SUBJECT: 2007-08 POLICE SEDAN PROCUREMENT
CAO RECOMMENDATION
Approve a purchase order in the amount of$171,653.03 to L.asher Auto Center for procurement
of five police patrol sedans and two police administration sedans.
DISCUSSION
All proposed procurements were approved in the 2007-09 Financial Plan. (See Appendix B
pages 3-36, 3-39, and 3-42.) Two patrol sedans are fleet additions. Three patrol sedans and the
two administration sedans are fleet replacements
The proposed procurements are available to the City through California Multiple Award Schedule
(CMAS) cooperative purchasing contracts. The State has competitively procured vehicles through
these contracts and made the contract prices available to local government agencies. Because of the
high volumes purchased, these prices are usually much lower than what a local agency could realize
using its own competitive purchasing procedures. The opportunity to compete for these state
contracts is available to any qualified dealer in California. Staff contacted the local Dodge dealer.
who confirmed that they were not in a position to compete with the current CMAS contract pricing
at this time. Prior to delivery, the dealer will provide the color change to black and white
proposed to Council in May of this year.
Until recently the only patrol sedan available to police fleets was the Ford Crown Victoria Police
Interceptor, an aging design not updated since the early 1990's. Then in 2005 Daimler-Chrysler
introduced the Dodge Charger Police Interceptor, which has proven to be faster, more efficient,
safer, and better handling than the Ford. It also costs $1,023.00 less than the Ford for the patrol
version and $3,336.00 less for the administration version.
In an effort to improve fuel economy and vehicle emissions, Public Works conferred with the
Police Department about buying sedans with engines smaller than originally specified. As a result
of these discussions, the two administration sedans are being ordered with six-cylinder rather than
eight-cylinder engines.
CONCURRENCE
The Fleet CIP Review committee reviewed alternatives for the patrol and Administrative sedans
to potentially reduce fuel use. The committee recommended the targeted reduction in engine size
for the Administrative sedans but not the patrol sedans. This recommendation was viewed as a
2007-08 Police Sedan Procurement Page 2
good balance that would take advantage of some practical reduction in engine size for
Administrative use yet not compromise needs for patrol use. This would also give Police and
maintenance staff experience with both engine sizes for consideration of future procurement
recommendations.
