CAO RECOMMENDATION
1. Approve plans and specifications for the "Traffic Signal Installation at Johnson & Ella,
Specification No. 90574."
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within the Engineer's Estimate of$200,000.
3. Appropriate$56,000 to the project from the Transportation Impact Fee Fund balance.
4. Authorize the transfer of $15,000 from the design phase account to the construction phase
account.
DISCUSSION
Signalization of Johnson & Ella was identified based on a future needs assessment considering
the development of the Del Rio Terrace Apartments and Tract 2570 (Fixlini Tract). During the
application period for each of these developments the Public Works Director negotiated a
$50,000 contribution by the Del Rio Terrace Apartments and a $100,000 contribution by Tract
2570 for the design and construction of the Johnson & Ella Traffic Signal. The signal plans and
specifications are now complete and ready for bid. Due to increasing construction costs the
budget for the project shown in the 2005-07 Financial Plan is not expected to cover the full cost
of the project.
FISCAL IMPACT
This project is identified in the 2005-07 Financial Plan (page E-8) and Appendix B (pages 172
and 173) where $165,000 is allocated for use on this project; $50,000 from the Del Rio Terrace
Apartments Contribution, $100,000 from the Tract 2570 contribution, and $15,000 from the
Transportation Impact Fee (TIF) fund. Of this $15,000 is designated for design and $150,000 for
construction. Due to significant increases in construction costs (particularly for steel) and the
current bidding environment, the engineers estimate is now higher than when the project was
originally scoped and budgeted. To reduce costs, design was completed in-house and the$15,000
allocated for design is available for construction. Staff recommends transferring that $15,000
from the design phase account to the construction phase account. This leaves a funding gap of
$56,000 necessary to complete the project. Staff is recommending allocating the additional
$56,000 from the TIF fund balance. If the final project cost is below the new project total,
remaining funds will be returned to the TIF fund balance.

The 2006-07 mid-year budget review shows a projected TIF balance of$1,388,700 at the end of
2006-07 accordingly, adequate resources are available to fund the proposed budget amendment.
ALTERNATIVES
The Council may wish to defer construction until a later date. However, staff anticipates costs
will only continue to increase over time. If the project does not proceed, traffic operations are
likely to continue to degrade at this location resulting in increased traffic congestion and safety
issues.
