C3 CITY O F SAN LUIS OBISPO FROM: Deborah Linden, Chief of Police Prepared By: Melissa Ellsworth, Administrative Analyst SUBJECT: 2008 OFFICE OF TRAFFIC SAFETY "CLICK IT OR TICKET" PROGRAM GRANT APPLICATION SUBMITTAL CAO RECOMMENDATION 1. Approve the submission of a grant application to the California Office of Traffic Safety for a grant in an amount not to exceed $7,500 to fund officer overtime for seatbelt enforcement. 2. Authorize the CAO to accept the grant award if the amount is less than $7,500 and to execute all grant documents. DISCUSSION The California Office of Traffic Safety (OTS) offers grants to local law enforcement agencies for seatbelt safety enforcement efforts during the statewide "Click It or Ticket" enforcement campaign. This campaign will be conducted throughout California from May 12`h - June I", 2008. The goal for the "Click It or Ticket" campaign in 2008 is to increase seatbelt usage to 95% statewide by focusing on public information to promote seatbelt use and enforcement for those who fail to use seatbelts. OTS will coordinate the public information element of the campaign for one week prior to and during the 2008 enforcement mobilization period. The mini-grant will reimburse overtime salary and benefit costs for Police Department sergeants, officers, and support staff for seatbelt enforcement activities during the mobilization time period. The Police Department has participated in the "Click It or Ticket" campaign for several years and has found it very effective in increasing seatbelt use in San Luis Obispo and throughout the State. The grant application is due to OTS by January 9`h, 2008. Participating in the "Click It or Ticket" seatbelt enforcement program is consistent with Council's Public Safety Major City Goal which has as a component increasing traffic safety in the City. Increasing seatbelt use is a critical factor in preventing and minimizing injuries to drivers and passengers involved in collisions. CONCURRENCES The Director of Public Works concurs with the CAO recommendation. The Public Works and Police Departments work closely together in coordinating traffic safety efforts in the City. . C3-i 2008 OTS Click it or Ticket Grant Application Page 2 FISCAL IMPACT Matching funds are not required for this grant. The grant funds will fully reimburse the personnel expenses (overtime) of participating in the enforcement campaign. There is no negative fiscal impact with this action. ALTERNATIVE Do not submit an application for grant funding. Staff does not recommend this alternative. This grant funding allows the Police Department to provide additional traffic enforcement in the City specific to seatbelt violations at no cost to the general fund.
