DISCUSSION As part of the 2007-09 Financial Plan, Council approved funding for the City's Storm Water Management Program to ensure adequate resources for compliance with the mandated storm water regulations. The program is a mandated clean water program that requires the City to prevent or limit the amount of pollutants that enter local water bodies. The City's Storm Water Management Plan requires the routine cleaning and maintenance of its storm drain system and included the fleet addition of a Storm Drain Hydro-Cleaner Combination Vacuum Truck. This request is for a hydro-cleaner combination truck, specifically designed for storm drain cleaning. This vehicle differs from the hydro-cleaners utilized for sewer system cleaning in that it operates at much higher water volume and has a larger debris tank because of the large diameter of storm drains and the amounts of debris typically found in the system. This vehicle is a critical component of the City's storm water program. On March 20, 2007, The City and County of San Francisco awarded a contract for purchase of a Vac-Con brand Combination Sewer Cleaner from Municipal Maintenance Equipment and City staff is proposing to use their specifications to save time and cost. Staff has researched San Francisco's specifications and costs to ensure this vehicle and method of purchase gives ,the wastewater collection section the vehicle they need at a very competitive price. This equipment is built and configured to operate the same as the two existing Vac-Con hydro-cleaning/combination units that staff operate to maintain the wastewater collection system. Wastewater Collection staff believe Vac-Con to be superior hydro-cleaning equipment, that share compatible components and parts reducing maintenance and repairs costs. The manufacturer has agreed to honor the San Francisco bid price for the City San Luis Obispo. This type of specialty equipment consists of a cab and chassis mated with a combination sewer cleaner and is built-to-order due to the many options there are to consider. Because of the build-to- order nature of the unit, the manufacture allows for modification. Some cost neutral options have been changed to better fit the City's needs from the original City and County of San Francisco's specification. These options are detailed on the attached quotation. If the City does not take advantage of the cooperative purchase using the bid price established by the City and County of San Francisco, City staff would need to execute formal Invitations for Bid locally. Staff believes this would yield little or no savings, require unnecessary use of staff resources, and significantly delay delivery due to the built-to- order nature of this particular type of equipment.
