SLORTA
At the RTA meeting, staff reported on progress toward the temporary filling of duties of the
Regional Transit Authority Manager(who will be leaving in the middle of January) and further
arranging for an interim manager while recruitment proceeds for a permanent replacement.
Work continues to proceed on the construction of the RTA.maintenance building on Cross
Street. This building and its modifications are proving to be more expensive than anticipated,
and construction has been delayed for various reasons. Upon completion of the improvements,
now anticipated in July, all regional transit operations and dispatching will be relocated to this
new facility.
Staff reported on the progress of the new contractor providing transit and dispatch operations for
the regional system. This new contract commenced on January 15`, and the contractor only had
three weeks to make all arrangements for transition between the two operators.
SLOCOG
The SLOCOG Board discussed in some detail the projects being considered for funds allocation,
which will take place at the February SLOCOG meeting. There is approximately $20 million
available, however requests for approximately twice that amount have.been proposed for projects
throughout the County. San Luis Obispo has requested that $15 million be allocated towards the
Los Osos Valley Road interchange modification, which is approximately 3/4s of the funds
proposed to be available during this funding cycle.
Work is proceeding on widening of Hwy 46 east of Paso Robles, with the first contract awarded
at a$7.7 million savings. This savings indicates that the rapid escalation in construction costs
may be slowing down, thus making all projects more easily funded. Other projects of interest to
San Luis Obispo are the widening of portions of Price Canyon Road, lengthening the right-turn
pocket on Santa Rosa Street near Walnut, and general maintenance to 101 from Pismo Beach to
Atascadero.

The Board considered and temporarily delayed a feasibility analysis to consider the aggregation
of electrical generating sources. This might lead to more flexibility for local communities to take
actions that would counteract global warming and could possibly reduce the cost of providing
energy than is currently available from our electrical provider. This study is delayed for several
months enabling SLOCOG and RTA staffing to stabilize and the current work overload on
projects to be relieved.
Staff distributed the SLOCOG Annual Report for Fiscal Year 2006-07. Two copies of this
publication will be available in the Council Reading File.
