Subject: San Luis Obispo Council of Governments (SLOCOG) San Luis Obispo
Regional Transit Authority (SLORTA) Meetings of May 2, 2007
The San Luis Obispo Council of Governments and SLORTA Board met on May 2, 12007. The
following items are of interest to the City of San Luis Obispo.
At the SLOCOG meeting, final review was given of the San Luis Obispo North Coast Scenic
Byway Corridor Plan. There are some minor clerical corrections to be made. The formal
adoption of the plan will be held in August, however, I have placed the preliminary draft in the
Council Reading File for review. As the Council is aware, that portion of the highway between
Highland Drive and the north county line has been adopted as a "Natural Scenic Highway" and
an "All-American Road." This designation is for highways of special beauty and calls for the
highest possible aesthetic design standards for the highway and other improvements. This
portion of the highway will also be eligible for special funding.
The City of San Luis Obispo is a member of the advisory committee for all actions taking place
in this highway corridor. The byway goals are as follows:
A. Protection of intrinsic qualities and resources.
B. Improved off-highway non-motorized access.
C. Development of the California Coastal Trail.
D. Maintain and enhance scenic viewsheds.
E. Improved access to public lands, balanced with protection of natural resources.
F. Enhanced aesthetics of highway facilities.
G. Commitment to public outreach and involvement.
These goals should assure that this highway remains as one of the premier highways in the
country.
Lisa Quinn, Regional Rideshare Coordinator presented a detailed report. She emphasized that a
511 phone system, designated by the Federal Communications Commission, will give
comprehensive information regarding traffic. It is expected to be fully implemented and used by
travelers throughout the U.S. by 2010, and is already in use in the San Francisco, Sacramento,

and San Diego areas. SLO County has received grants and will begin preliminary work to
implement this system in this area.
Lisa also reported on Bike Month activities and re-emphasized that May 14`h through 18I`is Bike
to Work and School Week.
The SLORTA Board received a report from David Lilly, Regional Transit Manager, informing
the Board of the award of a contract for the bus maintenance facility to be constructed off Tank
Farm Road in San Luis Obispo. He also reported on successful bids for bus maintenance
contracts for the RTA system.
He presented information on the 2007-08 budget and future budget projections. The City of San
Luis Obispo and others had requested an early presentation on budget projections to help the
cities in their own budget preparation and planning for transit systems. SLO will receive
$419,871 in TDA funds to be used for our transit system. These funds will be slightly less than
in previous years due to reduced TDA revenues.
