SUBJECT: REQUEST FOR PROPOSALS—2007-09 PAVING EVALUATION,
SPECIFICATION NO. 90781.
CAO RECOMMENDATION
1. Approve the Request for Proposals to provide pavement deflection testing and analysis
services.
2. Authorize Staff to advertise for proposals.
3. Authorize the CAO to execute an agreement with the selected consulting firm if the
consultants proposed fees are less than $50,000.
DISCUSSION
Public Works staff is currently in the planning stage for pavement maintenance activities over
the next two years. Using MicroPaver, a computer program the City uses for pavement
management, staff has identified streets in Pavement Areas 1 and 2 (Attachment 1) that are likely
candidates to be included in the next two years' reconstruction and resurfacing projects.
One of the features of MicroPaver is the ability to generate a workplan showing how to spend
pavement maintenance dollars in the most effective manner. Recommendations by MicroPaver
are based on the pavement materials, maintenance history and the Pavement Condition Index
(PCI). The PCI is a number ranging from 0-100 and is calculated from visual inspection
information. A high PCI is a road in good to excellent condition, while a low PCI is a road in
poor conditions. This analysis has been performed and a preliminary list of streets has been
established for the next two years.. The next step in the process of finalizing the scope of work is
to determine the actual rehabilitation work(reconstruction or overlay) for each of these streets.
The streets included in the recommended work plan generally fall into one of two categories, 1)
streets with enough remaining structural strength to support an asphalt overlay, and 2) streets
which have lost most or all of their structural strength and will require complete reconstruction.
The determination of which category each of the streets would fall under is accomplished by
deflection testing. Deflection testing is an actual test of the pavement that reveals the existing
pavement's strength. By utilizing Consultant Services to perform deflection testing(a service we
do not presently undertake in house) staff will have the information necessary to correctly design
and construct pavement rehabilitation projects most economically.
If approved, this Request for Proposals (RFP) will be sent to engineering consulting companies
that specialize in evaluating pavement_conditions. The RFP contains a list of streets that are
anticipated to be reconstructed in the next two years.

FISCAL IMPACT
Deflection testing is budgeted for in the 2007-09 Financial Plan as part of the Street
Reconstruction and Resurfacing project. The project budgets $25,000 each year for deflection
study. In an effort to define the streets that will receive significant work sooner, (allow better
planning of pre-paving work, such as pipelines and sidewalk construction) staff recommends
consolidating the funding into a single contract for the 2007-09 fiscal period. This project will
be funded through the Pavement Master Account which has a balance of over $1,400,000 to
support this request.
ALTERNATIVES
Direct staff to proceed with next year's pavement reconstruction and rehabilitation project
without deflection testing. Staff would then rely on theoretical calculations to estimate existing
pavement strength.
