SUBJECT: WATER RECLAMATION FACILITY BELT FILTER PRESS EQUIPMENT
REHABILITATION, SPECIFICATION No. 90638
CAO RECOMMENDATIONS:
1. Approve plans and specifications for "Water Reclamation Facility Belt Filter Press
Equipment rehabilitation"% Specification No. 90638.
2. Authorize Staff to advertise for bids and authorize the City Administrative Officer to award
the contract if the lowest responsible bid is within the Engineer's Estimate of$150;000.
DISCUSSION
The belt filter press building and equipment, part of the Water Reclamation Facility, was
constructed in 1997 (see attached Vicinity Map). Since that time, the main structural
components of the building are starting to show signs of peeling paint and rusting of the steel
underneath due to the corrosive environment of the Water Reclamation Facility. Also,
equipment components, equipment support brackets, doors and piping are peeling and rusting.
To protect the building structure and equipment from further deterioration and costly
replacements, the cleaning, painting and replacement of building structural framing, roof fascia,
doors, lighting fixtures, drain pipes, and miscellaneous components is presently required.
CONCURRENCES
The project has the approval of the Utilities and Public Works Departments.
FISCAL IMPACT
The 2005-07 Financial Plan, Appendix B, page 111, originally identified $85,000 to support this
project. The difference in the estimated cost in the Financial Plan and the current estimate is
likely a result of rising fuel and labor costs along with the intricate means and methods required
for cleaning and painting the structure and equipment. The additional funding needed will come
from the Major Equipment Replacement Account which has a balance of$1,125,856 to support
this project. The Major Equipment Replacement master account funds the routine maintenance of
various plant facilities. If the funding is inadequate to complete all projects listed in the
Financial Plan the lower priority projects will'be deferred to future years.

ALTERNATIVES
Defer the Project.. If peeling paint and rusting is allowed to continue, the building frame and
equipment components will continue to deteriorate, to the point of more costly replacement or
repair.
