HomeMy WebLinkAbout03/04/2008, A1 - APPOINTMENT TO COUNTYWIDE 10-YEAR PLAN TO END CHRONIC HOMELESSNESS LEADERSHIP COUNCIL Council j acEnaa REpoRt 'ten , / CITYOF SAN LUIS O B I S P O FROM: Mayor Dave Romero Prepared By: Brigitte Elke, Principal Administrative Analyst SUBJECT: APPOINTMENT TO COUNTYWIDE 10-YEAR PLAN TO END CHRONIC HOMELESSNESS LEADERSHIP COUNCIL RECOMMENDATIONS: As recommended by the Mayor, appoint Vice-Mayor Paul Brown as the City representative to the Leadership Council for the development and implementation of the Countywide 10-Year Plan to End Chronic Homelessness. DISCUSSION Background In December 2007 the County of San Luis Obispo commissioned Homebase of San Francisco to develop the Department of Housing and Urban Development (HUD) stipulated "10-Year Plan to End Chronic Homelessness". The development of the plan is essential to secure continued funding of programs financed through HUD and will mark the beginning of a countywide collaboration to address the needs of the County's homeless population. The San Luis Obispo Countywide 10-Year Plan will be a strategic document, with goals and action steps that set the direction of policy and resources to this end. What Issues will the Leadership Council Seek to Address? The Leadership Council will oversee the development of the 10-Year Plan, setting the vision, mission and guiding principles for the subject matter committees. The Council will review all Plan Chapters as they emerge from the committees, and consider implementation strategies. There are four committees providing this information and City staff is represented in Finance and Administration (Brigitte Elke, Principal Administrative Analyst) and Short Term and Permanent Housing (Kim Murry,Deputy Director Community Development). The remaining committees address Prevention &Discharge and Supportive Services. What will be the Tasks of the Leadership Council? The Council will consider general data, research, and best practices developed by the sub- committees and define the scope and attributes of chronic and family homelessness throughout SLO County. It will finalize all goals, strategies, action steps, and outcome measures for the plan and approve the administrative structure to support the implementation and oversight of the plan. Council Appointment—Countywide 10-Year Plan to End Chronic Homelessness Page 2 It will champion the final plan for plan announcement, publicity, and see it through final adoption by the County Board of Supervisors and City Councils. Who Should Serve on the Leadership Council? The SLO Countywide 10-Year Planning Process to End Homelessness seeks the focused participation of all homelessness stakeholders in the communities of San Luis Obispo County. Members of the Leadership Council will include representatives from city and county government, human services and homelessness service providers, the private sector, churches, universities, businesses, media, philanthropic organizations and other sectors that are critical in the successful development and implementation of the 10-Year Plan. Due to his appointment as Council representative to the Board of the Economic Opportunity Commission and his involvement with the County Homeless Services Coordinating Council, Vice-Mayor Brown is recommended to represent the City's interests in the development and implementation of the 10-year plan and serve on the Leadership Council.
