SUBJECT: 2007-08 HEAVY TRUCK PROCUREMENTS
CAO RECOMMENDATION
1. Approve a purchase order in the amount of $136,249.88 to Central Valley Truck Center
(Fresno, CA) for procurement of one 2008 Volvo VHD64B200 Truck with Spartan Roll-off
Unit,
2. Approve a purchase order in the amount of $168,188.21 to GCS Western Power and
Equipment (Buena Park, CA) for procurement of one 2008 TYMCO Model 600 Street
Sweeper.
3. Approve a purchase order in the amount of $97,649.91 to Downtown Ford Sales
(Sacramento, CA) for procurement of three 2008 Ford F-550 Cab-and-Chassis Trucks.
DISCUSSION
All of the 2007-08 "heavy trucks" proposed to be acquired at this time, are available through
various cooperative purchasing contracts with other government agencies. The City's Fleet
Management Policy recommends cooperative purchasing as the preferred procedure for
acquiring new fleet units when available. Such cooperative purchasing contracts save time
(because other agencies have already completed the required bidding processes) and often save
money (when large agencies make bulk purchases and realize advantageous prices). A summary
of the proposed cooperative purchases are as follows:

The trash transfer truck and the street sweeper must be replaced by December 31, 2007 in order to
comply with California Air Resources Board regulations to control particulate matter emissions from
certain heavy-duty diesel-fueled vehicles in municipal fleets.
Vehicle Emissions Considerations.
In an effort to improve fuel economy and vehicle emissions, the Fleet CIP Review Committee
reviewed potential alternative powertrains for all 2007-08 fleet procurements. The committee
concluded that for heavy-duty trucks such as these, 1) there were no feasible alternative fuel
engines currently available and 2) standard engine sizes were tailored to specific duty ratings,
and smaller engine sizes were not available. One exception was the trash transfer truck, where
the County of Santa Cruz had specified a much larger engine suitable for use in hilly terrain.
The committee recommended that the smaller standard engine would be appropriate for San Luis
Obispo and would improve both fuel economy and vehicle emissions. In addition, specifying the
smaller engine results in a $3,390.89 reduction from the County of Santa Cruz price.

An additional $8,649.88 is needed for the trash transfer truck in order to include an automated
tarping system. All loads carried by the trash transfer truck must be covered to contain debris
within the drop box en route to the landfill. An automated system will improve safety and labor
productivity. As shown in the table, the additional budget needed is available among the other
projects budgets, and a budget amendment will be processed to transfer the budget needed.
The purchase amounts shown for the three cab-and-chassis trucks are for the trucks and "bare
frames" only. Additional monies are budgeted in the project accounts for flatbeds, service
bodies, and accessories (cranes, generators, compressors, toolboxes, etc.) that will be attached
and installed later to customize the vehicles to their program purposes.
