CAO RECOMMENDATION
Approve a resolution declaring the gas range in the Ludwick Community Center as surplus
equipment after its upcoming replacement..
DISCUSSION
Overview
As detailed below, staff is planning to replace the gas range at the Ludwick Community Center
with one that will better meet user needs. Based on the estimated cost of the replacement of
$6,700, funding is available for this purchase and formal Council approval of the purchase is not
required,
However, the replacement of the gas range will result in surplus equipment with a value in excess
of$100. Under the City's Charter, surplusing equipment with a value in excess of$100 requires
Council approval. While this report outlines the background behind why the staff is planning to
replace the gas range, the specific action before the Council is to declare the existing gas range as
surplus equipment after it is replaced.
Background
As part of the 2003 remodel of the Ludwick Community Center, a gas range was installed in the
serving kitchen. The unit was required to be a commercial gas range, which by industry
standards defined it as NSF (National Sanitation Foundation) certified. Until recently, the only
NSF certified gas ranges available were equipped with continuously burning pilot lights to ignite
burners on demand.
The existing range in the kitchen has 12 burners. Staff and kitchen users have continually had
problems from the pilot lights being blown out by the code-required range ventilation system
which must be engaged during any use of the stove. This presents two problems:
1. There are no electronic sensors to detect the absence of flame and stop the flow of natural gas
to each pilot when they are blown out
2. Users who rent the room struggle or are incapable of relighting the pilots once they have gone
out.

Several remedies have been attempted, including airflow redirection, blocking the ventilation
system and an experimental retrofitting of the range with flame detecting thermo couplers. These
modifications have been unsuccessful and the range creates a continuing problem from both a
use and liability standpoint.
Staff researched how the range type was selected during the remodel project. The bid
specification identified a 60-inch Southbend model 322 commercial gas range. The model
installed was a Southbend X360 DD-3GL. This discrepancy was attributed to a model year
change by the manufacturer at the time of order. Regardless of this, the manufacturer did not
offer a model with electronic ignition at the time the remodel occurred. After consultation with
the City Attorney, there is no opportunity to make a claim with the design firm for not having
provided alternative range types with electronic ignition.
City staff confirmed the following limitations of the current range with the manufacturer:
1. There is no continuous mechanical venting in the kitchen space as there would be in an
industrial kitchen to offset any accumulating gas from malfunctioning pilots.
2. The unit is not equipped to stop pilot light gas flow when the pilots go out.
3. There is no electric ignition retrofit kit available for the model 360 range.
4. This model of appliance is intended to be used by professional cooking staff on a daily basis
where there would be trained, capable users able to keep the pilots lit.
The current users of this range are not kitchen professionals. This type of range is therefore not
appropriate due to difficulty in having to lift the 60-pound grill in order to locate and relight 12
burners.
Replacement Equipment Options
Commercial gas ranges must be NSF certified to be permitted for commercial use. In researching
a replacement stove with the architect for the Senior Center remodel, staff found a local
distributor out of Santa Barbara (Jordano's Food Service) which can provide NSF certified
replacement ranges with electronic ignition which is now manufactured by Southbend. The
purchase price of a Southbend range with electronic ignition is $6,605.01. This range can be
delivered and warranty service provided by Jordano's. In addition, there is a local repair company
that can also perform routine service on-site for this brand.
Disposal Options—Resolution Required
Under the City Charter, declaration of surplus of any property (including equipment and
furnishings) with a value of$100 or more requires Council approval by resolution.
The typical method of disposing of surplus equipment is through a generic auction company
retained by the City of San Luis Obispo. Because of the potential for better cost recovery through
resale of this particular item, staff is recommending that the City enter into a consignment
agreement with a commercial restaurant supplier, M&M Restaurant Supply in Santa Maria. This
would involve transporting the outgoing range on the floor at the seller's storefront location until
sold. There may be minor costs to make the unit ready for resale and the seller would charge a

30% commission upon resale. The typical asking price for a used commercial stove is about half
the original list price. Current list price for the comparable standing gas pilot model from
Southbend is $11,274.
CONCURRENCES
The Parks and Recreation department concurs with this recommendation.
FISCAL IMPACT
There is no direct fiscal impact from declaring the stove surplus. Funding is available in the
Completed Projects account to cover the$6,700 replacement cost for the new unit.

RESOLUTION NO. (2008 Series)
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
DECLARING EQUIPMENT AS SURPLUS PROPERTY
WHEREAS, the City Charter requires that the Council approve the sale or disposal of surplus
property with an estimated value greater than $100; and
WHEREAS,the Department of Public Works has identified equipment no longer needed by the
City.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as
follows:
SECTION 1. Upon its planned replacement, the following item is will no longer needed by the
City and is surplus property:
One Southbend X360 DD-3GL Commercial Gas Range
SECTION 2. Disposal of the property shall be made by sale at public auction or by another
method of disposal in accordance with the City's surplus property policy as determined by the Director
of Finance& Information Technology to be in the best interest of the City.
