SUBJECT: COUNCIL MEETING CALENDAR FOR THE MONTHS OF NOVEMBER
2007 THROUGH JANUARY 2008
CAO RECOMMENDATION:
Review Council meeting scheduling options for November 2007 through January 2008 and direct
staff to (1) proceed with the a meeting on November 20`h; (2) proceed with meetings on the first
and third Tuesday of December, and (3) reschedule the meetings in January to the second and
fourth Tuesday.
DISCUSSION
In the past, the City Council has often cancelled meetings that are near the Holidays. The
purpose of this report is to firm up plans for late 2007 and early 2008, given some potential
issues on the horizon that need to be resolved.
November 2007
The meeting scheduled for Tuesday, November 20`s, falls during the week of Thanksgiving. Due
to the number of items already planned for this meeting, we recommend proceeding. Examples
of issues likely to be scheduled for the 20th include a proposed fire truck development impact fee,
a General Plan Amendment and Rezoning for property on Islay, the Transit 2008 program of
Projects, and an interim year solid waste rate increase request from San Luis Garbage.
December 2007
Regarding the second meeting in December, typically Council may wish to cancel the second
meeting which occurs during the week before Christmas. However, if the current advisory body
review schedule holds, the EIR for the Chinatown project will be ready for Council action on
December 18`h, and staff does not recommend delaying this important action until January. In
addition, Council action on the SLO Baseball Stadium contracts is also scheduled for this date.
Both of these items will require considerable time, and a delay to January could create difficult
scheduling issues when combined with other"first of the year" issues.
Should Council cancel the December 18`s meeting, it is possible that a special meeting may need
to be scheduled the week of December 1 Vh to accommodate various items, although it may not
be possible to have the Chinatown EIR ready for this meeting, and thus it could still be delayed
to January.

The first regular Council meeting in January 2008 falls on New Year's Day, a legal holiday.
Section 2.04.010 of the City's Municipal Code states that, "In the event that a regular meeting of
the Council falls on a legal holiday, then the regular meeting shall be held at the same place and
time on the next succeeding working day." The first meeting in January 2008 would be
scheduled for Wednesday, January 2nd unless Council decides to change this date. Because there
are five Tuesdays in January 2008, Council may want to consider changing the meetings from the
first and third Tuesdays to the second and fourth Tuesdays. This was done in 2007, and we did
get a little feedback that the shift was confusing to some of the public. However, in terms of
evening out the workload and better avoiding holiday distractions, the shift appeared to work
well. We will make strong efforts to notice the changes to avoid any confusion.
