SPECIFICATION NO. 90670
CAO RECOMMENDATION:
1) Approve Special Provisions for Bob Jones City-to-Sea Trail—Segment#3, Specification No.
90670;
2) Authorize staff to advertise for bids;
3) Authorize the CAO to award the contract if the lowest responsible bid is within the engineer's
estimate of$449,600.
4) Authorize the consolidation of funds into the construction phase of the project account.
DISCUSSION
The Bob Jones City-to-Sea Trail is envisioned as a continuous Class I bike trail which will
provide bicyclists a safe, continuous transportation route between San Luis Obispo and Avila
Beach. In 2002, the Bob Jones City-to-Sea Bike Trail Route Plan was established. This plan
included a four distinct `segments' of the trail within the City. Segment #3 of the route plan
contains the portion of the trail between Prado Road to Los Osos Valley Road and is located on
City property adjacent to the Water Reclamation Facility. Segment #3 of the Bob Jones City-to-
Sea trail will follow the alignment which was approved by Council on July 5, 2005. Plans and
Specifications have now been completed for the majority of Segment#3.
Public access to this new bike trail will be from a single location adjacent to Prado Road, west of
San Luis Obispo Creek. With no access to Los Osos Valley Road included in this initial phase of
work, the bike path will initially function simply as a recreational facility—a destination for users
to enjoy the path in an `out and back' manner. The next phase of work, which is now funded in
the 2007-09 Capital Improvement Plan, will be the design and construction of two bridges at
each of the ends of this initial phase. The completion of these bridges will give this phase of the
bike trail functionality in terms of being a useful transportation corridor for bicyclists by
providing a route between Prado Road and Los Osos Valley Road.
In the coming years, the City's remaining segments of the Bob Jones City-to-Sea trail are
anticipated to progress through design and construction. In conjunction with the City's efforts,
the County of San Luis Obispo is currently pursuing completion of their own segments of the
trail. This collaborative effort will ultimately provide a continuous pathway from San Luis
Obispo to Avila Beach.

CONCURRENCES
The project has received Environmental Clearance through an Initial Study/Negative Declaration
pursuant to the California Environmental Quality Act (CEQA) as well as a Categorical Exclusion
pursuant to the National Environmental Policy Act (NEPA).
FISCAL IMPACT
This project is funded through a Federal-Aid construction grant of$500,000, and was added to
the City Capital Improvement Program in the 2003-04 mid-year budget Financial Plan. This
$500,000 Federal-Aid grant does not require any local match, and is available to be used for
construction funding.
Estimated Construction Cost
Engineer's Estimate $449,600
Contingencies $45,400
Money needed for inspection and testing services $5,000
Total Project Budget: $5009000
The entire budget of$500,000 available in the project account, however it is divided among the
environmental review, design, and construction phases. With the environmental review and
design work completed by City staff, the entire budget of$500,000 is available for construction.
A budget amendment will consolidate the entire project budget into the construction phase.
