DISCUSSION For many years the City has maintained a set of Standard Specifications and a set of Engineering Standards. These two documents set forth the general guidelines and requirements for design and construction on City projects, including private development work within the City's right of way or within future City parks. City projects presented to the City Council for approval to advertise for construction are typically in the form of a set of plans along with a document called the "Special Provisions". The plans and Special Provisions identify for the specific project, the specific conditions which must be met. These specific conditions are unique to the project and are not covered in the Standard Specifications and Engineering Standards or are different from those two documents. The Standard Specifications and Engineering Standards are referenced for all items, conditions, or issues which are not specified in the project plans or Special Provisions. The City Standard Specifications are based on the State of California Department of Transportation Standard Specifications. The City references the State book with modifications and changes written in where appropriate to meet City needs and wants. The State book covers many standard contract issues and legal requirements such as labor laws, payment, and liability. The City specifications focus on construction the State does not normally handle such as municipal water and wastewater systems, and parks. The Engineering Division updates the City Standard Specifications and the Engineering Standards annually to reflect changes in construction law, practices, or materials, and to add clarifications. Throughout the year, staff continually refers to these documents in performing design and inspection of construction projects. Suggestions for improving the documents have been submitted by City staff primarily in the Public Works and Utilities Departments. These suggested changes are generally intended to add clarification, close loop holes or update standards to be consistent with new technology, current construction practices and City-adopted policies. The suggested changes were reviewed by a committee which includes the City Engineer as well as technical staff from Development Review and Engineering. The committee has conferred on the suggested revisions which now appear in the 2008 documents. There are numerous revisions to the 2007 version of the Standard Specifications and the Engineering Standards. Most of the revisions are minor in nature, involve slight modifications or 2008 Standard Specifications and Engineering Standards Page 2 clarifications to existing specifications or standards, and will have only minor impacts on the cost of construction or development. A few examples of these revisions are listed below: 1. A requirement for decorative treatments to be used on narrow portions of roadway medians 2. A modification to the design of recycled water warning signs 3. An additional requirement for flow sensors in irrigation systems 4. A change to the color of the standard City bus stop shelter 5. New requirements for backfilling utility conduit trenches consistent with industry standards With the Council adoption of the City's Bicycle Transportation Plan earlier this year, key components of this plan have now been added to the 2008 Engineering Standards. These additions include a new standard design for a Class I bikeway, bike lane requirements for new Collector and Arterial Streets, and more stringent pavement maintenance requirements associated with existing bike lanes on City streets. These additions simply reflect current policy which became effective upon the Council's adoption of the Bicycle Transportation Plan. Staff has completed the needed revisions to the City Standard Specifications and Engineering Standards and the changes are now ready for formal Council adoption.. CONCURRENCES Various City Departments have been involved in the effort to revise the standards, and are in concurrence with the final product. FISCAL IMPACT There is no fiscal impact associated with this action.. This new revision was inadvertently left out when the document was prepared for Council review. Downtown • The area bounded by Marsh Street, Palm Street, Nipomo Street, & Santa Rosa Street. 86-1.04A Eguiament List and Drawings. In addition to the provisions in Section 86-1.04A, materials lists, manufacturer's data, brochures, technical data, etc., shall be labeled and identified and shall be submitted in bound booklet form. 86-1.07A Scheduling of Work. After award and execution of the contract, the Contractor shall place the order for the new equipment. The Contractor shall provide the City with confirmed delivery date for the equipment within 14 working days after award and eoerxition of the contract. Contract time shag commence 7 working days before confirmed delivery date of equipment as established by manufacturer or supplier. The Contractor shall-provide a work schedule based around the delivery date of the equipment to ensure that work will continue to completion without interruption. tillf'ork schedule shag indicate the Nvork start date' and the critical path based on the confirmed delivery dates of the equipment. The Contractor shag submit the work schedule within 14 days after the pre-construction meeting and include documentation of order. 86-204 Standard&Steel els and Posts. Standards, steel pedestals, and post shall oonforrn to State Standard Plans and Specifications. In addition to identifying each pole shaft as detailed on State Standard Plan ES- 7M, the Contractor shag also identify- each mast arm for both signals and luminaries. The stamped metal identification tag shag be located on the mast arm near the connection plate and shag contain the same information required on the pole shaft. 86-2A4A(1)Decorative Standards.Steel Pedestals and Posts. All traffic signal standards within the downtown shag be; • Pole: Fluted `Union Metar (16 flutes) with mast arms for signals and luminares as shown on the plans. 86-2.05A Material. In addition to the provisions in Section 86-2.05A, all 45 and 90 degree conduit bends shag have a radius of 6 times the inside diameter of the C,i conduit, but not less than 18 inches. Only factory bends shall be used. Field bending is not allowed unless approved by the Engineer due to unusual field conditions. Each conduit run into a pull box shall have an end bell. 86-2.050 Installation. The term °future conductors" shall include both signal and lighting, interconnect and fiber optic lines. Woven tape must also be marked with increments for measurement and must be continuous with no splices between boxes. Conduit placed by trenching methods shall be placed in acxordance with Engineering Standards. Trench Excavation and Backfill shall conform to the provisions in Sections 19.8 `Trench Excavation," 19-9 'Trench Backfill and Compaction,' and 7-1.11 "Preservation of Property! Where conduit is to be trenched, it shall not be Ionated closer than 24 inches from any detector bop wire. Fiber optic cable conduits shall not have less than a 3-foot radius. In lieu of the State Specification to allow delay of paving the top 1 inch, temporary paving shall be placed in accordance with Section 19-9.04, 'Temporary Paving,° of these Standard Specifications. 86-206 Pull Boxes. Pull boxes shall be reinforced concrete. A ring of#4 mbar shall be placed around the entire perimeter of all electrical pull boxes set in PCC. Ag work in the Mission Style Sidewalk: District shall conform to the requirements in 73-1.08 ° Mission Style Sideway and Engineering Standard 1010A`Mission Style Sidewalk District Pull boxes for conduit to contain fiber optic cable shall be placed at each intersection of fiber conduit runs and street intersections and shag be a modified manhole per Engineering Standards. Manholes shall be placed in the sidewalk area. Additional manholes shag be placed as necessary to provide for a maximum spacing of 500 feet Additional manholes may be installed at the Contractors own expense to facilitate the work with the approval of the Engineer. No new pug box shall be located in or within 12" of any wheel chair ramp. 86-2.0613 Cover Marking, Pull box covers shall be marked "Traffic Signar for signals and associated fighting, "Lighting"for street fight only circuits and °City Comm"for Fiber conduits. 86-2.06C Installation and Use. Pull boxes shall be placed at no greater than 180 feet in lieu of the 200-foot interval specified in the State Standard Specifications. 86-2.08A(2) Conductor Identification. Dedicated Street Lighting Circuits Circuit Insulation Function Color Lighting THHN/THWN Ungrounded Black Neutral Grounding White Grounded Green None Ground Bare' Ground wire shall be soft drawn bare copper from the pull box adjacent to the street light to the grounding lug inside the hand hole on the pole. 86-2.088 Multiple Circuit Conductors. The insulation for multiple circuit conductors shall be Type THW polyvinyl chloride. 86-2.08D Signal.Cable. For all new wiring the contractor shall install signal cable in lieu of individual conductors. Three-conductor cable shall be used for each pedestrian phase. Twelve- conductor cable shall be used for each traffic signal pole and traffic signal interconnect. No splicing will be allowed in any pull boxes for the signal cables. The cable shall feed directly from one conduit to the next without any extra cable coiled in pull box, except where pull box is next to the controller, a minimum of 3' of slack shall be provided. All wiring shall be labeled within the controller cabinet for phase identification and within all the pull boxes for pole location id as shown on the plans. Labeling materials shall be made for this purpose and pre-approved for use by the Engineer. 86-2.08E Signal Interconnect Cable. Signal Interconnect Cable (SIC) shall consist of 9 pair stranded tinned copper conductors and include a drain wire. Conductors shall _ be insulated with 0.0130 nominal solid high-density polyethylene. The following colors shall be provided to facilitate identification: Black paired with red, white, green, blue yellow, brown and orange. Red paired with white and green. The individual conductor dimensions shall be tightly controlled to limit resistance unbalance of the paired conductors. Pair twist shall be a minimum of 4 twists per foot. The pair twist lays and the relative placement of the pairs shall be designed to minimize crosstalk and meet capacitance unbalance limits for quality communications cable. The pairs shall be combined in one cylindrical core identified by color-coded nonhygroscopic binders. A complete covering of non-hygroscopic dielectric material shall protect the core to help provide core-to-shield dielectric strength. The shield shall be corrugated copolymer-coated 8-mil aluminum tape to be applied longitudinally over the core wrap. The copolymer coating shall bond the shield to the jacket to reduce the possibility of shield corrosion and lightning damage. The outer jacket shall be black, linear-low density polyethylene that provides tough, flexible protective covering that withstands exposure to sunlight, atmospheric temperatures, ground chemicals and stresses expelled in standard installations. Sequential footage markings shall be printed on the jacket at 2' intervals. Signal interconnect cable shall meet the requirements of ANS1110EA 5-85.625- 1989 and Rural Electrification Administration, REA PE-22. A minimum of 5' of slack shall be provided at each pull box and 10' at each splice and controller cabinet 86-2.09C Connectors and Terminals. Signal interconnect terminal blocks for splice cabinets shall be EDCO TBLK 12 or City approved equal. Contractor shall land all twisted pair of interconnect cable at the terminal block of each controller cabinet in a neatly arranged manner. Contractor shall provide additional terminal blocks to accommodate excess twisted pairs of interconnect cable. There shall be two twisted pairs of the interconnect cable to be used for the interconnect between the local and the field master controller. All local controllers assigned or attached to the same field master shall be connected to the same twisted pairs. The City shall provide the Field Master-Local controller grouping during the pre-construction conference. The interconnect cable shall be opened in the following manner for termination: 1. Remove enough of the outer jacket to provide the proper length of the individual conductors in a manner that does not damage the shield's protective coating. 2. Separate the shields from the conductor. 3. Thoroughly dean the cable from each cable conductor, the cable shield and the cable jacket. 4. Permanently attach bonding wire to the shield in accordance with REA splicing Standard PC-2. 5. Provide a minimum of 6" of slack between the termination block and cable outer jacket opening for all conductors. 6. Cover the cable to approximately 1' beyond each end of the shield with three half-tapped layers of heavy-duty self-fusing insulating tape. Cover the self-fusing tape to approximately 1" beyond each end of the self-fusing tape with two hal lapped layers of electrical tape. Atter the cable has been opened for termination, each cable pair shall be immediately twisted a minimum of one full twist per inch. Cable pairs or pair conductors shall not be twisted or crossed with any other pairs or pair conductors. 86-209D Lightning Protection Unit I Terminal Block. The Contractor shall provide a temunal block assembly for terminating Vc pairs. The terminal block shall be an "EDCO" TBLK-12 high-density assembly. The Contractor shall also provide 12 individual °EDCO° COHP-030 surge protector module to fit into the TBLK-12 assembly. The Cghtning protector shall be an "EDCO" or approved equal that meets and/or exceeds the preceding requirements. All lightning protection units shall be connected to the controller cabinet ground bus using an insulated heavy copper braid#6 AWG size or larger. Lightning protection unit shall be provided at signal cabinet 86-2.09B Installation. All conduits shall be blown out using 90-PSI air pressure from an air compressor before pulling wire. For dedicated street lighting circuits, I%feet of slack shall be left at the pull box in lieu of the 3 feet required for signal installations. 86-2.09E Splice Insulation. Splices shall be watertight per Method B using 3M #3570 Sealant bags or approved equal 86-2.10 Bondina and Grounding. Pedestal mounted controllers shall have a ground rod driven in the pug box adjacent tD the controller and the controller grounded to iL 86-211 Service. The Contractor shall make contact with PG&E regarding the electrical service with estimated dates for service connections. The Contractor shall be responsible fvr all service details and scheduling in advance of need. Service pedestals and UPS combined enclosures will be in accordance with City Engineering Standards. 86-2.16 Painting. Paint color will be as specified in the special provisions. A paint chip wig be provided by the City for colors other than Color No. 14672 (Light Green)of Federal Standard 595x. All traffic signal equipment within the Downtown shall be painted Dark Forest Green. The contractor shall submit a paint chip to the City for review and approval prior to ordering signal poles and equipment. Interior surfaces shall be protected with Ameriodk 400 Epoxy coating, Tnemec 66, or approved equal. The polo manufacturer will be required to furnish the City with a notarized certificate of compliance that guarantees the coating system is in conformance with these specifications, that it is an equivalent coating system and that it is free to deflective workmanship. All signal standards, controller cabinets, mast arms, and luminaire arms shall be finished in the factory eorrrplete in accordance with the following specifications: a) Surface preparation for Interior Protective Coating: Remove all loose rust, dirt, moisture, grease and other contaminants from the surface. Power tool dean in accordance with Steel Structures Painting Council Specifications SSPC-SP3 or Brush Blast dean in accordance with SSPC-SP7 b) Surface Preparation for Exterior Protective Coating Systems: Exterior surfaces of shaft and arm(s), and component parts shall be abrasive blasted in accordance with coasting manufacturer's recommendations. The lower interior portions of the shaft, form the base plate bottom to the top of the handhole opening, shall receive the same beatment. All rough and sharp edges shall be rounded off. All weld splatter, flux and slag around the base plate, handhole, and arm connections and other areas of welding shall be removed. All drilling of holes and welding of tenons or hubs shall be done prior to abrasive blasting. c) Requirement of Interior Protective Coating System (non-galvinized interior): Treat interior surfaces with a heavy-duty corrosion resistant coating system consisting of one coat of Amertodk 400 Epoxy or Tnemec 66 at a minimum thickness of 5 mils dry thickness. d) Requirement of Exterior Protective Coating System: After abrasive blast, all exterior steel surfaces shall receive a treatment with a heavy duty corrosion resistant protective coating system consisting of one coat of Amedodc 400 or Tnemec 66 primer at a minimum of 5 mils dry film thickness to provide basis corrosion protection. Primer shall be strictly applied according to manufacturer's recommendations. The lower interior portion of the shaft, from bottom of the base plate to the top of the handhole opening, shall receive the same application treatment All surfaces shall be kept free of moisture, oil, grease and other organic matter until coated. Failure to do so will prevent proper adhesion and will require the abrasive blast procedure to be.repeated. Solvent wiping is not satisfactory as contamination may be spread and not be removed. Color topcoat shall consist of two coats Dark Forest Green and each coat a minimum.2.5 mils thickness. The topcoat thickness shall be a minimum 5 mils thickness D.F.T. The total exterior coating system shall consist of a minimum 7.5 mils D.F.T. Coating shall be composed of acrylic resins and modifiers in suitable organic solvents forming a satin finish with tasting color, resistance to fumes, splash and spillage of acids and alkalies. All two coat systems for exterior application shall be supplied by the same coating manufacturer to ensure a compatible protective coating system resistant to corrosion, abrasion and impact. Signal heads, signal head housings and mountings, brackets and fittings, outside. of hoods, pedestrian push buttons housings, pedestrian head housings and hoods, back faces of back plates, luminaries, controller cabinets and service equipment cabinets shall be finished with two coats of Dark Forest Green. Interior of signal hoods, lowers, and front faces of back plates shall be finished with two applications of"Enamel; Traffic Signal, Lusterless, Black". 863.01 Controller Assemblies. AD Type 332 Cabinets shall be equipped with a PDA2, Power Distribution Assembly. 863.08 Auxillary Equipment For all intersects which include the instatetion of interconnect cable, the controller shall be equipped with a Model 400 Modem and a C2 connector and harness. Where connection is to be made to an existing 170 type contro[W, an additional Model 400 Modem, C2 connector and harness shall be provided. 863.081301 Emergency Vehicle Pre-emption Equipment Traffic Signal Pre- emptive equipment shall be a 3M Opticom System or approved equal. The system shall require one Model 582 Discriminator Module for every two channels of pre- emption and necessary Optical Detedors to provide the directional input as indicated on the per. Also provide a Model 502 emitter for each Opticom installation. Systems shall be wired and grounded per manufacturer's 'ficatioce- The optical detector shall be mounted on the indicated mast arm by an approved mast arm camp. The detector shall not be mounted on the signal head unless specified on the plans. The Contractor shall provide a knowledgeable representative of the manufacturer of the pre-eruption equipment to be present for the first day of the traffic signal fighting function test to insure proper installation and function of the equipment. The representative shall provide a vehicle equipped with an emitler to test and verify satisfactory operation of the equipment 86-3.11A Model 170 Controller Unit Controller unit shall be Model 170E and supplied with C2S connectors and cables. Prom module shall be a type 412C compatible and pre-programmed with a BI Tran type 200 program and configured for a type 27256 EPROM and shall include one blank 27256 EPROM, one 6264 RAM chip and one 1230 Dallas chip. All 170E type controllers shall be equipped with a type 170E auxiliary board. The contractor shall arrange to have a signal technician, qualified to work on the controller unit and employed by the controller unit manufacturer or his representative, present at the time the equipment is turned on. The controfler shall be equipped with a Model 400 Modem and a C2 connector and harness. For complete new traffic signal installations an additional spare Model 400 Modem, C2 connector and harness shall be provided by the Contractor and shall be delivered to the City Corporation Yard located at 25 Prado Road. 86 .01 Vehicle Signal Faces. All vehicular indications shall have 12° lenses, tunnel visors, and louvered back plates. Signal heads shall be aluminum alloy McCain, Econolite or approved equal. Plastic housings, visors and back plates will not be permitted. 86-4.01B Signal Sections. Where plastic or metal components are specified, only metal components shall be used. 86.4.0113(2) Plan6c Signal Sections. This section is deleted in its entirety. 86.4.01 D .Visors. Visors shag be metal. 86.4.02 Licht Emitting Diode Signal Module. All traffic signal faces on this project, the circular and arrow RED, YELLOW, and GREEN section shall utilize light emitting diode signal modules. The LED module shall be type 1 per Caltrans Specifications. Red, Yellow, and Green LED signals shall be Model 433 Series Dialight, GELCORE or approved equal. All arrows shall be Model 433 or 432 Series Diafight or approved equal The Contractor shall provide a material submittal for this item at the preconstruction meeting and shall obtain approval from the City for the LED modules prior to purchase. For complete new traffic signal installations or modifications which include installation of new LED indications, the Contractor shall provide 3 spare red, 3 spare yellow and 3 spare green LED indications and shall deliver spare units to the City Corporation Yana located at 25 Prado Road. 864.04 Backnlates. Backplates shall be metal. 86.4.06A Tvoes. Pedestrian signal faces shall be GELcore PS7-CFF1-01A-18, or approved equal LED Countdown Pedestrian Signal Module_ 86-5.01A(3) Sensor Unit Construction. AH detector sensors shall be type 222, . two-channel sensors. The specification for a type 222 loop detector shall be modified with the folkm tng additional specification: All loop detector sensors shalt be Detector Systems model Type 222C two-channel detector sensor or approved equal, and include the following additional specifications: 1) Thumb wheel switches for sensitivity settings. 2) Nine levels of sensitivity per channel. 3) A built-in loop monitor(Winky Blink) that remembers intermittent loop failure. 4) Ability to resume normal operation following intermittent loop failure. 86-0.01A(4) Construction Nlatedals. Detector lead-in cables shall be Type C. 86-0.01A(5) Installation Details. After conductors are installed in the slots, but prior to placement of sealant, conductors shall be secured in the slot with foam tubing manufactured for this purpose and compatible with the sealant. 86-5.01B Video Detection. 86.5.01130) General. Video detection devices shall be used for all new or replacement detector installations unless it is determined the site is not suitable by the Engineer. ff it is not possible to use video detection at a certain location, new loop detectors shall be installed in accordance with the requirements of the Standard Specifications. When loops are being installed to replace damaged loops, the contractor shall also replace the loop detector card. The contractor shall be responsible to provide all work, materials, and equipment required to install, program, and operate a fully functional video detection system. This shall include, but is not limited to a control unit, cameras, camera mountings, power cables, and video cables. For each required new video detection camera,the contractor shall provide one (1) spare Iteris RM camera or equivalent approved by the Engineer and shall deliver spare unit/units to the City Corporation Yard located at 25 Prado Road. 86-6.01 B(2) Cameras and Brackets. Contractor shall provide one camera for each approach and any additional cameras specified on the plans or in .the Special Provisions. Iteris RZ3 cameras or equal, approved by the Engineer, shall be used for all video detection installations. Cameras shall be installed as specified in the Iteris Vantage Edge Installation and Users Guide. Depending upon the configuration of an intersection, the Engineer shall specify that either an Iteris Universal Camera Bracket, Pelco Extended Camera Bracket or approved equal be used for mounting the cameras. Camera locations must be approved by the Engineer prior to installation. 86-5.01B(3) Detectors. The following video detection equipment shall be installed for intersections using video detection. Contractor is not required to fumish and install items 3, 4 and 5 listed below if they already exist in the controller. Contractor is responsible to contact the City to determine what equipment exists at the intersection already prior to bidding. 1. One Iteris Vantage Edge Processor per camera. 2. One Vantage Edge Extension Module or approved equal for each intersection approach_ Additional extension modules shall be installed when required by the intersection configuration as determined by the Engineer. 3. One 94nch monochrome monitor per intersection. When cabinet space prohibits the installation of a monitor, an alternative approved by the Engineer shall be used. 4. One track bap style pointing device approved by the Engineer per intersection 5. One 4-way coaodal switch box approved by the Engineer per intersection. 86-5.01B(4) lnstatlation. The Contractor is responsible to supply'a factory certified representative of the supplier of the video detection system to supervise the installation and testing of the video and computer equipment. 86-6.01 B(5) Warranty. Maintenance and. Support The Contractor shall supply the following in writing from the supplier. 1. A warranty for the video detection systems against all hardware and software failures for a period of three years. Repair or replacement including shipping shall be at supplier's expense during the warranty period. 2. On site technical support at the request of the City for one year after the last purchase made under this contract or extension thereof. 3. Ongoing software support including updates of all necessary software. These updates shall be provided free of charge during the warranty period. 4. Technical support and software updates maintenance program available to the City following expiration of the warranty period. This program shall be made available to the City in the form of a separate agreement or continuing support. 5. On site adjustments in the video detection zone programming due to false calls or missed detections as requested by the City within 60 days following initial setup. Supplier shall provide additional adjustments as required following the initial 60-day period for any problem identified in the initial 60- day period and recurring for up to 365 calendar days. 86-5.01B(6) Manuals. All installations at dosing shall be accompanied by a complete set of specifications and one set of manuals. The supplier shall provide manuals at the request of the City at the rate of one for each video detection system purchased. Manuals must be fumished prior to project acceptance. 86-6.01 High Pmssure Sodium Luminaries. Refractors shall be made of glass. Salvage shall include mounting and fastening hardware and hand-hole covers.
