Walter, Public Works Director Prepared By: Daniel Van Beveren, Senior Civil Engineer SUBJECT: REQUEST FOR PROPOSALS FOR WATER TANK REMOVAL AND PUMP STATION UPGRADE CAO RECOMMENDATIONS 1. Approve the Request for Proposals for the Highland Water Tank Removal and Rosemont Pump Station, Specification No. 90450. 2. Authorize staff to advertise for design proposals. 3. Authorize the CAO to award a design contract if the proposed cost is less than the estimated amount of$100,000. DISCUSSION The Highland Water Tank is located at 12 Highland Drive, a City-owned property near the top of Highland Drive (see the attached Vicinity Map). The tank is approximately 50 years old and is in poor condition. As residential development has occurred in the northern portion of the City, and in particular, with the construction of the Ferrini Tank, the Highland Tank is no longer a necessary component of the City's water distribution system. Removing this aged tank from service would eliminate potential liability associated with the substandard condition of the tank. In the mid 1990's a new water tank, the Rosemont Tank, was constructed approximately 1500 feet northwest of the Highland Tank. Two small pumps were also constructed adjacent to Highland Tank so that water could be pumped to the Rosemont Tank. These two pumps are undersized and not capable of providing fire protection flows into the zone served by the Rosemont Tank. Upgrading these pumps would improve the City's water distribution system through greater fire protection capabilities in the Rosemont Zone. This project addresses the two issues discussed above, and would involve two phases. The first phase of this project would be the abandonment and demolition of the existing Highland Tank. The second phase of this project is the construction of a new municipal pump station which would be capable of delivering fire protection flow into the zone served by the Rosemont Tank. This new pump station would be constructed on the property currently occupied by the Highland Tank. A Request for Proposals (RFP) has been prepared to solicit design services specific to this project. Approval of the recommended action will allow staff to select a qualified consultant to prepare contract documents for this project. Once these plans are completed, they will be presented to City Council for approval and authorization to advertise for construction bids. �y/ Request for Proposals for Water Tank Removal and Pump Station Upgrade Page 2 FISCAL IMPACT This project is identified in the 2005-07 Financial Plan, Appendix B — Capital Improvement Plan, page 74, with $350,000 budgeted for this project. These funds are located in the Water Distribution Master Plan Implementation account, which has a current available balance of $1,020,575. A budget amendment request will be prepared to transfer the appropriate budget amount into the Rosemont Pump Station project account at time of the bid award for design services.
