Please consider funding this long time city project,either now, if funds are available,or at the mid-year review of the city budget. The following items are identified in the order they should be accomplished. The intent is for the safety of people and the security of the building. Each project should be built upon the preceding one in a logical order. We have provided rough estimates for each work item including where the museum members can contribute labor and materials. We believe this will allow the structure to be complete and ready for occupancy, followed by the application of the interior finishes and displays for the museum at museum expense. 1. Connect Utilities(water,sewer,telephone and electricity). These utilities are essential to providing protection to the structure to insure the installation of sprinkler system and warning systems. They are also essential to further construction and ultimate operation of the museum. $55,000.00 2. Provide handicapped and standard access including handrails along platform. This will facilitate access to the interior for construction and interim storage. $35,000.00 3. Install Fire and Security System. Installation protects and insure the building is safe and secure even prior to occupancy. (Labor donated). $15,000.00 4. Patch and roll asphalt flooring. $3,000.00 5. Restrooms (handicapped accessible). With completion of this item,the use of the museum will become possible and allow the initiation of various programs and public displays (dependant on the SLORRM completion of the interior furnishing and displays). $55,000.00 6. Heating system. $40,000.00 7. The rink has been a valuable community resource for the past 10 years,providing recreational opportunities for youth and adult roller hockey players. It is currently used by the YMCA youth and adult hockey leagues,the Sail-Luis Obispo high school club team, Cal Poly's club teams,and recreational youth and adult hockey"players for pick up and practice games. On behalf of the high school league and as a coach and official/for YMCA hockey, I strongly support the staff recommendation to expand and resurface the rink. As someone who has been active in the sport for the past 15 years as a player, coach, referee and league administrator, I would also like to offer my support to City staff in the design and development of the final project to help make sure that rink meets standards set by USA Hockey Inline and meets the needs of the hockey community in San Luis Obispo. I would also like the'City to know that there are many who have offered to volunteer assistance from everything from professional design and construction services to labor and fundraising in the event that additional improvements are needed above those that can be funded in the current proposed project.
