CAO RECOMMENDATION
1. Approve plans and specifications for the Los Osos Valley Road Rehabilitation Project
Specification No. 90546.
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the
lowest responsible bid is less than or equal. to the Engineer's Estimate of $1,429,000
($1,366,000 General Fund, $47,000 Water System Improvements and $16,000 Collection
System Improvements.)
DISCUSSION
Street Reconstruction
The City's Pavement Maintenance Plan (PMP) was adopted by the City Council on April 14,
1998. One element of the PMP is the rehabilitation of Los Osos Valley Road. This particular
project includes the resurfacing of Los Osos Valley Road from Highway 101 to the northern City
limits.
A new surface will prevent the street from deteriorating as well as provide an improved
appearance. The particular surface treatment selected for Los Osos Valley Road in this
upcoming project is based on field deflection testing of the pavement, and will include a
combination of asphalt overlay and microsurfacing, a seal coat similar to slung seal. Water and
sewer valve wells and manholes will be raised to meet to match the new finishing street surface.
Pre-paving Work
An important component of pavement maintenance and management is the coordination of work
in the same area that will result in cutting of the pavement.
I. ADA Compliance
Prior to roadway improvements, the existing street intersection comers between Madonna Road
and Highway 101 will be upgraded to meet current adopted standards for access. Some of the
corners will only require the installation of the tactile "domes" while others will have to be
reconstructed to meet required slopes.

2. Storm Sewer Pipe Replacement
This Project will replace an existing Corrugated Metal Pipe (CMP) that allows flowing water to
travel under Los Osos Valley Road during winter storms. Last year staff observed street
settlement in this area. Investigation of the pipeline revealed that the bottom of the pipe or
flowline was completely dissolved. The missing flowline effectively eliminates the ability of the
pipe to carry the street load and the result is street surface collapse. City staff made temporary
repairs to this pipe. This project will replace this existing CMP pipeline with a Reinforced
Concrete Pipe (RCP).
I Catch Basins and Asphalt Concrete Berm
Two new catch basins will also be installed as part of this project. One catch basin will replace
an existing sidewalk underdrain near 12,100 Los Osos Valley Road, while the other catch basin
will be installed across the street from 12250 Los Osos Valley Road. Both catch basins will be
sized for current drainage requirements and will reduce the amount of rain water that ponds on
the roadway. Because no drainage inlets currently exist near the two new catch basins, 470 feet
of RCP pipe will also be installed, connecting the new inlets to the underground drainage system.
The installation of 430 feet of Asphalt Concrete Berm will reduce the frequency in which water
from an adjacent drainage ditch ponds in the eastbound lanes.
4. Curb and Gutter
Removal and replacement of existing damaged curb and gutter in front of 12,424 Los Osos
Valley Road is included with this roadway work as well. Trees that have since been removed
lifted the existing curb and gutter resulting in poor street drainage.
5. The "Gap"property
The one area in which construction will not be coordinated is the construction of improvements
needed for 11980 Los Osos Valley Road, commonly referred to as the "Gap" property at Froom
Ranch Road. The project is just beginning its EIR process and the reconstruction of Los Osos
Valley Road would be significantly delayed if the work was to be coordinated.
Construction Impact Mitigation
Los Osos Valley Road is one of the City's busiest thoroughfares with a strong commercial area
between the freeway and Madonna Road and a school near the westerly City limits. Paving work
can not be completed without lane closures and congestion will occur during the work. Staff has
approached the project recognizing these issues.
To minimize the impact of construction, staff walked the commercial area and talked to the
businesses about their busiest hours and delivery times. Allowable driveway closures have been
specified for certain commercial properties to be no longer than one hour. Hours of work in the
intersection of Madonna and Los Osos Valley roads have also been limited to avoid commute
periods. The contractor's working hours in vicinity of the Laguna Middle School have been

specified to avoid school start and finish times. The idea of doing the work at night was
explored. It potentially will drive costs higher, lengthen the duration of the project and result in a
poorer quality finished project.
CONCURRENCES
The Community Development Department has issued a Notice of Exemption for the
construction.
FISCAL IMPACT
The Los Osos Valley Road Rehabilitation Project is identified in the approved 2007-09 Financial
Plan, Appendix B. A total of$1,000,000 is currently available to fund the construction from the
freeway to Madonna Road. Because of the proximity of the microsurfacing work planned for the
stretch of Los Osos Valley Road between Madonna Road and the northwesterly City limits, that
portion of this years surfacing project has been incorporated into this project.
The current estimated cost for the general fund portion of the project is $1,513,200, with a
combined funding of the originally scoped Los Osos Valley Road project from the freeway to
Madonna and the funding for the surfacing project from Madonna to the City Limits. The
funding for the surfacing west of Madonna Road will come from the 2005-07 Street
Reconstruction and Resurfacing budget.
Funding is currently available in the Water Distribution System Improvement and the Collection
System Improvements accounts to fund utility work. The utility work consists of upgrading and
restoring surface features, such as valve wells and manholes, to the new street grade.

Dear Mr. Haupt:
The City Council received your letter to the Mayor dated June 21, 2007 regarding your
concerns with the upcoming paving project on Los Osos Valley Rd (LOUR) and has asked
the Public Works Department to respond. As you are already;aware, the paving project will
be starting soon on Los Osos Valley Road (LOVR). This project is scheduled to start in mid.-
October
id-October and last for approximately two months. During that time the City will be paving
LOVR from Highway 101 to the northwestern City limit.
The City recognizes that this project cannot be completed without some inconvenience to the
users of this street, and the residences and businesses in the vicinity of LOVR. City staff has
walked the commercial area along LOVR explaining the project and asking for feedback from
businesses regarding limiting working hours and expected lane and driveway.closures.
As a result of this feedback, the Contractor will have restrictions placed on their work as part
Of the contract. The working hours for this project have been limited to between 8:30 AM and
4:00 PM, Monday through Friday. No complete road closures will be allowed, including the
Auto Park Way entrance to your dealership. Auto Park Way will have at a minimum one
travel lane in both directions open for the duration of this project. This will allow customers to
have access to your business during the hours you are open. Another important point to
consider: even though the entire project will last about two months, the actual work in front of
your business will be much shorter in duration, which we hope will lessen the inconvenience.
No weekend work will be done on this project since LOVR has a larger traffic volume on
weekends than weekdays, and night work will be considered only if necessary, because of
the close proximity of homes and apartments.
