The Issue: ,'J/
• The required shift minimum for the police dept is four officers and one sgt.,this has not changed in 20 years"
while the calls for service have skyrocketed
• The current staffing levels are manifestly unsafe for the officers on duty and the public at large.
• The downtown association has been forced to hire security guards because there are no police.This amounts
to a double tax on business.
• The city has added by annexing,infrastructure improvents,big box stores,day time population has soared,
new hotels are coming online(TOT is not free-people bring their problems with them that require police and
fire interventions)and no new officers have been added to address the additional burden.
• People are demanding stepped up traffic enforcement to curb accidents and reduce the number of bicycle
related collisions.
• This is not a matter of the public safety unions wanting to add to their membership,this is about dialing 911
and having a better than 50%chance of someone showing up.
• We have been fighting this problem for 20 years and refuse to fix it.We not only need to return to the
staffing levels of the past,we need a total of six more officers just to break even.We have acquired land,
added box stores with thousands of shoppers,traffic,etc.and no new officers. No detective positions have
been added since the 80's.
• Alarmed buildings that require searching can take an entire complement of officers on duty to search.Why
have we not invested in a K-9 program to increase efficiency and reduce the time required on scene to clear
these buildings and reduce the risk of injury to officers?
• We have experienced riot conditions that lead to massive reinforcements by hundreds of police officers
because we did not have the resources to handle the problem when it was small and manageable.
• City Hall believes the problem will just go away.It has not and will not.This is police problem that
requires additional police resources.
• Neighborhoods are told to fend for themselves. If we don't take care of our voters,why do we have
government?
• This is not now,nor has it ever been a problem of leadership in the police dept.The budget crisis exacerbated
the problem,but the responsibility clearly rests on the council.The PD has had excellent leadership with
Chief's Gardiner and Linden,however they cannot lead what they do not have.
Action Required:
• Immediately hire 3 officers to fill existing positions removed over the last five years.This is a current budget
emergency supplemental.Complete no later than 3-1-07.
• Hire an additional 3 officers(new positions).Complete by 12-31-07.
• Hire an additional 3 officers(new positions).Complete by 6/08.
• Hire an additional communications technician(public safety dispatcher for police).TBD
• Hire an additional communications technician(public safety dispatcher for fire).TBD

Bill,
Interesting forum last night. Lots of competing interests.
My recommendation is that the City catch up on the infrastructure, this would be a good
opportunity to repair, restore, renew the facilities already in the City's inventory
rather than take on new projects. In addition to the streets, buildings and utilities, I'd
like to see the City take a step to stabilize and secure the adobes and other historic
structures under City control. It is important to keep these buildings from deteriorating
further or they will just cost more in the future.

I appreciate you having a public forum to express preferences for budget priorities for our city. Giving additional thought to the budget process, I
suggest some ideas for budget priorities.
• Downtown Area-increase the amount of pedestrian area,close Monterey Street between Santa Rosa and Osos. Extend the creek walk.
Thursdays, start closing Higuera at 3pm for more pedestrian area.
• Improve neighborhood wellness/student housing impacts/code enforcement
• Redirect Community Development Department-emphasize livability and quality of life for current residents,over proposed development/realty
speculation.Slow the rate of growth down,especially the commercial growth over the last five years. Stop building high end homes, until we
are caught up on low income housing.
• Improve recreational opportunities for a wide variety of activities.
• Work with Cal Poly to do even more on housing their students-the current project for more student housing, is a step in the right direction.
But, when that is completed in about 1 1/2 years,that will put the campus where they should have been about 10 years ago.Also,address
housing issues with Cuesta College.

As I read in this morning's Tribune about the community wish lists presented at last evening's hearing, there is one item that
comes to mind, and that is the fact that all of those people with their individual wants just take it for granted that the necessary
infrastructure repairs and improvements will be done. Many of our streets have been in poor condition for many years,and
although some improvements have been done, this item should take priority over any of the wish lists presented at the meeting.
Two such needs are the intersection of Garfield and Monterey Streets which needs to be totally realigned to get rid of those ugly
makeshift barriers put up to redirect traffic; and the area of Higuera, Madonna Road, and South Street which is one of the
roughest streets in town.
Please take care of the infrastructure needs before you decide to grant special interest wish lists.

this is my sweet and short plea to keep bikes and our biking community
at the forefront of your planning and priorities. Biking for pleasure JAN 17 7007
and serious transportation in SLO city is a key component that makes my SLO CITY CLERK
home the charming place that it is. Bike transportation is a nearly
lost culture in most of our American cities. I experience such
pleasure knowing that the people of our town are respective of
cyclists, within the city and surrounding roads. It truly is a reason
I pay to live here other than in more affordable areas like Paso or
Atascadero. Additionally, the easy access to both mountain trails and
plethora of road cycling here in San Luis improves my quality of life
and enables me to provide the lifestyle I want for my children.

Vehicle strikes cyclist near SLO

A bicyclist was struck by a vehicle this morning on South Higuera Street, near the southern city limits of San Luis Obispo.
The California Highway Patrol's incident Web site reports that the initial report came in at 7:47 a.m. Responding the scene are
the CHP, an ambulance and a tow truck.
No further details were available as of 8:07 a.m.

Dear Honorable Mayor Romero and Members of Council,
Thank for inviting us to last night's Community Budget Forum. We were honored to be a part of
the City's budget planning process and to hear the concerns of the community. I am sending this
letter to recap the points that we made last night so that you may have a hard copy for your
reference.
San Luis Obispo is well on its way to becoming a bicycle friendly community and we'd like to
thank the City for the following accomplishments in the last cycle:
• Winning a state grant to build a new section of the Railroad Safety Trail
• Completing environmental documents on the Bob Jones Trail
• Finishing the Morro St. Bicycle Boulevard,which will be coming in a few short weeks
The Bicycle Coalition, with its over 300 members, and more than 80 people who came wearing
the yellow "I (heart) trails" badges last night would like to urge the City to continue the good
work of making SLO better for bicycles by putting special emphasis on completing the Railroad
Safety Trail from the train depot to Calpoly. Completing this stage will provide connectivity
throughout the City. The time is right to finish this corridor. Now that a few widening projects
are in the works for Santa Barbara St. and mid-Higuera to accommodate motor traffic, it is time
to give people options so that they do not have to drive a car to get around. The trail is the perfect
north-south corridor for the City. But the Railroad Safety Trail is more than a bike trail, it is a
facility that is used by everyone in the community. On a typical day you will see the current
stretch of the trail used by families, parents with strollers,joggers, our seniors, and kids using a
healthy form of transportation to get to and from school. By finishing the trail, we provide
connectivity and also keep relevant that stretch of trail that we already have. Connecting the trail
network helps to maintain the trail network.
To help complete the Trail, we ask that more staff time be given to Public Works so that they can
work on getting the easements from Union Pacific, complete design, and search for grants.

Public Works staff has done an excellent job and so we ask for an increase in resources to ensure
project delivery.
Lastly, we support the Bicycle Advisory Committee's request for further funding for bicycle
education.
We wouldn't ask for something without saying how we will help out. We pledge to do the
following:
1) We will continue our work in searching for grants. Last year we were happy to help the
City win a state grant worth more than $500,000 for the Railroad Safety Trail.
2) We offer to help the City negotiate with Union Pacific for the land easements.
3) We pledge to continue our programs to help make our streets safer including our Coexist
Program to improve behavior among motorists and bicyclists and our Art of Cycling
skills class to teach legal and safe bicycling.
4) We also pledge to continue the bike valet at the weekly Farmers Market. Since May we
have replaced over 900 trips that otherwise would have been made by automobile. By
doing this, we ease traffic congestion and parking downtown.
The time is right. The citizens have passed Measure Y of which the Bicycle Coalition was a
proud supporter. In addition, there is now state transportation bond money available to make it
happen.
Together let us make SLO better for bikes and make SLO a better community.

Dear Council Members,
First, I would like to wish you and your family's all the best in the New Year! As this year get's rolling I have pledged to work with
the SLO Bike Coalition and others inour community who support the completion of the Railroad recreational trail. My message
is to urge you all to make this the top priority for your budget cycle.
Few if any other transportation projects would be as beneficial to the Citizens of SLO as this community facility. .A backbone trail
literally straight through the heart of SLO, would connect many residential neighborhoods to schools, parks, the downtown via
Morro bike boulevard and Cal Poly. This is a true alternative transportation facility in every respect, with a huge recreational
benefit. Much effort has been dedicated thus far and you all have been supporters. BUT, the time is now to get behind it with your
political muscle, momentum is gathering with a newly secured BTA grant for the segment between California and hwy 101 and
another grant application in for the hwy 101 bridge. We need a concentrated effort to build this facility.
SLO received a huge gift from the citizens last November in the form of measure Y. With this revenue the City can leverage their
participation with other granting agencies and make some serious headway on implementing the trail. We must act now before
UPRR completely closes this idea off. An agreement between UPRR and the City for use of portions of the ROW has been in the
works for some time. An agreement appears very close to being complete but we need to commit the staff time to finalize it.
The time is now. I wanted to be sure to get this message to you while you are considering various projects to focus on in the
coming budget cycle.

•Renew ECOSLO's contract with the City,with a focus on the following areas:
• Publishing SLO Stewards quarterly instead of three times annually as under the current contract.We would like to increase this contract to
allow us to publish SLO Stewards more often,organize creek clean ups,and lead more frequent hikes on city open spaces.
• Publishing a wildflower guide for the City in cooperation with the Natural Resources staff.
• Reestablishing the City of SLO Green Business Awards in recognition of commitment to environmental resource conservation.
• Reviving the tree-planting program with donated trees and volunteers.
• Publishing a guide to City open space lands with information on trails,history,geology,vegetation and wildlife.
• Organizing Community Service Workers to perform trail maintenance,clean up parks,and plant trees.
• Increasing the number of hikes and stewardship work on City open space lands.
• Continuing our role as an environmental information center for the community
•Restoration of funding for the acquisition of open space and the creation of an open space committee as described in the Open Space Element.

SLO has a unique opportunity to complete a corridor of transportation for pedestrians and cyclists that will be the envy of cities nationwide. What other
city is conveniently bisected by a railroad corridor that can support a community pathway? Few is any!

I regret that I can't attend tonights budget meeting, but want to STRONGLY voice my support for any and all bike
transportation corridors. I have two children, aged 5 and 10, and I transport them to school, shopping, church and and around
town by bike as much as possible. The current bike lanes are wonderful assets, but we could use more. Please consider
completing the railroad bike path so that we can get safely to the Tank Farm area and Cal Poly segment of the city.
Thank you so much for installing the bike-friendly crossing and interchange near the railroad building!!! That has made that
segment so much safer!!!
I also support any efforts toward the Safe Routes to School program. Such programs teach our citizens that we can be
healthier, have cleaner air, less traffic, and less dependance on cars while improving our quality of life.

I urge the city council to push forward on the Railroad Community Path by making it a priority in the budget. I bike commute
from near Meadow Park to Cal Poly daily. I also take my son to day care daily in a bike trailer pulled behind my bike. The
safest commute we've found to date is along Chorro that goes through downtown. The Railroad Path would be ideal for our
bike commute, making for a safer and more pleasant conduit for us to cross town. The Railroad path would also enhance the
city in terms of reducing car traffic which would in turn reduce car emissions, reduce costs associated with road maintanance,
and continue to keep SLO a nice bike friendly place to live. The Path would be a benefit for-students who regularly must cross
town to get to campus and may reduce parking demands on campus. Please make the Railroad Community Path a budget
priority.

With the budget having many competing needs, I don't envy you for having to rank priorities.While I appreciate the difficulty you face, I'd like to
reinforce the importance of fostering alternative transporation in our community.As a regular bicycle commuter, I'd appreciate your continued bike trail
development support.The return on investment is significant. Creating a bicycle-friendly city will encourage tourisism,reduce wear and tear on roads,

Dear Mr. Statler,
I just recently moved to San Luis Obispo to attend Cal ,Poly this fall.
I already feel that San Luis Obispo greatly needs a new skatepark... The current skatepark
looks very old and has numerous dents, cracks, and exposed nails. I myself have already
hurt myself on the mini ramp due to poor design and an exposed piece of wood. During the
winter these defects become even worse due to the rain and cold weather. I think San Luis
Obispo needs a new concrete skatepark with a better designso that would actually be safer
to skate at. Also, if a new skatepark is built, it should be free because at the skatepark •
now, you have to pay $2 to enter. This is obsurd because before coming here, I have never
had to pay to skate at a public skatepark.
If I could, I would skate there almost every day, which would obviously amount to an
extremely .large sum of money that I could not afford because I am in college. Thank you
for your time and consideration. I look forward to seeing you at..-the City Council

I just recently moved to San Luis Obispo to attend Cal Poly this fall.
I already feel that San Luis Obispo greatly needs a new skatepark.. The current skatepark
looks very old and has numerous dents, cracks, and exposed nails. I myself have already
hurt myself on the mini ramp due to poor design and an exposed piece of wood. During the
winter these defects become even worse due to the rain and cold weather. I think San Luis
Obispo needs a new concrete skatepark with a better design so that would actually be safer
to skate at. Also, if a new skatepark is built, it should be free because at the skatepark
now, you have to pay $2 to enter. This is obsurd because before coming here, . 1 have never
had to pay to skate at a public skatepark.
If I could, I would skate there almost every day, which would obviously amount to an
extremely large sum of money that I could not afford because I am in college. Thank you

I hope you don't mind that I am hereby emailing you instead of postal-mailing my response to the Community Budget
Bulletin that I received from your organization.
I am a local resident who lives and works within SLO city.
For your info, my first statement is that I believe the city government is doing a good job of the "Community
Priorities So Far", which were listed in the Community Budget Bulletin. Your efforts are very much appreciated and
extremely precious to the lifestyle we have here. I do not believe that any of the priorities should be changed.
However, I would like to hereby call your attention to what I perceive is a negative occurence.
In my opinion, I feel that the sewer rates being charged by the city in our monthly water bill are rather high.
I know times are not easy, and that hardly nothing is for free, but because of the sewer rates, my monthly water bill is
the highest utility bill that I am obliged to pay.
Any way that you can address this concern effectively will be much appreciated.

I have a thought and suggestion regarding a forthcoming City Council goal, which I am
advancing for your consideration and discussion.
To get to the idea quickly, I suggest that the City Council have as one of its major goals the
implementation of the Mid-Higuera Specific Plan and, more specifically, the widening and
beautification of that section of Higuera Street between its intersections with Marsh Street
and Madonna Road.
Why am I suggesting this?
First of all this area is presently unattractive, not befitting a modem, quality City. It is an
economic underachiever, and it fails as a contributor in helping other commercial areas of
the City gain their highest level of achievement.
Please let me explain further:
Because of the City's history and topography, our mountains/freeway/and railroad
divides the City into sections, which increase the importance of certain street and highway
corridors to get from one area of the City to another. The City historically has been, and it
should be the City's intent to continue to be, the major commercial area of the County.
Unlike the "old days"the City's major commercial areas are now divided into the Downtown,
Madonna Road, Los Osos Valley Road, Madonna/LOVR, Foothill, Broad Street and Lower
Higuera. This is understandable because different parts of the City have different needs and
serve different functions.
But, for the three major commercial areas of the city - Downtown, Madonna Road, and Los
Osos Valley Road -there needs to be better integration and accessibility between these
areas.

Back.in 1995 (1 believe) one of the City Council's major goals was to create the mid-Higuera
Specific Plan. Though it took years to accomplish, it is now a City Council adopted plan.
However, observation would reveal there has been little,forward motion towards
implementation of the.Plan.
I would observe that achievement of this Plan is a key to not only increasing the function and
attractiveness of this area of the City,which desperately needs it, but it is also essential to
increase the economic strength and vitality of the Downtown area. This is particularly true in
this day and age when people- residents and visitors alike - increasingly use their vehicles
to assemble a variety of goods and services and to "comparison" shop.
Therefore, my earnest suggestion to you is that the City Council adopt as a 2007-09 goal to
make progress on this adopted Plan, and more specifically, to make expeditious progress on
the widening and beautification of the Mid-Higuera Street. This Street, together with the
101 Freeway, is the major passageway between the Downtown and the Madonna/Los Osos
Valley Road area, and it is the route we should encourage, as sending people back to the
Freeway is an invitation to sending them elsewhere to do their shopping.
Therefore, for economic reasons, for beauty and attractiveness reasons, for environmental
reasons and to encourage the functional redevelopment of the mid-Higuera area, it is
important that the City make substantial progress toward the achievement of this Plan.
Up until the present time you have had a good excuse for inaction, a lack of money for
moving forward. With the passage of Measure Y, with the increased sales tax from new
businesses, with the passage of the State infrastructure Bond Measure, you can now do what
you choose to do for the betterment and improvement of the City. You can again "think big"
about what you need to do to gain the desired City of the future
I wish you much success in the task before you.

You are about to engage in the biennial exercise of City Council goal setting and I wanted
tD advance an idea for your consideration,though I realize the limited persuasion of a
retired CAO.
This year will present an opportunity for you that you haven't had for several years, if
ever. While the City has had several troubled financial years, primarily caused by the
State take-aways from the early nineties on,you are now on the threshold of new
opportunities. A constitutional limitation on the State regarding raiding City coffers,
significant sales tax increases due to new development,a resolution of the Dalidio issue
(though much work needs to be accomplished),and the passage of measure Y harkens a
new and a more prosperous era,somewhat similar to the late 80s and the late 90s.
The obverse side of the Chinese sign for opportunity is danger. Specifically, in regard to
the City's General Fund,there has always been a subtle battle between maintaining on-
going City operations and services,on the one hand,and creating-rehabilitating-
maintaining public facilities, public serving buildings and infrastructure on the other.
The opportunity before you is that you seek and find the right balance between improving
both City services and providing quality public facilities and infrastructure.
Public facilities and infrastructure normally have limited support and advocacy groups.
Much of it is either hidden underground or in obscure corners of the City,and hence
underappreciated by the public it serves. Therefore,the City Council and certain City staff
members must become the advocacy/support group for certain appropriate things to
happen or, lacking this support,they don't happen.
Improving City services,is more likely to produce large and vocal support groups,
including citizens,City Council members,department heads,and service providers(City
employees)themselves. Particularly after a prolonged period of financial inadequacy and
suppressed desires,there will now be,I would speculate,an expressed desire to improve
city services and operations,which is a noble desire,as who could possibly be against
improved services.
The problem is that this means expanding the staff, hiring more people with the
associated increases in employee costs such as salaries, health care,retirement,etc. The
problem,part two, is that this causes an increase in permanent, built-in operational costs
which costs are with the City forever,or at least until the next major economic downturn.
So,I am appealing for a form of discipline on the part of the City Council and the staff so
that increases in services and associated personnel costs don't engulf the capabilities of
the City to do what it also should be doing,setting aside resources for meeting citizens
needs and desires for parks,recreation areas,play fields,streets, bridges,water-sewer-
storm-drains, public facilities,open space,affordable housing, public buildings,etc.
The essential question,as always,is what is our vision for the kind of city we want to
become,and what incremental steps do we have to take in the near future to make
progress on that path?
With the City Council soon facing pent-up service demands,I simply want to be a voice
urging moderation and balance,so that sufficient resources of the City are justly reserved
for the capital, public facility and infra-structure needs of the City,and to keep the City's
General Fund strong to take advantage of future opportunities.

You need to regain control of city finances. Gain control of or eliminate the unions that
demand the exhorbantant wages and benefits for city employees. Unions have no
business in city affairs. Wages and benefits should be determined by a city department
that does the needed research and has a feel for the cites best interest.
My rational is this. San Luis has few building fires and no tall buildings. This is a
college'town. Lets train firemen. When they feel.they have gained enough knowledge
fora better job, let them move on to fight fires in hi.rises and gettos. Our advantage
would be an ability to keep.wages low. Benefits can be restricted or reduced. We have
a lot less retirement pay to pay because of the short tenures..
I have the same attitude with the police department. Many of these jobs pay over
$100000 per year. Ridiculous, in a town that has a minimum of gangs and guns. Lets
get rid of the old fogies and hanger ons. If they don't like the cushy job in San Luis, let
them move on to Salinas or Fresno and we will train more.
In the department of public works, keep a strong core and keep the rest in training. It is
a good job. Pay lower wages and benefits, not many will leave.
I have heard it said that unless we pay competitive wages and supply competitive
conditions we can't get good people. That is just so much rubbish. There are a lot of
people that would just love to work for the city with regular pay checks and paid
holidays. Right now some of your published job requirements are for the first three top
students in their classes. To ger them you have to pay them. For most of the job
positions in San Luis we don't need them. Let some other city pay them $70000 to
start! Reduce your entry requirements. You may be pleasantly suprised with the
results.
Are we getting our money's worth? I am asking the finance department. Is the city.
engineering department and the city financial officer shouldering full responsibility for
the cost of.money, bid costs and construction quality.
Let's get off the mind set, 'that is the way they do it in Santa Barbara" or some other
place. Lets customize our expenses to apply to San Luis Obispo's conditions and
needs. You worry that city employees can't afford housing here. This town has always
been expensive and that is why Los Osos and Grover Beach have thrived. I wont'that
on a fixed income I won't be able to afford water and sewer services before long and no
one has bothered to tell me what state water cost is, compared to Nacimento costs.
Just try pulling that lake down under recreational levels and be prepared for the howl
from the north county.
I am also against growth but I guess it is a good thing we don't live too long.
I looked at your"community priorities". Every item spells money spent. We really have
the best of everything right now. I am willing to do with a little less (except Potholes) if it
means San Luis will stay with in our financial means. Continue to pay for the street
sweeper and the storm drains out of the general fund. Did we really need to raise the
sales tax in San Luis or was it the opinion of our finance department that people will
pay it cause every one else was doing it. Do not charge the established residences for
new development infrastructure. All new development should pay for any increase in
public services they need. Put a Mello Roos tax on their property to pay off the
necessary 30 year bonds needed to pay for this.

Thank you for giving the community a chance to provide input to the planning process.
My wife Nell and I recently moved into a home in the area between Meadow Park and
Broad St. We specifically purchased an older home with the intention to renovate and
improve, rather than tear down and rebuild. Our thoughts toward budget allocation are
related to what we have experienced so far, given our limited residency in SLO.
At a high level, we are concerned about the homeless in SLO and the speed of traffic on
Broad St.
We have come to realize that the homeless have a somewhat consistent migration
between Meadow Park and the shelter on Orcutt St. Many spend their days in the Park,
some spend-the night there. The presence of the homeless isn't a problem for us. We
realize there are a variety of reasons for their plight and feel for them. However, we also
wonder about the source of the problem and whether it is increasing. Are some of these
folks coming from the Men's Colony or Atascadero State Hospital?
I suggest a study to not just determine how the city should participate in mitigation, but to
better understand their influx, the rate of growth, and anticipation of what should be done
over the next few years. Hiring people to send them away from the city may help some
merchants, but doesn't consider the root cause or impact as a result of that effort.
Secondly, we see our historic neighborhood and the Broad street area, at least to Orcutt
St. as an important part of the SLO city character. The new Broad St. Corridor
redevelopment project should be a priority that results in slower traffic, more residential
incentives and reduced heavy industry. I don't know the relative connection between
that project and the city budget, but feel it should be an important investment in the
future of San Luis Obispo.

In response to your request for budget priorities for the next two years, we have asked seniors what their
needs are and submit the following items for your consideration.
Priorities
We need to include our vision for the future by once again making the need for a new Community/Senior
Center our top priority. We need a larger more functional gathering place. We currently have two buildings
intended to cover this need. Many activities are held at both, but we are quickly outgrowing them. We
need a place in the city, which can become the heart of the community with many diversified activities.
Once the city commits to making it a top priority, it will take time, community commitment, organization,
collaboration, grants, donations and hard work to complete We need to take the first step now!
Other Priorities and Needs by Seniors
Additional parking not only at the Senior Center, but also ADA parking in the downtown area.
Transportation needs for Seniors, especially when there are special events, and on holidays or at night.
Additional recreational opportunities asked for by seniors, are special day excursions, and dances.
We have many inquiries by seniors about congregate meals. The Mitchell Park Senior Center is not
suitable because we do not have a stainless steel equipped kitchen. When the Ludwick Center was
remodeled with the new kitchen installed, seniors say they were told that congregate meals would
be held there. This was to fill a need not provided by the congregate meals at.the Anderson Hotel.
Is this a budget consideration?

The Senior Center is a beautiful, historical building, which began as a Kindergarten in 1917. It is in need
of some tender, loving care. The interior paint on some of the window frames has peeled off, and some
interior walls are in need of patching and paint. Once the walls are painted we suggest some kind of
molding in the largest room from which to hang paintings, and other displays by local artists and the
Museum Historical Society. This will prevent nail holes and gouging of the walls.

We have several padded chairs that have been in use for many years in our"coffee and conversation"
room, and need to be replaced or repaired. Also, the chairs and long tables in the Main Room need to be
inspected for wear and usability. Some of them may need replacement. The oven in the kitchen has
given many years of service and has been repaired several times. It needs to be inspected. I suggest
that a knowledgeable person inspect the building, and it's contents to see what needs to be repaired
and/or replaced and determine what it will cost.
A large worn out, built in chalkboard needs to be covered with a white easy erase type board so that it
can be used again. If by any miracle there is some budget money left over at this time, is there a way to
do it sooner, and not include it in budget priorities?

Dear Mr.Rall and Mrs.Reardon,
Thank you very much for the letter.bringing several concerns with the Senior Center on Santa
Rosa Street to our attention. I appreciate very much the time and attention you and the other
members of our senior community have put into keeping the Senior Center a nice place to spend
your time. I have spoken with Andrew Collins,. the City Facilities Supervisor, about your
concerns and have the following response, which I hope is encouraging. You asked for several
items which I assume would be considered capital improvements:
• A new community center.
• Add a parking lot behind the building to relieve some of the ever-increasing need for

• Add a room to accommodate additional activities.
• Add an additional walk-in closet for storage of equipment.
The scope of these five items involves new, large-scale additions to the facility, and even
suggests that a new. facility be built. It is not within the existing Facilities operating budget to
accomplish any one of these projects. However, I would recommend that the Seniors address the
City Council directly on this issue,the first opportunity being the Community Foram on January
10, 2007 at 6:30 PM at the Ludwick Center. The Council will be considering ideas which could
be turned into major goats for the next two year financial plan, which include Capital
Improvement Projects. Other items mentioned in the letter would likely fall into the category of-
repairs:
• Inspect the foundation joists under the old kindergarten room to make sure that the

• Repair or replace hardware in poolroom closet that house pool cues,etc.
Facilities maintenance staff can accomplish these two tasks and will do so in the next several
weeks. A contractor will be hired to come out and inspect the joists, and make a recommendation
as to their condition. If the joists are significantly deteriorated, than a Capital Improvement
Project will be initiated by City staff for Council consideration. A storage shelf will be added in
the poolroom cabinet for easy access to equipment, the existing cue rack will be repaired, and a

seniors to make this happen.The final item is a combination of repair and capital improvement:
• Inspect and repair windows to open, close and lock properly. Replace some of the

reviews, but at that time an inspection indicated that some of the windows require
replacement.
Some years ago, an attempt was made to replace the windows, and was not accomplished due to
the much higher than expected costs to maintain the historical integrity of the windows in the
facility. We can take on this task in two phases. First, we will have the Facilities staff patch,
paint, and secure the windows for the short term. This is not the long-term solution to the
problem because some of the windows are deteriorating to a non-repairable point. Second, we
will submit a request for a Capital Improvement Project to replace the windows with historically
acceptable windows. This project would be subject to Council approval for inclusion in the next
Financial Plan, so support from the seniors may be needed to help secure the fiords.
I hope this helps to some degree, but please realize that we cannot satisfy all of your concerns
without additional approvals by the City Council. I hope you will also take the opportunity to let
the Council know about your concerns at the upcoming Community Forum. If you have any

Hello Bill Statler,
My name is Jeremy Grodkiewicz and I am contacting you regarding the SLO skate park. I am
currently a third year industrial engineer attending Cal Poly and an avid skate boarder. I
have only been to the SLO skate park twice. I went once during my Freshmen year and have
not been back until yesterday. During my second visit the skate park attendant gave me a
flier about a meeting to discuss funding for skate park improvement. However, I will not
be able to attend due to other obligations.
The reason I have only been to the SLO skate park twice is because the first time I went I
have never been to a worse skate park in my 8 years of skate boarding. My second visit was
in hopes of it being refurbished and it was in worse condition than my first visit two and
a half years ago. The conditions of the SLO skate park are to the point where it is
dangerous. Leaving the typical dangers of skate boarding to the side, the skate park has
rotting ramps, warped ramps, loose nails, loose screws, and a considerable other problems.
This skate park is in dire need of refurbishing.
During my second visit I noticed that a lot of San Luis Obispo's youth skate board after
school there. It is a great activity to keep kids of drugs and give them something to do
with their spare time. I am saying this with personal experience and I do not believe I
would have made it to Cal Poly from New Jersey if it was not for skate boarding. With that
in mind do not only consider refurbishing this skate park for the youth of San Luis
Obispo's safety but also to keep these kids busy with a great activity.
Thank you very much for your consideration about the SLO skate park. I hope the right
decision is made and I am glad the City Council is considering the betterment of this
skate park. Once again thank you for your time and efforts.

that the Rail Road bike path from Cal Poly to Jenifer St has not yet broken ground.
With traffic getting worse everyday, cyclists need safe places to ride and commute to work and school.
Kids in our schools are overwieght and in need of exercise, and our planet is dying from global warming because we
have made cars the only option.
Please release the funds earmarked for this project and build the first phase while the details are being worked out
with the railroad on the second and third sections.
We the citizens of SLO need this bike path badly, please make it a priority in 2007

Dear Mr. Statler,
I just recently moved to San Luis Obispo to attend Cal Poly this fall.
I already feel that San Luis Obispo greatly needs a new skatepark. The current skatepark
looks very old and has numerous dents, cracks, and exposed nails. I myself have already
hurt myself on the mini ramp due to poor design and an exposed piece of wood. During the
winter these defects become even worse due to the rain and cold weather. I think San Luis
Obispo needs a new concrete skatepark with a better design so that would actually be safer
to skate at. Also, if a new skatepark is built, it should be free because at the skatepark
now, you have to pay $2 to enter. This is obsurd because before coming here, I have never
had to pay to skate at a public skatepark.
If I could, I would skate there almost every day, which would obviously amount to an
extremely large sum of money that I could not afford because I am in college. Thank you
for your time and consideration. I look forward to seeing you at .the City Council
Community Forum tonight.

Honorable Mayor and Members of the City Council,
RQN was a strong proponent for Measure Y, the City's sales tax revenue measure, 7
which was passed by the voters in November 2006. We supported this measure
because the revenue generated was to be used to restore. and maintain VITAL CITY
SERVICES such as: our neighborhood street paving program; our neighborhood code
enforcement program; and essential jobs that have been cut in our police and fire
departments.
Therefore, we ask you to consider giving top priority to the following goals:
CODE ENFORCEMENT
1. Fill the existing, vacant, full-time code enforcement officer position.
2. Add a second, full-time code enforcement officer.
3. Add a part-time administrative assistant for code enforcement.
NEIGHBORHOOD SERVICES OFFICE
1. Re-instate the "Neighborhoods Services Technician" position which was
approved by the Council in the 2003-05 budget cycle, never filled, and
subsequently eliminated due to budget cuts.
POLICE DEPARTMENT
1. Increase the number of sworn officers in the Police Department.
NEIGHBORHOOD STREET PAVING AND TRAFFIC CALMING
1. Re-instate the "Neighborhood Street Paving" program and consider
additional funding for the "Neighborhood Traffic Management" program.

Given the demographics of the City's neighborhoods: 15,000 students living within
the City limits; a 60/40 renter to owner ratio; and the speculative nature of our
housing stock, it is imperative that the City invest MORE in the maintenance and
future of our neighborhoods.
Long delays in police response time to neighborhood problems due to a lack of
available officers, is unsatisfactory. The Chief has done an amazing job of trying to
cover the entire City, sometimes with only 4 or 5 officers on a shift. However, she
needs more resources to improve service to our neighborhoods.
We thank you for the opportunity to participate in your 2007-09 Goal Setting process
on behalf of the City's Neighborhoods and hope that you will give very serious
consideration to our requests.

Opportunities for Greenbelt purchases do not follow city budget cycles. We need to build up a fund to be ready for
Greenbelt purchases as they become available. Also, we need to have a balance in the checkbook to leverage funding

grant giving agencies/organizations when opportunities arise. This is essential to make the Greenbelt a reality.
Open Space Committee. Form an Open Space Committee per Conservation Open Space Element of the General
Plan; May 2006,
Appendix C: Management of Open Space Lands, Item# 15, page 85. Purpose of Open Space Committee- to advise
staff and
City Council on Open Space issues(NOT EQTF). The City owns very valuable Open Space Lands and Easements.
Open Space
issues are continually of high interest to the community. Suggest that the Open Space Committee be five members
from the
community at large. Funding: Budget $6,000 to set up Open Space Committee.
Ranger Funding:
1. Add a Maintenance Ranger for Open Space. The current backlog of work needed in Open Space lands continues
to grow.
Rangers have so many duties, that proactive work on our Open Space infrastructure is often deferred. Dedicating one
full
time Ranger Maintenance position to Open Space maintenance will help maintain resources, trails,waterbars,
remove trash, old grazing improvements, unneeded fences, install culverts, repair shortcut trails; braided trails, etc.
2. Add a Ranger Generalist.so that Johnson Rance can be open to scheduled use by the public.

have recently been made aware that there is money available for refurbishing the skate park in San Luis
Obispo. I believe that this project would be an excellent way to spend the county's money, and would
benefit our community tremendously. Skateboarding, rollerblading, and rollerskating are excellent ways for
our local youth to get exercise, release energy, and express themselves. I think the residents of
neighboring communities would agree that their skate parks have been very beneficial and have created a
positive outlet for the kids.

My name is Bree-Ann and I heard that this is a large group of people in our county trying to get another skate park built.
I think this is a great idea. Skateboarding has been restricted in so many places now there is no where for our areas children to
play.
My little brother used to ride the school bus everyday With his friends to the park in grover beach. They would stay there until
around 6 everyday when they would have to skate home for dinner. It was wonderful we always knew where to find him, he
wasn't out getting into trouble. He wasn't doing drugs he skating with his friends enjoying his childhood in a safe environment. I
grew up here and as a kid with no money there isn't much to do. the beach and that was it. Too many kids in our community
are getting into trouble,joining gangs doing drugs. please I think the more options we have for kids to choose a good path the
better. Please please consider this idea.you can have kids who owe the county community service help build it. you can have
fundraiser to pay for and local business can buy in on it in exchange for advertisement. this is an attainable goal please think
about the things you got to do as a kid and see if those things are still out there today. Too many kids are making bad choices
and I truly believe this will help them steer straight.
