Hend son, Water Division Manager SUBJECT: REQUEST FOR PROPOSALS FOR UTILITIES SUPERVISORY CONTROL AND DATA ACQUISITION SYSTEM UPGRADE CAO RECOMMENDATION Approve the request for proposals (RFP) for Engineering Services for Utilities Supervisory Control and Data Acquisition System (SCADA) Upgrade, and authorize contract award by the CAO, if the selected proposal is within the approved budget of$100,000. DISCUSSION The City of San Luis Obispo Utilities Department uses SCADA systems to monitor and/or control water reservoirs, pump stations, water treatment plant operations, water reclamation facility operations, sewer lift stations and other related facilities. The systems have been installed over the years, many by in-house staff, and many of the components are over fifteen years old. There are several different software systems being used to control the operations and within several years many of the components will no longer be supported by the suppliers due to their age. Consultant services are being sought to provide a detailed evaluation of the existing control systems and provide recommendations for meeting future operational needs. The systems are heavily relied upon by operations staff to insure safe and reliable delivery of water and wastewater services. The systems also alert staff to a number of potential system emergencies or system failures, even during "off hours". The final product produced by the selected consultant will be a detailed request for proposals to design and install the new hardware, software and associated programming to provide a fully functional SCADA system to meet the operational needs for five separate Utilities Department sections: Whale Rock Reservoir, Water Treatment Plant, Water Distribution, Wastewater Collections, and Water Reclamation Facility. CONCURRENCES The Finance and Information Technology Department has been involved in the development of the request for proposals and concurs with the recommended approach to accomplishing this proj ect. cy-� RFP for SCADA System Upgrade Page 2 FISCAL IMPACT This project is identified in the 2007-09 Financial Plan, Appendix B, page 3-499. Funding for the Utilities SCADA (Telemetry) System Upgrade study in the amount of$100,000 is currently available within the existing Capital Improvement Plan budget, as follows: Funding Sources Budget CIP Project#90490951 Water Fund 50,000 Sewer Fund 40,000 Whale Rock Fund 10,000 Total $1009000 ALTERNATIVES Do not approve the request for proposals. Continued reliance on an old, outdated and unsupported SCADA system will likely result in future system failures and impacts to system operations which could result in impacts to customers, violations of regulatory requirements, and potential regulatory fines.
