SUBJECT: TRANSIT VEHICLE DIESEL ENGINE PARTICULATE TRAP RETROFIT
CAO RECOMMENDATION
Authorize the CAO to execute a Purchase Order with Cummins West for the purchase and installation
of transit vehicle diesel engine particulate trap retrofit devices.
DISCUSSION
Background
The Federal Transit Administration required the City of San Luis Obispo to hold a public hearing
which was held on August 1, 2006 on the 2006-07 Program of Projects. This public hearing was to
notify the public how the San Luis Obispo Urbanized Zone Area would spend its Federal Transit
Administration grants and provided the public an opportunity to comment on those recommendations.
The public hearing resulted in San Luis Obispo resolution 9826 (2006 series) which allowed the San
Luis Obispo Urbanized Zone Area to receive Federal Transit Administration grant reimbursements in
the amount of$1,652,000 for the 2006-07 fiscal year.
The City of San Luis Obispo received $1,546,400 of the total apportionment in the San Luis Obispo
Urbanized Zone Area. The San Luis Obispo Urbanized Zone Area Technical Committee approved the
project listing table below which included the particulate trap retrofit in the amount of$158,750 and
this list was adopted by theSanLuis Obispo City Council on August 1, 2006

The federal share of the particulate trap retrofit project is $127,000. This project will fund particulate
traps on buses to comply with the California Air Resources Board (CARB) mandate. The equipment is

manufactured by Cummins West located in Bakersfield, California and is the only Emission control
retrofit recommended for our transit vehicles that utilize the Cummins ISC 280 HP engine.
Since the City of San Luis Obispo has previously applied for Federal 5307 Grants,we have pre-award
authority which allows the City to proceed with an anticipated federally funded project before the
actual 2007-08 Federal Grant application process has been completed. The City will be eligible for
capital expense reimbursement for this project after the 2007-08 Federal Transportation Administration
5307 Grant is approved in 2008. This equipment needs to be installed before December 31, 2007 due
to our existing California Air Resource Board waiver that mandates that all SLO Transit buses must be
in compliance with current emission standards by that date.
Sole Source Procurement
The proposed emission control retrofit equipment is the only product available on the market that is
adaptable for our transit fleet vehicles,which use the S-50 Detroit Diesel engine and,more importantly,
also meet the California Air Resource Board's standard for reducing both particulate matter and NOx
emissions. Accordingly, sole source procurement for the Cummins West manufactured retrofit devices
is justified.
CONCURRENCES
The San Luis Obispo Urbanized Zone Area Technical Committee approved the recommended program
of projects on June 26, 2006, The San Luis Obispo Urbanized Zone Area Technical Committee
approved the recommended 2007-08 program of projects on September 19, 2007, which included the
particulate trap retrofit project for a second time.
FISCAL IMPACT
There will be no impact to the City's General Fund. Project funding will be from a Federal Transit
Administration 5307 Grant, which includes a Transportation Development Act local match component.
The expected project costs and Federal/Local share amounts have not changed since the program of
projects was first approved on August 6, 2006.
ALTERNATIVES
There is no other source for the specific equipment needed to retrofit the engines of City Transit
vehicles. Failure to complete this equipment retrofit will result in the City's noncompliance with
statewide transit vehicle emissions standards.

Dear Matt:
This letter is to confirm to you the benefits of using Cummins West and the
Cleaire Longviews as a preferred installer and diesel particulate filter supplier to
help you meet the CARB 2001 urban bus mandate to reduce both PM and Nox.
The Cleaire Longview uses technology to reduce PM by 85% (level 3)and Nox
by 25% all in the same muffler can. You are mandated by CARB to reduce both
emissions from your tailpipe. Longview is the only CARB verified product to do
both PM and NOx.
We are verified on any on-highway diesel engine built between 1994 and
October 2002.
Cummins West is also the only distributor in Northern CA. and the branches you
would deal with are in either Fresno or Bakersfield. We are currently retrofitting 6
city buses for Santa Maria with the Cleaire Longview in our Bakersfield shop. As
a company we have retrofitted over 1500 transit buses, and with great success.
