Approve Specifications for Community Development Block Grant (CDBG) Curb Ramp Installation and Modification, "Specification No. 90738" and authorize staff to advertise for bids. 2. Authorize the CAO to award to the lowest responsible bidder if it is within Engineer's Estimate. DISCUSSION Background This project is part of an ongoing program to construct sidewalk ramps. These projects are paid for in part with CDBG funds, as they meet one of the basic criteria of CDBG funding — to provide access for the disabled. The ramps are part of the City's effort to implement the Americans with Disabilities Act. In accordance with the City's pavement management plan, sidewalk, drainage and curb ramp improvements have been designed for Area 1. Curb ramps included in this project will be installed prior to paving and slurry sealing programs which will start later this year. Project Highlights Twenty-one curb ramps will be constructed at corners where curb ramps do not currently exist to provide accessibility and meet ADA requirements. Sixty-four corners, where existing sidewalks are flush with the pavement (street surface) or where the existing ramp meets current ADA requirements with the exception of the existence of truncated domes, will be retrofitted with Detectable Warning Material (truncated domes) to meet current ADA requirements. Twenty- eight corners, where the existing ramps do not meet current ADA requirements, will have the existing ramps removed and new ramps will be installed to meet current ADA requirements. A total of one hundred thirteen existing street corners in Area 1 will be retrofitted with new curb ramps or truncated domes to meet ADA requirements. Attachment 1 provides a site plan of the various intersections throughout Area 1 where work will be completed as part of this project. CS-1 Report Title Page 2 CONCURRENCES Many of the curb ramps included in this project are located within the 100 or the 500 year flood zone and, as such are subject to lengthy National Environmental Protection Act (NEPA) flood zone review. This project is now in the process of obtaining environmental clearances from the Community Development Department and the County Environmental Coordinator who oversees the CDBG program. NEPA guidelines allow for the project to advertise and bid prior to full NEPA clearance; however the project will not be awarded until environmental clearances are obtained. The expected date for clearance is May 1, 2008. Staff wishes to proceed as quickly as possible with the project in order to complete the ramp construction prior to paving in Area 1. For this reason staff is recommending advertising now and delaying award, if necessary, for the NEPA clearance. FISCAL IMPACT This project is included in the 2007-2008 Financial Plan, pg. 3-261 with $270,000 budgeted. Additional CDBG funds have been carried over from previous years in the amount of$130,000 for a total of$400,000 available for this project. Engineer's Estimate: $346,000. Total Budget- $400,000 Contingencies: 51,900 Total $397,900.
