SUBJECT: GENERAL DISCUSSION ABOUT THE ZONING REGULATIONS
(CHAPTER 17 OF THE MUNICIPAL CODE).
CAO RECOMMENDATION
Review and discuss the Zoning Regulations and, if desired, direct staff to address particular
sections identified at this meeting in a future batch of updates and amendments.
DISCUSSION
Amendments of the Municipal Code pertaining to land use regulations apply City-wide to all
General Plan and Zoning designations. Periodic review of City documents is necessary to ensure
that regulations are understandable and consistent, and clearly implement the goals and policies
established by the Council. These types of updates are generally undertaken by staff in a two- to
three-year cycle, depending on the emergence of new issues and changes in state law. In
December 2006, the Council introduced an ordinance including several corrections, updates, and
modifications to bring the Zoning Regulations into consistency with recently approved Specific
Plans and the General Plan interpretations. The Ordinance was adopted by the Council on
January 9, 2007, and will take effect on February 8, 2007.
During the review of the amendments proposed by staff, the Council members indicated that
they would like to review unspecified sections of the Zoning Regulations which were not part of
the package presented in December. At that time it was noted that the next batch of Zoning
Ordinance updates has not yet been scheduled. It was determined that it would be desirable to
have a less formal workshop discussion about issues for future updates. This meeting provides
the Council with an opportunity to ask questions of staff about the regulations, and, if desired,
give direction on changes that should be reviewed during future updates.
To aid the discussion Council members should each have their copy of the Zoning Regulations
on hand for reference.
