Is Council interested in directing the City Attorney to draft letters in support of legislative bills presently in Congress (Freight Rail Infrastructure Capacity Expansion Act — S. 1125 and H.R. 2116) which would give a 25% tax credit to businesses that invest in new freight nail infrastructure that expands rail capacity? These tax credits would help bridge the funding gap and produce public benefits that would exceed the cost of the incentives, as indicated in the attachment. Parade will be held on Friday, December 7 , 2007 , per the attached program. Many of us who live in the area for staging again request that we be given passes for access in and out of our property during the 5 :30PM to.! l0`:0.OPM time of street closures for Mill, Palm, Broad and Monterey. For over 20 years this was the procedure with never an accident or problem - then, with a new police administration some three years ago, we have been prevented from access during these hours . Many people get home from work after S : OOPM and cannot get home, change and be out before 5 :30 . Some individuals (especially seniors) eat out early and return home before 10 :00PM and have to park elsewhere - with not wishing to leave their car elsewhere, walk home and then go back to where it is parked after 10 : 00PM to retrieve it. Further, why don' t you move the staging onto the opposite side of town once-in-awhile to let them feel the problems with this event. We frequently are inconvenienced with the closure of Broad and Monterey streets for downtown events. I think this little courtesy of passage would not be a big thing. Given the Downtown Association' s Sponsorship of this event, we request they support our request -otherwise, once again, many of us will boycott shopping in the Downtown Area during the remainder of December 2007 .
