SUBJECT: APPOINTMENT OF CITY REPRESENTATIVE TO THE SAN LUIS
OBISPO HOUSING TRUST FUND (HTF) COMMISSION
CAO RECOMMENDATION
Appoint the Housing Programs Manager as the City representative to the Housing Trust Fund
(HTF) Commission.
DISCUSSION
The City of San Luis Obispo has been supportive of the Housing Trust Fund since its inception.
On February 17, 2004, the City Council authorized a grant of$60,000 from the City's Affordable
Housing Fund for start-up and operating costs of the HTF. In Spring 2006, an additional $60,000
was awarded to the HTF for continued support of the operation. This financial support gives the
City the opportunity to appoint one representative to the Housing Trust Fund Commission.
The Commission will serve as the loan committee of the HTF reviewing loan requests and
.procedures and forwarding recommendations to the HTF Board of Directors. Jerry Rioux,
Executive Director, and the HTF Board of Directors have been in place since the fall of 2003.
The Commission completes the support structure for the HTF as it continues to seek funding for
affordable housing projects and a permanent stream of revenue.
The City of San Luis Obispo is a participating jurisdiction of the HTF. The City representative
on the Commission can advocate for loans that support affordable housing in the City of San
Luis Obispo. The Housing Programs Manager position was created "to expand affordable
housing opportunities in the City of San Luis Obispo" and this person is the logical choice to
represent the city's interests. Doug Davidson fulfilled this role on the HTF Commission in his
position of Housing Programs Manager until he was promoted to Deputy Director last year. A
position on the HTF commission will be one more opportunity for the new Housing Programs
Manager, Peter Brown, to encourage development of affordable housing within the City.
FISCAL IMPACT
There is no fiscal impact associated with this appointment. The Housing Programs Manager
.will assume the role of Housing Trust Fund Commissioner as part of his CDBG eligible and
funded duties.

ALTERNATIVES
The City Council could appoint a Council member, another City employee, or a representative at-
large. The Housing Programs Manager is the recommended choice, because the position of HTF
Commission"dovetails" nicely with the mission of the position.

Based on the finartcial support the City of San Luis Obispo has provided to the San Luis Obispo
County Housing Trust Fund(HTF),we consider your city to be a participating jurisdiction. Asa .
participating jurisdiction,you have the opportunity to appoint one representative.to the HTF
Commission.
The Commission serves as our loan committee. It also recommends loan policies and procedures
to the HTF Board of Directors, The size of the Commission will range from seven to eleven
members. We anticipate that approximately half of the Commissioners will be appointed by
participating jurisdictions. One Commissioner will be appointed by the SLO Supportive
Consortium and the balance will be appointed directly by our Board to represent other
community interests.
You may use your discretion in selecting your appointment to the HTF Commission. Your
appointee may be a city staff member or someone else who is selected either by yourself or the
city council. Your appointee should,of course,be someone who has the time and interest to
participate on the Commission. We anticipate that the Commission will meet monthly and that
some Commissioners will participate in additional meetings.
We hope to establish the Commission and conduct an orientation for Commissioners during the
month of September. Your assistance in helping us to fill the Commission position is greatly
appreciated. I have enclosed the job description,code of ethic and agreement for
Commissioners. Other material relating to the HTF is also enclosed.

Job Description
HTF Commission Member
The position of Commission Member or"Commissioner"is a volunteer position within the San
Luis Obispo County Housing Trust Fund(HTF). Commissioners make recommendations to the
Board of Directors concerning loan policies and procedures and individual loan applications.
Commissioners are appointed the Board of Directors,the San Luis Obispo Supportive Housing
Consortium or a participating jurisdiction,as defined in the HTF's Bylaws. Commissioners
serve at the pleasure of both the Board of Directors and their appointing entity. Commissioners
may be removed by the Board of Directors or their appointing entity with or without cause.
Specific responsibilities and duties of Housing Commission members are listed below:
Policy Develonment
Commissioners will be involved in providing policy recommendations to the Board of Directors
and Housing Trust Fund staff concerning the use of the Housing Trust Fund revolving loan fiord.
They will help identify the types of projects that should receive funding and will establish
criteria for prioritizing projects. Commissioners will also develop and recommend guidelines for
evaluating loan applicants.
Loan Annlication Review
Commissioners will participate in developing policies and procedures for evaluating individual
loan applications received by the HTF. Commissioners will review and evaluate applications
received by the HTF using the established criteria and recommend action on eachapplication to
the Board of Directors.
Monitoring and Evaluation
Commissioners will participate in developing policies and procedures for monitoring and
evaluating projects thatreceive loans from the HTF. Commissioners will oversee and monitor
projects that have received loans from the HTF. Commission members will also develop an
evaluation process and report to the Board of Directors on active loans.
