SUBJECT: PURCHASE OF STREETSMART STREET LIGHT MONITORS
CAO RECOMMENDATION
L. Approve transfer of$39,959 from project 90642 to the completed projects account.
2. Approve transfer of$39,959 from completed projects account to the Street Light Monitoring,
Specification#90795.
3. Authorize the sole source purchase of StreetSmart® equipment in the amount of $39,959
from General Electric through Consolidated Electrical Distributors.
4. Authorize continued sole source purchasing of future StreetSmart® equipment from General
Electric through a local distributor until.such time as a compatible alternative is available.
DISCUSSION
On November 15, 2005, the CAO approved_a pilot program to install a street light computer
aided maintenance system from General Electric called StreetSmart®. The system uses
specialized combination photo cell/data collectors called Checkpoints which wirelessly transmit
information about the condition of each light to a database server. Staff can,access the
information using a secure webpage. The pilot program allowed for 50 of 2075 total 'street lights
to be retrofitted. Those 50 street lights represent a portion of a neighborhood north of Foothill
Boulevard and west of Santa Rosa Street.
On July 17, 2006, based on the success of the first phase, the CAO approved the use of carry over
funding to add 125 lights to retrofit the remaining lights north of Foothill Boulevard and south of
Santa Rosa Street. This completed the installation in the originally targeted neighborhood and
maximized the value of the pilot program. The City Council has also approved a Capital
Improvement Project as part of the 2007-09 Financial Plan, beginning in 2008-09, which will
provide $95,000 annually to expand the existing StreetSmart® system with 500 additional check
point controllers each year.
The pilot program has proved very successful for the City's limited street light maintenance staff.
The.benefit to this system is two fold. First, the system is self reporting and lights are fixed
within a short time after they fail instead of when a member of the public reports the failure.
This means lights are operating correctly the majority of the time. Second, the reporting to a
central server allows staff to more effectively plan and manage its work. Often by the time a
citizen reports a light out, it has been out for several months and the citizen is very upset that the `
City has "not repaired it." Staff then shifts from planned work to make an immediate repair.
This is a less efficient use of staff and provides a lower standard of service to the public. By
completing this expansion staff will have immediate access to light problem information in the
new area and schedule the needed repair work. (See Attachment 2)

Sole Source Purchasing
The system is a combination of equipment made by General Electric (GE) called StreetSmart®
and a monitoring network operated by Tyco.. The system uses cell phone technology to
interconnect street lights to a central database server. A typical StreetSmarts® network is
comprised of specialized bases retrofitted onto the top of each street light fixture. In a typical
zone, one fixture is retrofitted with a receive/transmit base called an AccessPoint. All other
fixtures in the zone are retrofitted with transmit-only bases called CheckPoints. The CheckPoints
report to the AccessPoint which relays all performance data to a central network server. The
system reports time and date of each on/off occurrence; if the photo cell (equipment that
determines if it is day or night) properly functioned; if there were power supply issues; if the
lamp turned on and off at the correct time; if the lamp flickered; if the lamp is not working; and if
any of the monitors failed to report. In multiple zone arrangements, AccessPoints can "talk" to
each other as needed to relay data to the server if there are distance or terrain limits.
StreetSmarts® groups lights into scalable zones able to support up to 500 light fixtures. It is a
modular system in that light fixtures can be added in small or large quantities as time and funding
permit. If one AccessPoint fails the CheckPoints will search out a second point to report to.
Staff then retrieves the information from the webpage.
This system is not made by any other company. Because the system must have the capability to
communicate within itself, it must be compatible. Staff is requesting the Council to authorize
sole source purchasing of this equipment from GE until such time as a compatible alternative is
available. GE does not sell directly to the City; however, the City calls the GE representative,
makes the request for the number and type of units needed and GE prepares a quote, including a
distributor markup. The distributor then sells the units to the City at the cost quoted from GE.
The local distributor the City is working with on this purchase is Consolidated Electrical
Distributors.
FISCAL IMPACT
Although funding through the adoption of the Financial Plan is not available for this work until
2008, there is an opportunity to add controllers now because of some savings realized after the
completion a project to add disconnect fuses to the street lights. The Fuse Disconnect project has
a remaining balance of$39,959 and staff believes this is an appropriate use for those funds. The
benefit to the public is immediate with the installation of these monitors because problems are
reported to staff as soon as the units are installed. Staff recommends using these funds to add
approximately 225 additional sites to the existing StreetSmart® system.
