DISCUSSION Situation The applicant, Chevron Products, is proposing to remodel the existing service station on the northeast corner of Broad and Orcutt Road by remodeling the fuel-island canopy and convenience store. The applicant's plans include a redesign of the existing fuel island canopy, new paint and signs for the building, and redesigned fuel pumps. The ARC reviewed this project on March 5, 2007 and granted final approval to the remodel based on findings and subject to conditions (Attachment 4, 5 and 6). On March 15, 2007, the City received an appeal by the applicant of the Architectural Review Commission's condition of approval to eliminate proposed LED lighting that is designed to illuminate the fascia of the fuel island canopy at the existing service station at the corner of Broad Street and Orcutt Road. Architectural Review Commission Action At the ARC's March 5`s meeting, the issue of the LED lights was the focal point of discussion related to the proposed remodel. In fact, had the LED lights not been proposed on the canopy, staff could have handled the request through the minor or incidental architectural review process, rather than scheduling it before the ARC. The contested Condition No. 6 required the proposed LED lights, mounted within a concealed overhang on the fascia of the canopy, to be eliminated. The lights are designed to cast a soft light onto the entire fascia of the canopy. The ARC agreed with staff's conclusion that the additional lighting on the canopy, which emphasizes Chevron's blue corporate color, creates an expanded sign area, inconsistent with direction provided in the Community Design Guidelines for service stations. ` � I Council Agenda Report—n 80 Broad Street Appeal of ARC action on ARC 181-06 Page 2 Appellant's Position The applicant's appeal statement requests that the Council eliminate Condition No. 6. As noted in the appellant's statement (Attachment 3), the appellants believe that the code allows for accent lighting and feels that the additional lighting on the blue colored fascia would not be considered as increased signage. Additionally, the appellant feels that other businesses in the vicinity have similar accent lighting. Evaluation The attached ARC report (Attachment 5) contains a complete evaluation of the proposed remodel. Condition No. 6, requiring elimination of the LED lights, was incorporated in order to comply with the Community Design Guidelines and avoid lighting the corporate colors of the canopy. Staff has included the applicable section from the Community Design Guidelines (Chapter 3.4 D) below, and underlined are those portions that the ARC and staff feel the proposed lighting is inconsistent with: 2. Building design. Service station buildings should be designed to comply with the following guidelines. a. Site specific architectural design is strongly encouraged. Corporate or franchise "stock"design solutions are strongly discouraged. b. All structures on the site should be architecturally consistent and related to an overall architectural theme. c. High quality building materials are encouraged. Reflective, glossy, and fluorescent surfaces are discouraged. d. The roof design of all structures, including pump canopies, should incorporate roof treatments with a low to moderate pitch. Flat roofs or mansard roof applications are strongly discouraged unless they are consistent with an established and attractive architectural theme in the site vicinity. e. Gas pump canopies should not be internally illuminated. The lighting would conflict with the intent of the Community Design Guidelines to keep lighting and signage subtle, rather than overly attention- getting. Additionally, the lighting on the canopy would be precedent setting. There are no other fuel station canopies in the City with such lighting. Contrary to the appellant's statement, other service stations in the City have not been approved to have LED lights on the canopy. For these reasons, the ARC approved the staff recommended condition No. 6 which excludes the LED lights. Therefore, the ARC's overall recommendation supports the canopy, color and sign changes as proposed, without the incorporation of the LED lights. FISCAL IMPACT No significant fiscal impact is anticipated as a result of action taken on this appeal. ALTERNATIVES 1. Adopt a resolution (Resolution `B") approving the appeal and finding that LED lighting is consistent with the intent of the Community Design Guidelines and will not set an undesirable precedent for the design of future gas stations within the City. 2. Continue the item for additional information or study, and specify the additional information or analysis needed. There is no mandated deadline for action on this item. The item could be referred back to the ARC for further discussion. JohaW Sraobd The proposed low level lighting which is concealed up under the hoods adds a soft glow rather than harsh lights seen on other businesses.The concealed accent lights are 3.2 watts or less which does not provide enough light to register on a lighting study. The addition of the canopy accent lights would actually decrease the overall lights with the decrease of the under canopy lighting and reduction of the spanner lights. The code allows for concealed accent lighting and we feel the blue fascia is a sky color that is also used on other businesses fascias and not just on Chevron stations and therefore should not O,fficu be considered as lighted signage. Staff emphasized that the main reason that the matter was before the ARC was because of concerns with the incorporation of LED lights making the whole canopy function like a sign since it emphasizes Chevron's corporate blue color. COMMISSION COMMENTS: Commission discussion focused on light levels for the canopy, and questioned the different colors on the columns of the canopy. Commr. Lopes noted that the additional canopy lights are not necessary or consistent with the Community Design Guidelines for service stations. He felt the LED lighting was particularly inappropriate given the context of the site. On motion by Commr. BACKGROUND Situation Chevron is proposing to reface the existing fuel island canopy and add new signs to the canopy and building. The project also includes installation of new LED lights designed to illuminate a portion of the canopy fascia and new paint for the building. The applicant is seeking final approval of the revisions. The project was forwarded to the ARC due to staff's concerns with the proposed LED lights that will illuminate the canopy. Site description The 0.89-acre property is developed with an existing Chevron service station where Orcutt Road and Broad Street converge. The site currently contains four fuel islands with a 38-foot by 52 foot canopy and a convenience store. The convenience store is built along the rear property line. The site is almost entirely paved with a small landscape area located along the east property boundary. 0 Attachment 5 ARC 181-06 3180 Broad Street Page 2 Proiect Description The remodel includes retrofitting the existing canopy with a new fascia, new signs and new lighting. On the existing building, changes are limited to new paint and a new wall sign. The existing monument sign is proposed to remain; however, it would be refaced,retaining the same amount of sign area as currently exists. The size of the canopy and overall design of the station is not changing. The most significant change to the canopy involves the addition of a reveal with recessed LED lights that will cast a soft light onto the blue-colored fascia of the canopy. Only visible at night, the LIDS would softly illuminate all four sides of the canopy.No other changes are proposed to the convenience store or the site. i cop i Gwail4 L91CtPU ]Existing Service Station as viewed from]Broad Street (EVALUATION This project was submitted to the City as a minor or incidental architectural review project because the proposed changes are minor in scope and only involve color changes and sign changes on existing structures. Due to the concern of added lighting on the canopy, staff has chosen to forward this issue to the ARC. Staff offered to grant approval of the design changes without the addition of the lighting; however, the applicant wished to proceed to the ARC for a review of this feature. Staff has included the applicable section from the Community Design Guidelines (Chapter 3.4 D) that relates to service stations. The existing station, which predates the current guidelines, conflicts with some of the design criteria such as such as its flat roof canopy and corporate architecture. However, the ARC should focus on the project elements proposed for change rather than the range of issues associated with complete site redevelopment since the scope of the current remodel is relatively minor. Although the LED lighting looks interesting, it conflicts with the intent of the Community Design Guidelines to keep lighting and signage subtle, rather than overly attention-getting. For this reason, staff is recommending condition No. 6 which excludes the LED lights. Therefore staff's overall recommendation supports the canopy,color and sign changes as proposed, without the incorporation of the LED lights. Signs In addition to replacing the canopy signage with a new internally illuminated "Chevron" sign and a new Chevron logo, the building signs are proposed to be removed and replaced. The existing "Food Mart" and "24hrs" signs will be removed and replaced with a single "Extra Mile" sign and logo. The new extra mile sign is similar in size to the existing Food Mart sign and complies with the allowable standards for a wall sign in accordance with the City Sign Regulations. The Sign Regulations allow up to 100 square feet of wall signage and the proposed new sign is approximately 50 square feet. Building Colors The existing building has a large glass storefront with aluminum trim and a stucco fascia and bulkhead. The colors are off-white for the fascia, beige for the entry surround and gray for the area above the storefront below the fascia. The proposed colors are called wine, mocha and nutmeg and are a subtle combination of earth tone colors that appear complementary to the building design. A colors and materials board and photographs of other Chevron buildings with the same color scheme will be presented at the hearing. No changes are proposed to the windows or structural features of the storefront. Findings 1. As conditioned, the remodel is not significant in nature and will not adversely affect the health, safety and welfare of persons living or working at the site or in the vicinity given the site's location at a major gateway to the downtown. 2. The service station remodel conforms to the General Plan and meets Zoning Ordinance requirements because the service station and convenience store is currently an allowed use within the C-S zone at this site. 3. As conditioned, the proposed new canopy design is consistent with the theme of the service station and complements the existing architecture. 4. The level of improvements is exempt from environmental review, consistent with CEQA Guidelines section 15303, New Construction or Conversion of Small Structures since no new buildings will be constructed and the existing service bays will be replaced with a convenience store. Conditions 1. Final project design and construction drawings shall be in substantial compliance with the project plans as amended and approved by the ARC. A separate full-size sheet shall be included in working drawings submitted for a building permit that list all conditions, and code requirements of project approval as Sheet No. 2. Reference should be made in the margin of listed items as to where in plans requirements are addressed. Any change to approved design, colors, materials, landscaping or other conditions of approval must be approved by the Director of Architectural Review Commission, as deemed appropriate. 2. All ducts, meters, air conditioning equipment and all other mechanical equipment, whether on the ground, on the structure or elsewhere, shall be screened from public view with materials architecturally compatible with the main structure. Public view includes the existing views from all public streets and sidewalks. Gas and electric meters, electric transformers, and large water piping systems (backflow prevention devices) shall be completely screened from public view by placing these features within the structure. 3. No trees or other landscape shall be removed from the site unless otherwise approved by the Community Development Director and the City Arborist. 4. Vertically mounted light sources and protruding lenses are more likely to produce off site glare and shall not be utilized. Maximum light levels measured at 3 foot above grade below the light source shall be limited to 10 foot candles. 5. Any new canopy lighting fixtures shall be fully concealed in the structure so that light is properly directed downward. 6. The design of the canopy shall be as proposed on plans dated 9-5-06 without the addition of LID lights. The Chevron sign and log may be internally illuminated as proposed. Jesse E.Macias The new Chevron design for the canopy was designed to house the low level accent lighting to Roy W. Pedro provide a softer less boxy canopy. The new hood&bullnose end cap features were proposed Alan K. Shimabukuro as a package to house the accent lights to enhance the existing canopy and station. John W.Strobel The proposed low level lighting which is concealed up under the hoods adds a soft glow rather than harsh lights seen on other businesses. The concealed accent lights are 3.2 watts or less which does not provide enough light to register on a lighting study. The addition of the canopy accent lights would actually decrease the overall lights with the i decrease of the under canopy lighting and reduction of the spanner lights. The code allows for concealed accent lighting and we feel the blue fascia is a sky color that is also used on other businesses fascias and not just on Chevron stations and therefore should not be considered as lighted signage.
