CAO RECOMMENDATION
As recommended by the Human Relations Commission:
1. Adopt a resolution approving the 2008 CDBG Program activities and funding as
recommended by the Human Relations Commission (HRC) with adjustments based on the
new funding estimate.
2. Endorse the Urban County's Draft One-Year Action Plan, including Home Investment
Partnership Program (HOME), Special Urban Projects and Emergency Shelter Grant (ESG)
funding.
3. Forward the Council's actions and funding recommendations to the Board of Supervisors.
REPORT-IN-BRIEF
The City received nine CDBG funding requests for the 2008 Program Year(July 1, 2008 through
June 30, 2009), totaling over $750,000. The Human Relations Commission (HRC's) evaluation
of what projects could be funded was based on an estimate of $643,607 in CDBG monies
allocated to the City in 2007. Staff and HRC are aware the City may receive slightly more or less
CDBG funding than last year. Final allocations will not be available from HUD until April 2008.
Projects recommended for CDBG funding this year include 1) A request from the Economic
Opportunity Commission (EOC) for continued operation and maintenance of the Homeless
Shelter; 2) A request for improvements to San Luis Obispo City street curb ramps in order to
fully comply with the Americans with Disabilities Act, and;; 3) CDBG & Housing Program
Administration.
As called for by the City's CDBG procedure, the HRC reviewed the nine funding requests and
made recommendations — some at amounts lower than requested, some at higher amounts than
requested. This report describes the 2008 CDBG program in more detail. The CAO
recommendation is based upon the HRC recommendation.

Surprisingly and in contrast to last year's 15 applications totaling over two million dollars, this
year's requests were few. Staff is unable to determine why fewer requests were submitted. Public
outreach efforts were extensive and applications were widely available. Some applicants may
have been discouraged from applying due to lack of success in obtaining funds in previous years
or perhaps due to current ongoing CDBG project implementation, are busy working on projects
and unable to take on additional projects at this time. Staff will continue to work with the
affordable housing community in the coming year(s) to encourage applications for affordable
housing projects and/or property acquisition for affordable housing projects as this remains the
primary objective for use of CDBG funds.
DISCUSSION
The County issued a draft Summary One-Year Action Plan on December 21, 2007. The Action
Plan describes activities proposed for funding by the entire Urban County, which includes the
cities of Arroyo Grande, Atascadero, Grover Beach, Paso Robles, San Luis Obispo, and
unincorporated San Luis Obispo County, through CDBG, Home Investment Partnership (HOME)
and Emergency Shelter Grant (ESG) funds, and program income. The name, "Urban County",
refers to the County and the associated cities which have entered into Cooperation Agreements
with the County to administer the CDBG program. The draft Action Plan is summarized in this
report, but the Council has approval authority only over those CDBG activities requesting
funding through the City. Council may endorse projects to receive Special Urban Projects,
HOME and ESG funds, although this step is not required. The required 30-day public review
period has closed and Council may now take final action on the draft Action Plan and the City's
CDBG program. The Board of Supervisors is tentatively scheduled to act on the draft Action
Plan in February 2008. The US Department of Housing and Urban Development (HUD) then
reviews the plan and notifies the County in June, once it is approved. Funding usually becomes
available in September and can be dispersed once grant agreements and environmental reviews
are completed for the funded projects.
Recent Changes to Funding Picture.
This year the "Urban County" is expected to receive approximately the same amount of funds as
last year: With that possibility, most of the estimates used by the County below are based on
2007 allocations. Countywide estimates (Attachment #3) are $2,179,229 in CDBG funds,
$1,341,662 in Home Investment Partnership Program (HOME) funds, $90,799 in Emergency
Shelter Grant (ESG) funds, and $23,002 for the Housing Authority in American Dream
Downpayment Initiative (ADDI) Program which provides down payment assistance to first-time
homebuyers. The estimated 2008 CDBG allocations for each participating jurisdiction in the
Urban County are:

HUD Objectives and Rules.
The Urban County's CDBG activities must, by law, meet HUD objectives and rules. HUD has
three broad national objectives:
1. To benefit persons and households with incomes below 80 percent of area median
incomes ($51,350 for a four-person household);
2. To aid in the prevention or elimination of slums or blight; and
3. To meet urgent community development needs that pose a serious, immediate threat to
public health or welfare, such as floods, earthquakes or other disasters.
CDBG-eligible activities include: acquisition of real property, construction or rehabilitation of
public facilities and improvements, site/building clearance and demolition, tenant relocation,
provision of certain types of public services, removal of architectural barriers, housing
rehabilitation, historic preservation, code enforcement, special economic development activities,
planning studies and grant administration. HUD requires that at least 70 percent of the Urban
County's grants go to activities that benefit low-income and moderate-income persons. At least
51 percent of individual project or program funds must benefit low-income and moderate-income
persons, and up to 20 percent of the City's total funding can be used for overall CDBG program
administration and other indirect costs. Up to 15 percent of the Urban County's CDBG funds
can go toward Public Services (ongoing operations or maintenance).
Community Needs Hearings and Workshops.
The Urban County hosted "needs" hearings at several locations throughout the County to allow
the public to identify community problems and needs. The City's Human Relations Commission
hosted one of the needs hearings at its August 29, 2007, meeting. About 15 people attended the
hearing and voiced a wide variety of community needs. These included the need for homeless
services, affordable housing, senior services, and counseling services. The County also hosted
several public workshops during November of 2007 and again between January 9, 2008 and
January 17, 2008 in Grover Beach, Paso Robles and San Luis Obispo to receive input on the
Urban County Draft Funding Recommendations for CDBG, HOME, ESG, and ADDI Program
Applications.
Council Goals and Priorities.
At its October 2, 2007 meeting, Council reviewed the HRC recommended priorities and
unanimously agreed on the 2008 CDBG funding priorities shown below:

Advisory Body Recommendation.
The HRC reviewed the CDBG applications in a workshop on October 31, 2007 and held a public
hearing on November 7, 2007 to review the 2008 CDBG funding requests. The Commission
recommended funding the activities shown in Attachment 1 and their actions are further
described in the HRC minutes (Attachments 4 and 5). The HRC's recommendation was based on
an estimate of$643,607 which may need to be revised to reflect final funding numbers once they
are available. The next section of the report summarizes each of the applications and notes the
funding recommendations of the HRC and the CAO.
Applications Recommended for CDBG Funding
Application 4-08. EOC - Homeless Shelter Operation ($96,000). Public services, such as
homeless shelter operations, are limited to 15% of the City's total CDBG allocation and the
amount recommended is the maximum amount allowed under this limitation. The operation and
maintenance of the Homeless Shelter remains one of the City's top priorities for CDBG funding.
Should the City's final CDBG allocation be lower, the Homeless Shelter will be eligible for 15%
of the lower amount. The HRC recommends the City allocate an additional $42,000 in General
Funds. That amount is consistent with the amount budgeted in the 2007-2009 Financial Plan.
Application 3-08. EOC - Prado Day Center Operations ($0 CDBG funds, $52,600 General
Funds). Similar to what has been done in previous years, the HRC recommended a General
Fund commitment of$52,600 for operations and maintenance of the Day Center. The Prado Day
Center serves homeless and working poor families every day of the year, providing breakfast and
lunch to an average of 80 persons per day. The Center offers showers, restrooms, laundry, local
phone, mail, and other essential services to those in need.
Because the City's 15% of CDBG funds for"public services" is being spent on the Homeless
Shelter, the $59,907 requested for Prado Day Center operation is proposed to be funded using
General Funds in the budgeted amount of$52,600. This amount was authorized by the Council
through the 2007-2009 Financial Plan.
Application 5-08. City of San Luis Obispo ADA Corrections Curb Ramps Street Improvements
($418,607). The City application was for $250,000 even though CDBG funds for these
improvements were anticipated at a level of about $100,000 per year over the coming years. Due
to the lack of other applications, the HRC recommended increasing the requested CDBG funding
to $418,607 for the proposed ADA-related improvements since this is the total amount available
after Public Services and Planning/Administration dollars are allocated. The HRC felt it
appropriate to allocate a larger amount in this program year to accelerate completion of the City's
ADA projects and potentially free future funding in years when there are more affordable
housing applications.
Application 1-08. CDBG and Housing Program Administration ($129,000). This request
covers the Housing Programs Manager position responsible for administration of the Community
Development Block Grant program and the activities of the City's affordable housing program.
The County has asked the City to break out "Housing Programs Administration" and "CDBG
Program Administration as separate applications." Both are eligible for CDBG funding, yet due

to HUD requirements should be listed and conducted as separate grants with distinct
deliverables.
Applications Not Recommended for CDBG Funding
Application 14-07. Housing Authority of San Luis Obispo (HASLO) — New Office and
Maintenance Building($150,000). CDBG funds are not eligible for this particular project due to
HUD guidelines dictating the funds must be for the "direct benefit of low income persons." If
HASLO were to apply for funds for site acquisition for an affordable housing site, funds would
likely be granted..However, due to the fact that the new office and maintenance facility does not
directly benefit low income persons, it is not eligible for funding. This determination was made
by the Urban County, with consultation from HUD and as a result, all of the jurisdictions that
were being asked to provide funds to HASLO are unable to do so.
Applications 6-08 211 SLO Hotline, 7-08 CASA Juvenile Services and 15-08 Transitional
Food Shelter are requesting funding that falls under"public services". Under CDBG rules, there
is a 15% cap on the amount of CDBG funds that can be used for public services and the City
fully allocates its public services funds each year to the Homeless Shelter. Consequently, while
these additional public service requests are eligible and meet a community need, there is not
sufficient public services capacity to fund them using CDBG monies unless funding to the
Homeless Shelter is reduced. Therefore, Transitional Food & Shelter Motel Voucher Program
($12,600), CASA Juvenile Services ($2,515) and 211 Hotline Crisis Intervention ($10,000) are
not recommended for funding.
Special Urban Projects Funding.
Under CDBG guidelines, 15% of the net County funding is set-aside annually for a "Special
Urban Projects Fund." Under the Cooperation Agreement the cities have with the County to
administer the CDBG program, funds are available to all participating jurisdictions on a
competitive basis and are awarded by the Board of Supervisors. As with HOME and ESG funds,
the proposed activities are recommended by county staff. Special urban projects are those that
are more regional in scope, meet an urgent community need, provide direct benefit to very needy
groups (very-low income, disabled persons, at-risk youth), and would not be feasible without
special funding assistance. The amount of $117,815 (includes 15% of unincorporated county
program income) is available in the 2008 Program Year. The following table shows the proposed
use of Special Urban Project Funds. These activities qualify as Special Urban Projects by
serving critical needs of low-income residents from San Luis Obispo County.

HOME Funding.
The Urban County expects to receive $1,341,662 in formula HOME funds in 2008,
including program income. HOME funds in 2008 are being recommended for two
housing projects for People's Self Help Housing Corporation in Cambria and Templeton.
In 2007, Templeton and Atascadero received HOME funds. While there are no 2008
HOME funds allocated for direct use within the City of San Luis Obispo, the City did
receive HOME funds in the amount of $34,000 for the Women's Shelter Program of the
County of San Luis Obispo for the rehabilitation of transitional housing in the City. In
2007, The City established its First Time Home Buyer Program using HOME funds
awarded through the County and has a current balance of over $460,000 in deferred
payment loans for low income buyers.
ESG Funding.
The Urban County is estimated to receive $90,799 in Emergency Shelter Grant Funds in
2008. Of this, approximately $35,251 is tentatively slated for the Maxine Lewis
Memorial Shelter, $20,765 for the Prado Day Center, $12,825 for the North County
Women's Shelter Program, and the balance of $14,844 designated for the El Camino
Housing Organization.
FISCAL RYIPACT
Overall, CDBG funding has a beneficial fiscal effect. To the extent that qualified, on-
going City programs are funded through the CDBG program, more General Fund monies
are available for other important capital projects and programs.
ALTERNATIVES
1. The City Council may change the list of projects to receive City CDBG funding,
and/or change the funding levels from those recommended.
2. The City Council may direct staff to return at a later date with an evaluation of
different funding recommendations.

WHAT'S BEING PROPOSED: The Urban County of San Luis Obispo has prepared a summary of draft
funding recommendations for the 2008 Consolidated Plan and Action Plan pursuant to the requirements of
the U.S. Department of Housing and Urban Development(HUD). The Consolidated Plan enables the Urban
County to receive funding through certain federal grant programs. Three basic goals govem these
programs: 1)provide decent housing,2) provide a suitable Irving environment,and 3)expand economic
opportunities. Each of these goals is intended to benefit persons whose incomes are below 80 percent of
median income.
The County Planning and Building Department acted as the lead agency in preparing the draft funding
recommendations,collaborating with each of the cities throughout the process of conducting citizen
participation activities. The Action Plan describes activities proposed for funding through the 2008
Community Development Block Grant(CDBG), HOME Investment Partnerships(HOME),American Dream
Down payment Initiative(ADDI),and Emergency Shelter Grant(ESG)programs. HUD has not released the
2008 funding allocations;therefore,most participating jurisdictions of the Urban County used the 2007
entitlement allocation figures to prepare their draft funding recommendations. For its draft funding
recommendations,the County anticipates a reduction to both the CDBG and HOME programs.
Additional funds available to be allocated include$26,100 in CDBG program income by the City of Paso
Robles.

Item 1. PRELIMINARY REVIEW OF STAFF RECOMMENDATIONS FOR THE
2007 COMMUNITY DEVELOPMENTBLOCK.GRANTS (CDBG).

Commissioner Gincig arrived at 5:10 p.m.
For the sake of-the new commissioners, Housing Programs Manager Brown reviewed
the CDBG application process. He identified the 2008 grant application evaluation

criteria, reviewed the ranked CDBG funding priorities adopted by Council; and discussed
the CDBG National Objectives. Additionally he outlined the basic CDBG's primary
congressional objectives which strive to provide: decent housing; a suitable living
environment; and expanded economic opportunities principally for persons of low and
moderate income. He indicated in order to qualify for CDBG funding, applications must
pass one or more of the following special CDBG tests: Housing Benefit Test; Area
Benefit Test; Limited Clientele Test or Jobs Benefit Test. He also summarized the
CDBG eligible activities, the San Luis Obispo 2008 CDBG funding history and the 2008
CDBG schedule. He also spoke of the importance for CDBG recipients to draw down
CDBG awards in a timely manner in order to avoid having the funds rescinded. He
informed commissioners the County of San Luis Obispo has been placed on probation
because some cities were not drawing down funds according to the US Department of
Housing and Urban Development guidelines. He noted the HRC could allocate more
than 15% of CDBG funds to public services, but only 15% of those funds could be drawn
down in a year. He further stated Council has placed a high priority on homeless
services and in the past 15% of the public service funds have been dedicated to that
priority.
Commissioners received the report. Commissioners made inquiries regarding the draw
down of CDBG awards, funding the CDBG applications, the City's use of General Fund
contributions to supplement CDBG applicants, concern for applicants' future dependency
on City CDBG funding, CDBG eligibility-for 2008 applicants, and the possibility of future
Section 108 Loans. Commissioners expressed frustration there were no CDBG
applications for housing projects. Commissioners spoke in support of funding the ADA
Street Improvements with the hope that in future years there would be more CDBG
applications for housing projects.

There were no commissioner comments.
There being no further business to come before the HRC, Chairperson Lamb adjourned
the HRC meeting at 6:20 p.m. to the next special meeting of the HRC to be held on
Wednesday, November 7, 2007 at 5:00 p.m. in the Council Chamber.

Chairperson Lamb stated historically the City Council has urged the HRC to allocate the
entire 15% allowed for CDBG public services funds to the homeless shelter. He
explained the City Council has asked the HRC to direct other CDBG public service fund
applicants to apply for funds from the City's Grants in Aid program. He expressed
disappointment no housing project applications were received this year. He noted the
County of San Luis Obispo determined the San Luis Obispo Housing Authority CDBG
application was ineligible to receive CDBG funds. He noted if the City funded the curb
and gutter projects now, it would not be necessary to fund them in the future. He
expressed hope future CDBG funds could be used for housing.
Jody Smith, representing the Homeless Shelter, thanked the HRC for supporting
homeless services and Prado Day Center. She noted homelessness is a social problem
which requires everyone working together to find solutions. She expressed hope that
someday there would be an end to homelessness in San Luis Obispo and noted
community stakeholders are working on a ten-year plan.
Cindy Johnson, representing 211 San Luis Obispo HOTLINE, asked the HRC to please
consider their grant application, without the anticipated federal funding because
HOTLINE will not receive that funding until 2010. She reported the 211 system should
be active in the next few months. She noted during the recent fires in Southern
California over 41,000 calls came into Southern California's 211 system. She urged the
HRC to be more flexible when allocating the CDBG public service funds and to include
HOTLINE as a recipient because the 211 system needs to be up and running as soon as
possible. She stated fifty percent of the calls currently received by HOTLINE are from
low-income people.
Chairperson Lamb reported that in May 2007 the HRC recommended $4,500 as
HOTLINE's 2007 GIA award and in June 2007 the City Council added an additional
$5,500 to the award making their total GIA award $10,000.
Patrick Wisner, current shelter resident, was grateful to shelter staff because they have
been assisting him in working towards getting a job and obtaining health insurance. He
was happy to report tomorrow he will start work for CAL Trans.
Daniel Brizette, current shelter resident, reported the homeless shelter has assisted him
by providing food and shelter when he fell on hard times. He is currently working with
shelter staff to get back on his feet.
Michael Forbes, current shelter resident, noted shelter residents come from all walks of
life. He indicated most have simply lost their place in society. He reported homeless
services assist shelter residents with job retraining. He encouraged the HRC to continue
funding the shelter because they need more funds in order to continue offering essential
services.
Trish Murlev, representative from Court Appointed Special,Applicants (CASA Grants
Assistant), encouraged the HRC to consider funding their CDBG grant application which

will offer assistance to teenagers currently in the foster care system. She reported many
of these teens are living in dismal conditions, not going to school, will become homeless
and/or pregnant if they do not receive assistance.
Chairperson Lamb encouraged Ms. Murley, to seek funding through the City's GIA
program.
Peter Dominguez, representative from Cuesta College Small Development Center,
urged the HRC to fund their grant application which is designed to assist in developing
positive economic growth in the community. He reported this year 500 individuals
attended their training classes. Also, they assisted eight start-up businesses which
created 69 jobs in the community. He further stated, should the Cuesta College Small
Development Center receive the funds, they would not allow themselves to become
dependent upon these grants.
Lillian Judd, representative from EOC, expressed hope that since HOTLINE was also
creating new positions in the community, the HRC could also consider their application in
the CDBG economic development criteria.
Housing Programs Manager Brown noted that in reviewing the HOTLINE application,
the bulk of the HOTLINE request.was of a public service nature with only a small portion
of the application relating to job creation and retention.
Seeing no other speakers, Chairperson Lamb closed the public hearing.
Commissioner Gingg spoke in support of the preliminary staff recommendations HRC
discussed at the special meeting of October 31, 2007.
Commissioner Pronsolino concurred and thanked all the speakers. He suggested
those speakers requesting CDBG service funds consider applying through the City's GIA
program.
Commissioner Rosales agreed with Commissioners Gingg and Pronsolino. She noted
she is familiar with the grant application process and stressed the importance of the HRC
focusing on each grant's proposal.
Commissioner Du Hv felt all the CDBG service project applicants were worthy. He
wanted clarification about what the HRC should consider when making their
recommendations to City Council. He surmised that while the HRC would want to review
all the CDBG service project applications, they would not be recommended for CDBG
funding because HRC would recommend all the CDBG service funds go the Homeless
Shelter. He asked the more tenured commissioners to confirm his assumption.
Chairperson Lamb replied his assumption was exactly what the City Council has
recommended.

Commissioner Duffy inquired if more applicants could be eligible for funding if they
were considered under other CDBG development criteria. He was unclear on the
rationale which requires CDBG applicants to select a category under which they are
applying. He didn't want to dismiss an applicant because they selected the wrong
category.
Housing Programs Manager Brown cautioned CDBG applicants are very careful when
selecting the category under which they are applying and should be considered under
the category the applicant has selected.
Deputy Public Works Director Mur ry reasoned the HRC went through the CDBG
review process so they could establish a clear direction. She remarked the HRC typically
reviews the CDBG applications in the context of the ranked CDBG priorities.
At 5:40 p.m. Chairperson Lamb suggested the HRC take a ten-minute break so
commissioners could quickly review the nine applications and see if any could be
considered under other categories. Commissioners agreed by consensus. The HRC
reconvened at 5:50 p.m.
Commissioner Duffy noted on the CDBG application, there are also 20 different
categories available. He wondered if it would be possible to partially fund an application
which was denied because the applicant was asking for funds under the public services
criteria but also could partially qualify if they used a different CDBG criteria.
Housina Programs Manager Brown responded the project description clearly
determines what category an applicant is applying even if an applicant incorrectly selects
a criteria box. He noted the HOTLINE 211 application would need to be substantially
restructured in order to be considered under the economic development criteria.
Human Resources Executive Assistant Kopeck v polled the HRC to determine if
commissioners had vested financial interests in any of the CDBG applications.
Commissioner Pronsolino indicated he is on the board of the Friends of Prado Day
Center but receives no financial benefits from them and felt he could make an unbiased
recommendation. Commission Rosales noted she is on the board of the Economic
Opportunity Commission but receives no financial benefits from them and felt she could
make an unbiased recommendation.
ACTION: Moved by Rosales/ Pronsolino to make the following CDBG funding
recommendations to the City Council:

BUSINESS ITEMS
Item 2. QUARTERLY REPORT— MAXINE LEWIS HOMELESS SHELTER._
(SMITH/JUDD/LAMB)
Jody Smith summarized the events, statistics, and needs of the Homeless Shelter for
the past quarter. She also reported local students conducted a "Make a Difference Day"
and cleaned up a section of San Luis Creek to benefit the homeless neighborhood. One
resident who lives on the creek called to thank her and said it looked wonderful.
Chairperson Lamb indicated City staff determined that due to land use entitlements the
Prado Day Center's current use permit already allows for it to extend its hours during
emergencies. He noted there is no need to amend the current use permit. He
suggested a collaboration of community stakeholders to devise a protocol for use of the
Prado Day Center during emergencies. Brief HRC discussion ensued and
commissioners agreed to invite Jody Smith from the Homeless Shelter, Dee Torres from
the Prado Day Center and Dave Smiley from the Friends of Prado Group to the NRC's
December 5, 2007 meeting to discuss community collaboration.
Commissioner Duffy noted he read in the Enumeration Data Survey there were 2,408
served but only 165 were in the shelter. He asked what did that mean.
Jody Smith explained the 165 were those people who were actually in the shelters the
night before the Enumeration Data Survey was conducted.
Commissioner Duffy asked if that meant 2050 were not in a shelter.
Jody Smith replied that was correct. She stated volunteers counted campsites, people
in river beds, Oceano dunes, and parks.
Lillian Judd clarified services provided were not only bed capacity but all homeless
services such as showers, food, ironing, clean shirts, etc.
Jody Smith noted the diners and dashers come in for a quick meal and then leave.
They were also reflected in the statistics.

provided great year-end reports and both had used all their funds in an appropriate
manner. He noted the Caring Callers year-end report was incomplete and agreed to
contact them and report back before the next GIA funding cycle.

The HRC agreed by consensus that Commissioners Duffy, Rosales and Gingg would
serve as the HRC representatives in the HRC's Work Plan Item 1 as follows:
1. Administer the annual disbursement of City support funding for non-profit.human
services, Grants-In-Aid (GIA) and Community Development Block Grant (CDBG)

COMMISSIONER COMMENTS
Chairperson Lamb noted the HRC traditionally does not meet.in January because the
date is usually New Year's Day or shortly thereafter. He asked commissioners if they
wanted to meet in January. Brief HRC discussion ensued. Commissioners agreed by
consensus not to meet in January: Staff will place this item on the December 5, 2007
agenda for formal action.

There being no further business to come before the HRC, Chairperson Lamb adjourned

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING THE 2008 CDBG PROGRAM AND ENDORSING THE SAN LUIS
OBISPO URBAN COUNTY'S DRAFT ONE-YEAR ACTION PLAN
WHEREAS, the City of San Luis Obispo is a participating jurisdiction in the San Luis
Obispo Urban County, along with the cities of Arroyo Grande, Atascadero, Grover Beach, and
Paso Robles and the County of San Luis Obispo; and
WHEREAS, said cities and County cooperatively administer several federal grant.
programs under the provisions of the Cooperative Agreement approved by the San Luis Obispo
City Council on July 13, 1999 and as amended on September 7, 1999, and under applicable U.S.
Department of Housing and Urban Development Department (HUD)rules; and
WHEREAS,pursuant to said agreement, the Urban County Public Participation Plan and
HUD rules, the City Council held a public hearing on January 22, 2008, to consider funding
recommendation by the Human Relations Commission (HRC), to review applications for federal
grant funding, and to consider public comments on community needs and the use of such funds;
and
WHEREAS, The Council has considered applications for Community Development
Block Grant (CDBG) funds, public testimony, the Urban County's proposed One-Year Action
Plan, including proposed funding allocations for the CDBG program, Home Investment
partnership (HOME), Emergency Shelter Grants (ESG), and the Special Urban Projects Fund;
HRC recommendation and staff report.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. Environmental Determination. The Council hereby determines that the
proposed funding actions are not"projects" as defined by Section 21065 of the California
Environmental Quality Act(CEQA), since they will not cause a direct or indirect physical change
in the environment and do not involve the issuance of a lease, permit, license, certificate or other
entitlement. Consequently, no further CEQA review is necessary.
SECTION 2.2008 Community Development Block Grant Program. The City's 2008
Community Development Block Grant Program, Exhibit#A, is hereby approved. The CAO is
authorized to approve final dollar amounts once HUD releases allocations with the understanding
to fully fund all projects except the City ADA Street Improvement Curb Ramps.
SECTION 3. One-Year Action Plan. The San Luis Obispo Urban County's Draft One-
Year Action Plan is hereby endorsed, Exhibit#B.

SECTION 4. Board of Supervisors Consideration. The Council hereby forwards the"
above actions to the San Luis Obispo County Board of Supervisors for consideration prior to the
Board's final action on the Urban County's 2008 Consolidated Plan.
SECTION 5. City Administrative Officer Authority. The City Administrative
Officer is authorized to act on behalf of the City in executing grant agreements and other actions
necessary to implement the approved Consolidated Plan and CDBG Program.

CONSOLIDATED PLAN AND ACTION PLAN OF THE URBAN COUNTY OF

WHAT: Public workshops will be held by the cities of Grover Beach,Paso Robles and San Luis Obispo.

WHAT'S BEING PROPOSED: The Urban County of San Luis Obispo has prepared a summary of draft
funding recommendations for the 2008 Consolidated Plan and Action Plan pursuant to the requirements of
the U.S. Department of Housing and Urban Development("HUb). The Consolidated Plan enables the Urban
County to receive funding through certain federal grant programs. Three basic goals govern these
programs: 1)provide decent housing,2)provide a suitable Irving environment,and 3)expand economic
opportunities. Each of these goals is intended to benefit persons whose incomes are below 80 percent of
median income.
The County Planning and Building Department acted as the lead agency in preparing the draft funding
recommendations,collaborating with.each of the cities throughout the process of conducting citizen
participation activities. The Action Plan describes activities proposed for funding through the 2008
Community Development Block Grant(CDBG), HOME Investment Partnerships(HOME),American Dream
Down payment Initiative(ADDI),and Emergency Shelter Grant(ESG)programs. HUD has not released the
2008 funding allocations;therefore,most participating jurisdictions of the Urban County used the 2007
entitlement allocation figures to prepare their draft funding recommendations. For its draft funding
recommendations,the County anticipates a reduction to both the CDBG and HOME programs.
Additional funds available to be allocated include$26,100 in CDBG program income by the City of Paso
Robles.
