CAO RECOMMENDATION
Approve an expenditure plan for the Office of Traffic Safety, Selective Traffic Enforcement
Program Grant,in the amount of$54,453.
DISCUSSION
On February 21, 2006, Council authorized staff to submit a grant application to the Office of Traffic
Safety(OTS)for a 2006-08 Selective Traffic Enforcement Program(STEP) Grant. The STEP grant
was awarded to the San Luis Obispo Police Department in the amount of $54,453. The grant
project period is scheduled for October 1, 2006 to September 30, 2008. Per the objectives of the
grant,the kick-off will be announced with a press release on December 31,2006.
This grant will fund police officers deployed on an overtime basis to enforce primary collision
factors at intersections identified as having a high accident rate. Funding will also allow the
department to conduct two DUI checkpoints during the grant period, these checkpoints will target
DUI drivers and drivers who are unlicensed or suspended.
Grant funds will also allow the department to purchase and install four radar-activated speed display
devices at four different locations in the City. These locations will be determined based on need in
consultation with the City's Traffic Engineering Division. The purpose of installing these devices
will be to display driver speed in contrast to the posted speed limit, this will serve to educate
drivers and hopefully reduce speeds on those roadways. Statistical data will also be collected
from the devices for traffic surveys by the City's Traffic Engineering Division and the Police
Department for enforcement during high violation times.

This STEP grant does not require matching funds. The total cost of the four pole mounted speed
display signs will be in excess of the grant allocated budget (approximately $3,165.42 over budget);
however,the City's Traffic Engineering Division has agreed to cover these costs.
Per grant guidelines, we may also seek OTS approval to expend an additional 10% of a budgeted
item; in this case we could request an additional $1,284.90, which would offset the overage by
$1,880.52.

California Traffic Safety Program.
Costs incurred must be in accordance with your grant agreement, and recorded in your
accounting system. No other costs can be allowed without prior OTS approval. Costs incurred
prior to the starting date or subsequent to the closing date of this grant are not reimbursable.
