In response to your application, your agency has been selected to receive the TACSIGHT S1 Thermal Imager for Law Enforcement. The TACSIGHT S1 requires no light for operation and detects temperature variations allowing users to view heat signatures of objects, people, and other sources. The TACSIGHT S1 generates quality images on the darkest nights, even through smoke and fog. The Commercial Equipment Direct Assistance Program recognizes the importance of new equipment education and training, not only for the user, but also to ensure proper operation and deployment of the equipment. With this in mind, attendance at a training session is required prior to receipt of the equipment. The program provides travel, lodging, and an allowance for one person per agency. The TACSIGHT S1 training session is scheduled for Wednesday, May 30th in New Orleans, Louisiana. The class includes 10 hours of hands-on instruction with a final exam. The program provides the following for your designated attendee: ♦ Airline tickets (Departure Tuesday, May 29th with return on Thursday, May 31 st) ♦ Shuttle transportation from New Orleans International Airport to hotel with return Hotel lodging for 2 nights — New Orleans Marriott (Tuesday, May 29th & Wednesday, May 30th) ♦ Breakfast and lunch on training day(Wednesday,May 30th) ♦ Allowance of$90 to cover partial expenses The program pays for the airline ticket, hotel lodging, and meals prior to the training session; thus, all airline transportation and hotel requirements are coordinated and scheduled through our office. Your designated representative must call the program's toll-free number, 1-866-659-9170, on the days of_Ak ril 9;13_to schedule attendance for the training session. Our Training Coordinator, Ms. Yvonne Lepisto, or another staff member will confirm agency attendance and will coordinate travel arrangements for the attendee. This will be the 4th training session for the program and will include 726 law enforcement officers, firefighters, and first responders from across the nation. The scheduling and coordination for 726 attendees follows an established timetable; therefore, it is imperative the designated representative calls to schedule attendance and calls ONLY-during April 9_13. If your agency fails to respond by the April 13th deadline, then your agency will be removed from consideration. G3 .�r _ - ATTACHMENT 3 (Page 2 of 2) To capitalize on cost savings for the government and program: ♦ The most economical airline ticket will be booked in consideration to price, departure airport, and number of airport stops ♦ Airline tickets will be booked with departures scheduled from the closest major airport to the agency • Attendees may be required to travel up to 130 miles from the agency location to.the closest major airport ♦ Airline tickets do not allow any changes (Name, date, and / or time) • Airline tickets are nonrefundable During the period of April 9-13, please have your designated attendee call 1-866-659-9170 to confirm agency attendance. We will also need the following information to schedule and coordinate. travel arrangements:' ♦ Agency name, address, telephone number, e-mail address, and fax number • Name of attendee • Address for Federal Express delivery of welcome packet (Required only if this address is different from the agency address) Once initial coordination has been completed during April 9-13, our staff representative will e-mail or fax the airline itinerary to the attendee. Attendees will receive this version of the itinerary prior to April 20th. The attendee will receive the official welcome packet on May 18th, eleven days prior to the airline departure. Each welcome packet will include: • Airline itinerary ♦ Hotel brochure ♦ Shuttle information • Training agenda The allowance of $90 will be provided on Tuesday, May 29th upon registration in New Orleans. This allowance is provided by check, which can be deposited into the attendee's account upon his or her return. The attendee may not be able to cash the check in the New Orleans area, so should plan appropriately for any personal expenses. Upon completion of training, the TACSIGHT S1 thermal imager will be shipped to your agency via Federal Express with a delivery date of Friday, June 1st or Monday, June 4th. CEDAP provides equipment to qualified local law enforcement agencies to assist with law enforcement and homeland security efforts. Eligible law enforcement agencies may submit an application for items from a pre-approved equipment list. Staff submitted an application for the thermal imaging device as part of the FY 2006 CEDAP funding cycle. Since the submission of the agenda report for item C3, staff was notified that the FY 2007-08 CEDAP program was accepting applications. Staff reviewed the list of eligible items and identified a computer software item that would enhance the Police Department's ability to investigate computer-related crimes. The software is called"StarWitness Video Pro.” Applications to CEDAP for this round of funding are due by May 29, 2007. The eligibility and program requirements are substantially the same as the 2006 program. If the Police Department is selected to receive the software, one employee would be required to attend training in order to learn how to use the software. Te CEDAP program would pay for the cost of the training and associated travel. Matching funds are not required in order to receive equipment from the CEDAP program. Due to the short timeframe to submit an application for 2007 CEDAP funding, the CAO is recommending Council authorize staff to submit a 2007 application for the StarWitness Video Pro investigative software. This recommendation is in addition to the original recommendation to accept the donation of the thermal imaging device. The City Attorney concurs and advises that modifying the staff recommendation as indicated in this memorandum comports with the Brown Act. If the Police Department's application for the software is approved, staff will return to Council for authorization to accept the item and associated training.
