McGuire, Engineer III SUBJECT: JACK HOUSE FOUNDATION REPAIRS, SPECIFICATION No. 90353 CAO RECOMMENDATIONS: 1. Approve plans and specifications for "Jack House Foundation Repairs", Specification No. 90353. 2. Authorize Staff to advertise for bids and authorize the City Administrative Officer to award the contract if the lowest responsible bid is within the Engineer's Estimate of$170,000. DISCUSSION Over the years, due to soil settlement and improper water drainage around the perimeter foundation of the Jack House at 536 Marsh Street, the floors have become uneven resulting in the cracking of wall plaster, trim and finishes. Door and window frames have also moved out-of-plumb, so much so that they open and close with great difficulty, some having become stuck shut. The soil settlement has caused some substantial cracks in the existing foundation, and it is staff's opinion that continued neglect of the foundation system will only exacerbate these problems and may eventually result in unsafe conditions within the facility. Staff hired a structural engineer to evaluate the problem and design a repair strategy. The repair work will consist of installing an anchor system that would be attached to the existing foundation that will aid in leveling the floors; performing adhesive grouting of the cracks in the existing foundation; and installing a drainage system around the perimeter of the building to prevent water from further contributing to settlement of the building. CONCURRENCES The project has the concurrence of the Parks and Recreation Department and the Building Division of Public Works. The Community Development Director has determined that the repair work is categorically exempt under CEQA. FISCAL IMPACT This project was approved in the 2007-09 Financial Plan (see pages 3-454 to 3-456, Appendix B). Construction: $170,000 Construction Contingency: 17,000 n Jack House Foundation Repairs Page 2 Inspection/Testing: 2,500 Printing/Advertising: 500 Total: $190,000 ALTERNATIVES Defer the Project. The Jack House will continue to settle and more damage will occur to the doors, windows, walls and overall structure, to the point where the House may need to be closed for safety reasons. Staff does not recommend this alternative because of the recent experience of fuel, construction materials and labor costs continuing to rise, it is certain that the cost to repair the foundation will also increase.
