-monthly meeting date, time and location shall be published
in the local newspapers seven days prior to the meeting.
Section 3 Special meetings of the general membership for any purpose may be
called by the Chairperson or if the Chairperson is absent, the Vice
Chairperson. Written notice of the time and place of any special meeting
shall be given to each member either personally or by mail at least three
(3) days prior to such meeting.
Section 4 Fifty-one (51%) of current'members shall constitute-a quorum for the
transaction of business. Minutes of the meeting and of the attendance
shall be provided to each member, appropriate California Men's Colony
staff, the appropriate. Regional Administrator, and the Office of
Community Resources in headquarters.
Section 5 The official name of the organization shall not be used by the
membership in printed articles without the approval of the general
membership.
ARTICLE V OFFICERS
Section 1 CHAIRPERSON: The Chairperson shall preside over all general
membership meetings, be .the official representative of the California
Men's Colony's Citizens' Advisory Committee and perform other duties
as requested by the committee.
Section 2 VICE CHAIRPERSON: In the absence of the Chairperson, the Vice
Chairperson shall. exercise all the responsibilities of the Chairperson:
The ,'ice Chairperson shall perform additional duties as delegated by the
committee.
Section 3 Officers shall be elected at the annual meeting and shall serve a term of
two years or until their successors are elected. An officer is eligible for
re-election provided the committee agrees to consecutive terms.
ARTICLE VI TRAVEL
Travel expenses of the committee for annual meetings, etc. shall be paid
as authorized under Board of'Control rule 706 (c) and California Code of
Regulations, Title 2, Section 599.624.

ARTICLE VII AMENDMENTS
These by-laws may be amended by two-thirds (2/3) vote at any
scheduled meeting. The membership shall be notified of the proposed
changes two (2) weeks prior to the meeting at which the vote is to be
taken. Amendments shall not be in violation of policies and procedures
of the California Department of Corrections or laws of the State of
Califomia.
ARTICLE VIII PARLIAMENTARY AUTHORI TY
The rules contained in the most recent edition of "Robert's Rules of
Order," shall govern all public meetings, business meetings and
subcommittee meetings unless such rules are inconsistent with these by-
laws.

Congratulations on your re-election! eLc—
The City of San Luis Obispo is a key partner of EOC and your representative is a very important part of our
Board of Commissioners. This past year we have had the pleasure of working with Councilman Paul Brown as
the San Luis Obispo City Council representative. It has been a challenging year for EOC, and Councilman
Brown has taken a very strong role in fostering collaborative problem-solving around funding of the Maxine
Lewis Memorial Shelter and the broader issue of addressing local homelessness. He also is an important voice
in the process to identify EOC's short-term and long-term financial needs, and creation of a Resource
Development Plan to address them.
The Board would welcome the participation, once again, of Councilman Brown as the San Luis Obispo City
Council's Board representative. Although this request is selfish on our part, we feel it will benefit both the City
and our agency. Maintaining continuity and momentum in the important challenges we have undertaken will go
a long way toward achieving successful outcomes. You are one of our best advocates and we hope that you will
consider granting this request.
