SUBJECT: PUMP REPAIRS FOR LAGUNA LIFT STATION
CAO RECOMMENDATION
Appropriate $47,400 from Sewer Fund Working Capital to Wastewater Collection contract
services for pump repair and emergency pump rentals.
DISCUSSION
Recently two of the three pumps at the Laguna Lift Station have required repair. One pump was
shipped out for warranty and maintenance repair; while another had to be sent for repairs
because of an unexpected bearing failure. With only one pump remaining, staff had to order
emergency portable pumps capable of handling the station's flow in the event of the sole pump
failing and/or high flows caused by the wet weather. Under regular conditions staff would only
ship out one pump at a time for repair; unfortunately the second pump required immediate
repairs to prevent a more expensive and catastrophic failure. Laguna Lift Station pumps
approximately 25% of the City's total sewage to the Water Reclamation Facility and is a critical
wastewater facility.
The City and the pump manufacturer for Laguna Lift Station have been working together to
address deficiencies and problems with the pumps from their initial installation. Because of their
complicated nature, these pumps require repairs be performed by a special facility in Southern
California and need substantial time to repair. Staff is working with the City wastewater
engineering consultant, Brown and Caldwell and the pump manufacturer, Fairbanks Morse to
rectify problems and possibly re-coup some repair costs.
Because of the unexpected nature of these repairs and need to rent expensive portable pumps,
adequate funding is not available in the Wastewater Collection section operating budget. This
request is for the repair of two of the Laguna Lift Station pumps, shipping to the repair facility,
crane rental for pump removal and installation and rental of two emergency portable pumps at
the lift station.
FISCAL IMPACT
Contract services for pump repair, shipping, crane service and emergency pump rentals will cost
$47,400. A breakdown of the specific costs is outlined in table 1.

There is adequate working capital in the Sewer Fund to fund this project and retain working
capital to policy levels. This request is for the appropriation of$47,400 from working capital to
Wastewater Collection, contract services.
