SLOCOG
At the SLOCOG meeting of December 6, 2006, the Board acted quickly to approve the
nomination of projects for the Corridor Mobility Improvement Account (CMIA)for spending
Proposition LB funds. This will allow several critical projects for this County to move ahead
rapidly. These Proposition 13 funds will be used to augment the Rte. 46 improvements to four
lanes between Paso Robles and the rest stop in Shandon, widening of 101 across the Santa Maria
River, and operational improvements in the form of auxiliary lanes for Pismo Beach and Arroyo
Grande. There are additional funds that will be available for interchange improvements
throughout the County, with the Los Osos Valley Road/Hwy 101 interchange being one of the
top candidates for funds.
Funds for projects which have not moved ahead with normal progress have been withdrawn,
with a promise to be funded in the future. This included$300,000 for a portion of the Mid-
Higuera widening project. SLOCOG staff states that these funds will be available when the
project proceeds.
Funds will be apportioned for signal improvements and local safety improvements. In addition,
there is a substantial increase in State Transit Assistance (STA) funds. This will help all the
transit agencies in the County with their needed equipment purchases and will provide a great
deal more flexibility in expanding service routes and times. The increase in funds comes from
the increase in gasoline prices which in turn increases the gasoline sales tax.
SLORTA.
Staff reported on continuing contract negotiations for the acquisition and tenant improvements
for a shared transit maintenance facility to be constructed at 179 Cross Street. There has been a
delay in the hiring of the architects and contractors; however, the project is expected to move
ahead this coming summer.

SUBJECT: January 9, 2007 Communication Item: Dalidio Ranch Meeting
On January 3`d, we attended a meeting with Ernie Dalidio, Michael Morris and Vic Montgomery,
held in the law offices of Andre, Morris and Buttery. The CAO and City Attorney also attended
the meeting. Mayor informed the Council of this meeting invitation several weeks ago, and
promised two things: (1) A summary of the meeting after its conclusion; and (2) That if a
subsequent series of meetings were requested with Council members; then the City Council
should consider the formal appointment of a subcommittee.
Meeting Summary
The Dalidio Ranch representatives asked for the meeting primarily to apprise us of the status of
their project. They informed us that they had met with County representatives already, and
would be meeting further with County staff. The topic of those meetings has been related mostly
to processing issues, and in particular, management of the interchange project. They will also be
meeting with Caltrans and the Regional Water Quality Control Board.
With regard to the interchange, among the first issues to be determined is which agency will play
the lead role. The Dalidio representatives told us that Caltrans policy has shifted recently, and
leans more toward Caltrans in a lead role. On the other hand, the development is presently
proposed in the County. In addition, the interchange is a facility that is in City plans and policy
and will involve connections to the City. Therefore, while the City will not be in a lead role,
staff input regarding design and other interchange related issues will be sought by Caltrans and
the County. There will eventually be encroachment permit requests that the City will need to act
on regarding the circulation system, as well.
With regard to the possibility of future annexation, the Dalidio Ranch representatives felt that
entertaining this possibility is clearly premature, and not an appropriate topic for discussion at
this time or in the immediate future.
Future Meetings With Representatives of the Council
No further meetings with Council representatives have been requested, and thus the appointment
of a subcommittee is not necessary at this time. The Dalidio Ranch representatives may have
contact with staff from time-to-time to request information or input, consistent with what would
be provided to any developer or citizen requesting public information within our purview. City
staff will be meeting with County staff in the near future to discuss how our staffs will

communicate on technical development issues that overlap and what role the City will play as
the interchange design proceeds, under the lead of either the County or Caltrans.
The CAO has indicated that he will keep the Council informed regarding these issues, and if
necessary, seek Council approval for any staff involvement that exceeds the norm. The most
likely candidate for such a larger role is with respect to the interchange, since this is an early
element of the work program and significantly overlaps with City interests, both operationally
and in terms of policy. The developer intends to work with other agencies relative to sewer and
water service. The provision of other city services has not been sought.
