council M�J 20 07 j agenba nEpont CITY OF SAN LU I S OBISPO FROM: Audrey Hooper, City Clerk 0 Prepared by: Elaina Cano,Deputy City Clerk SUBJECT: 2007 APPOINTMENTS TO CITY ADVISORY BODIES RECOMMENDATION By motion, make appointments to the City's advisory bodies effective April 1, 2007, in accordance with the recommendations of the Council Subcommittees: DISCUSSION Recruitment to fill advisory body positions with terms expiring on March 31, 2007, was conducted between December 20, 2006, and January 31, 2007. Council Liaison Subcommittees conducted interviews during the month of February. Appointments to the Downtown Association will be presented as a separate agenda item. In addition, no vacancies currently exist on the Jack House Committee. One Tree Committee vacancy exists which will be filled with a representative of the Architectural Review Commission. Council Liaison Subcommittee Recommendations Architectural Review Commission (Subcommittee Members Mulholland and Brown) 1. Reappoint Greg Wilhelm to a four-year term expiring March 31, 2011. 2. Appoint Jason Kambitis to a four-year term expiring March 31, 2011. Bicycle Advisory Committee (Subcommittee Members Brown and Carter) 1. Reappoint Timothy Gillham to a four-year term expiring on March 31, 2011. 2. Reappoint Glen Matteson to a four-year term expiring on March 31, 2011. Construction Board of Appeals (Subcommittee Members Brown and Carter) 1. Reappoint Niel Dilworth to a four-year term expiring on March 31, 2011. 2. Reappoint Barbara Breska to a four-year term expiring on March 31, 2011. 2. Appoint John Fowler to a four-year term expiring on March 31, 2011. 3. Appoint Dean Miller to a three-year term expiring on March 31, 2010. 4. Appoint Elise Wheeler to a two-year term and expiring on March 31, 2009 Housing Authority (Subcommittee Member Mayor Romero) 1. Reappoint Marti Reed as Member at Large to a four-year term expiring on March 31, 2011. 2. Reappoint Biz Steinberg as Member at Large to a four-year term expiring on March 31, 2011. 3. Direct staff to re-advertise for the senior tenant and regular tenant vacancies which remain unfilled. Human Relations Commission (Subcommittee Members Settle and Brown) 1. Appoint Dan Pronsolino to a four-year term expiring on March 31, 2011. 2. Appoint Trey Duffy to a four-year term and expiring on March 31, 2011. 3. Appoint Charlene Rosales to a four-year term and expiring on March 31, 2011. Joint Use of Recreational Facilities Committee (Subcommittee Members Carter and Settle) 1. Reappoint Nancy Cochrun to a four-year term expiring on March 31, 2011. 2. Appoint Colin Jones to a four-year term and expiring on March 31, 2011. 3. Direct staff to re-advertise for two regular positions that remain unfilled. Mass Transortation Committee (Subcommittee Members Carter and Settle) 1. Reappoint Denise Martinez as a Disabled Representative to a four-year term expiring on March 31, 2011. 2. Appoint Margaret Crockett as a Member-at-Large to a four-year term expiring on March 31, 2011. 3. Appoint Tracey Amundson as a Student Representative to a four-year term expiring on March 31, 2011. 4. Appoint Christine Batteate as an Alternate to a three-year term expiring on March 31, 2010. 5. Appoint Bob Wolf as an Alternate to a two-year term expiring on March 31, 2009. (Mr. Wolf has also been recommended to the Parks and Recreation Commission. DISCUSSION The SLO Downtown Association held its annual election in February 2007 to fill five seats with Board members whose terms will run from April 1, 2007 through March 31, 2009. As required by the Association's bylaws, all Board members must be owners or managers of businesses in the Downtown Association district. The candidates were identified by a nominating committee, which then held a candidate information session prior to the election. Every Downtown Association member was mailed one ballot and was able to vote for up to five choices from a roster of six candidates. Write-ins were also accepted. Ballots were received and tabulated by Board member Patty Carpenter. The five top vote-getters were: Doug Shaw, Sanctuary Tobacco, current president Pam Seeley, SOHO Studio,president-elect Ellen Henry, Takken's Shoes and Boots Alex Gough,Adobe Realty Ron Meier,ASH Management Pursuant to the Downtown Association bylaws, election results will be submitted to the Downtown Association Board of Directors for approval at its March 13, 2007, meeting. The draft minutes of this meeting will be provided to Council under separate cover. In accordance with the Municipal Code 12.36,the slate of new officers is presented to the City Council for final confirmation of appointment before said officers may begin official Board service on April 1, 2007. Doug says he truly feels Downtown SLO "is the most unique place in the world," and says he is very dedicated to preserving Downtown's spirit and charm. Doug also serves on the Thursday Night b Promotions Committee, Economic Activities Committee, Parking and Access Cz V Committee, Friends of Hearst Castle and is a past president of the Rotary Club. If re-elected, Doug says he will focus on bringing Downtown mer- 640 chants together to create a neighborly and involved network. U U Q 4-4 Pam Seeley,Design Committee Chair,President-Elect, Co-Owner O ' SOHO Studio, 1021 Higuera St. 0 t Since 1974, Pam Seeley has lived and worked both in and near Downtown. - She and husband own and operate SOHO Studio on Higuera Street. Pam is x an avid supporter of the arts and humanitarian causes, as demonstrated by .y past fundraising efforts for the Arts Council, SMARTS,Women's Shelter, - and Enhancement.. Pam currently serves on the Board of Directors and is U chair of the Design Committee. She is also interested in working with the 0 Parking and Access Committee to find more suitable parking conditions rA CA surrounding on-going construction in Downtown. s~ 3 Bob Seeley, Co-owner 3 SOHO Studio, 1021 Higuera 0 San Luis Obispo is a great place to live and work, says SOHO Studio co- owner Bob Seeley who adds he is grateful to have been part of this commu- nity for the better part of two decades. Bob's seen the changes and endured major construction projects but for the most part believes Downtown is growing in a positive direction. His past and current involvement on the Board has been; he. says, enlightening and enjoyable and he is particularly tuned into the issue and concerns addressed by the DA. Bob has also been a member and past chair of the DA's Design Committee. The look, feel and quality of the Downtown experience is very important to him as he is sure it is to all of you who work, play, or have invested in Downtown. Bob says he would be honored to continue serving on the DA's Board of Directors. fI2',z Q r Alex Gough, Economic Activities Co-Chair, Owner and Realtor Adobe Realty, 964 Chorro St. e; Board member Alex Gough would like to continue his work on the chal- lenging issues now facing Downtown. His work on the board has included focus on seismic safety, infrastructure and Downtown security issues;Alex ` said he wants to continue study of the plan to total transform the structure c r of the Downtown Association. His community involvement includes more than 10 years with the local Seismic Safety Committee, current Board membership on the County Historical Society, more than 10 years on the Transitions-Mental Health Association Board, and recent election to the board of directors of the Prado Day Center.Alex has also helped with adobe restoration at Mission San Miguel and the Santa Barbara Presidio. Alex owns and was raised in the historic Sauer-Adams Adobe in downtown San Luis Obispo where his business has been located since 1982. He's married to Anne Sechser Gough (a Downtown Association member with Yarns at the Adobe) and has four sons. If reelected,Alex pledges to con- tinue to work to protect and improve the strength and.fabric of California's best Downtown. Ellen Henry,Promotions Chair, Co-owner Takken's Boot&Shoes,668 Marsh " Ellen Henry was born and raised in San Luis Obispo where she's been co-owner of Takken's Boot & Shoes in Downtown SLO for the past 12 years.As a current Board member and Promotions Committee chair, Ellen says she very well understands what it means to be a part of Down- town and is committed to what it takes to maintain and evolve Downtown's unique allure. Ellen's love of Downtown is further demon- strated by her innumerable hours spent volunteering at Downtown events. Ron Meier, Co-owner/Manager Ash Management,778 Marsh Ron Meier has lived and worked in San Luis Obispo for approximately 10 New: years. His company owns and operates McCarthy's Irish Pub,The Frog &Peach Pub,The Library Lounge, Bull's Tavern, and Marti's Bar& Grill. Ron believes that it is important for the service and retail industries to work together in order to maintain a viable Downtown core. If elected, Ron says he would work toward providing a forum where merchant and resident concerns could be voiced and addressed in a constructive man- ner. Ron also sees the potential of the Downtown Association to become a more influential and representative force in the community and would like to help maximize this potential.
