SUBJECT: HIGUERA STREET PAVING PROJECT FROM MORRO ST. TO
NIPOMO ST.SPECIFICATION NO. 90684
CAO RECOMMENDATION
1. Approve plans and specifications for the Higuera Street Paving Project Specification No.
90684.
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the
lowest responsible bid is less than or equal to the Engineer's Estimate of$450,000 ($323,500
General Fund, $45,000 Water System Improvements, $71,500 for Fire System Improvements
and $10,000 Collection System Improvements)
DISCUSSION
Street Reconstruction
The City's Pavement Maintenance Plan (PMP) was adopted by the City Council on April 14,
1998. One element of the PMP is the improvement of the condition of street pavement located in
the downtown area. This particular project includes the resurfacing of Higuera Street from
Morro to Nipomo.
Higuera Street last received major pavement rehabilitation approximately 30 years ago. At that
time many of the downtown streets, which had been originally constructed out of concrete in the
early 1900's, were overlaid with asphalt as a means of providing a smooth driving surface and
improved appearance. That previously applied asphalt concrete pavement surface has now worn
to the extent where it is in need of replacement. This project will remove the existing asphalt
concrete and install a new asphalt concrete wearing surface. This new surface is expected to
extend the service life of the existing street another 20 to 30 years. The water and sewer funds
will contribute to the paving portion of the project to raise valve wells and sewer manholes to the
new finished street surface.
Pre paving Work
An important component of the Pavement Management Plan is the coordination of work in the
same area that will result in cutting of the pavement. In this case there are some items that staff
believes it would be prudent to complete in coordination with the paving work.
ADA Compliance
Prior to construction, the existing street intersection corners will be upgraded to meet current
adopted standards for access. Some of the corners will only require the installation of the tactile
"domes" while others will have to be reconstructed to meet required slopes.

Pedestrian Level Lighting
Six new pedestrian lights and associated conduit will be put in on Higuera Street between Garden
and Broad. This block was identified as a good candidate for this pilot project due to its
prominent location in the downtown and the fact that the block is poorly lit. The installation will
take place in accordance with the Downtown Lighting Plan adopted by Council on February 7,
2006.
Pipeline
The project will provide new fire service laterals for downtown buildings. For several years the
Utilities and Public Works Department have worked toward completion of fire service laterals
for the buildings downtown. This has been completed with both waterline and street paving
projects. This project will continue that work to prevent renovation projects from cutting into the
street to install the laterals.
Additive Alternates
The project includes three additive alternates. Theses are options the City can accept or reject at
the time of the bid opening depending upon available funding and potential benefits.
Broad and Pacific Intersection Paving
Originally the intersection of Broad and Pacific was scheduled to be paved as part of last years
pavement maintenance, however the location was removed so as to not conflict with a traffic
signal project. Now that the signal is installed, pavement in this intersection will benefit from
some repair.
Electrical Conduit
The Downtown Association (DA) is interested in providing electrical power for certain events
downtown. Staff originally worked with the DA with the idea of providing service through
existing traffic signal electrical services. Unfortunately, the signals have limited power available.
This additive alternate will install electrical conduit in Higuera Street from a PG&E service point
to a point where the DA could install their own service panel for connection: This electric
conduit will be placed in Higuera Street from Garden to Broad Streets. Once bids are received,
the City will consult with the DA to determine if, based on the cost, they wish to move forward
with this alternate bid, as it will be funded by the DA with their budget.
Paving Grid
To extend the life of the new asphalt concrete overlay on Higuera Street staff has added an
alternate bid to install glass grid under the overlay. Since this section of road will more than
likely receive no major pavement rehabilitation in the next 30 years the City will like to reduce
and retard any cracks from reflecting. Reflective cracking is a common occurrence when
overlaying concrete pavement. A significant difference exists in the Engineer's Estimate cost
estimate if glass grid is included.

Construction Impact Mitigation
To minimize the impact of construction to this high pedestrian shopping area, staff has worked
with the Downtown Association to determine the least disruptive approach to completing this
project.
The project has been prepared to limit the contractor's work hours to before 11:00 am. This
option received support by the local merchants for the majority of the work items included in the
project. One key exception to this restriction will be for those work activities such as grinding,
paving, and the installation of the street lighting conduit and fire service laterals, which will
require closure of the street. The contractor will be allowed to work full days so that the total
duration of this intense type of work activity can be as short as possible. This approach is what
has been recommended by the Downtown Association's Economic Activity Committee and these
provisions have been written into the project specifications.
Also discussed with the Downtown Association was the timing of the project. After considering
all factors involved and to minimize the impacts to the downtown merchants and to avoid the
time of year with the greatest likelihood for rain, the project has been scheduled to begin in
September of this year.
CONCURRENCES
1. The Downtown Association's Economic Activity Committee has recommended that start
of construction be schedule for September of 2007 and that hours of work be limited as
discussed in this report.
2. The Community Development Department has completed an Initial Study and issued a
Mitigated Negative Declaration..
FISCAL IMPACT
The Higuera Street Paving Project, Specification No. 90684 is identified in the 2005-07 Financial
Plan, Appendix B, page 121. The project identifies $1,025,000 for street paving, however only
$75,000 of that is identified to be used for the downtown area.
The Higuera Street Lighting Conduit Project was approved in the 2006-07 Mid Budget Request and
funded with$30,000.
The Downtown Pedestrian Lighting is proposed in the 2007-09 Capital Improvement Plan at a
funding level of$56,000.
Street Reconstruction and Resurfacing is proposed in the 2007-09 Capital Improvement Plan at a
funding level of$1,789,000 with $125,000 of that proposed as additional funding for the Higuera
paving work.
The current estimated cost for the general fund portion of the project is $363,100 which is
$77,100 more than the amount identified specifically for this project in the current and proposed

budgets. The new estimate is based on the bids recently received which reflected the very high
increase in asphalt costs. The additional funds will come from the proposed 2007-09 street
reconstruction budget. While this will reduce the amount of funding available for other street
repairs by a small amount, this is a high priority location and allocating our limited paving funds
for this purpose is consistent with the Council's Major City Goal for the Downtown.
Water and sewer utility improvement budget is currently available in the water fund and sewer
fund capital projects budgets. The funding will come from the Water Distribution System
Improvements, Downtown Fire Sprinkler Reimbursement and Collection System Improvements
project accounts as detailed in the table below.

The project is currently not fully funded. Staff has outlined below, the funding scheme proposed to
provide the necessary budget.

As noted in the table, much of the funding is anticipated to come from the 2007-09 budget. The
project will not award until after the start of the new fiscal year. By the time bids are advertised,
the Council will have concluded the budget process and staff will have confirmation of the
availability of funds for construction.
The Engineer's Estimate for this project is based on the base project only. Additive alternates for
work for the Downtown Association, improvements at Broad and Pacific, and inclusion of
paving grid on Higuera Street will be evaluated at the time of contract award. If bids are low and
all the work can be accomplished within the budget outlined in this staff report, staff will proceed
with an award of all alternatives. If not, an analysis will be made of the additional costs versus
the benefits expected with an award recommendation to the Council.
ALTERNATIVES
The 2007-09 Capital Improvement Plan will not be approved prior to the writing of this report.
This leaves both the Pedestrian Lighting and the additional funding for paving unconfirmed. If
the additional funding is not approved, clearly the project will have to be reduced in size,
eliminating the pedestrian light installations and reducing the extent of the paving.
