Approve Special Provisions for the Railroad Safety Trail Phase 4, Specification No. 90347. 2. Authorize staff to advertise for bids. 3. Authorize the CAO to award a construction contract if the lowest responsible base bid is within the engineer's estimate of$740,000. DISCUSSION In August, 2007, the CAO awarded a contract to Wallace Group, Inc. for the design of Phase 4 of the Railroad Safety Trail. The plans and specifications have now been completed and are ready to advertise for construction bids. This phase of the Railroad Safety Plan consists of the construction of a new Class 1 bike facility between the 101 freeway and Foothill Blvd (see attached Vicinity Map). Phase 4 of the Railroad Safety Trail was originally defined in the Capital Improvement Plan as only the portion between Hathway Avenue and Foothill Blvd. Along this stretch, the pathway is located entirely on City right-of-way, and runs between the Union Pacific property line and the existing palm trees along the western edge of California Blvd. The width available along this stretch is fairly restricted, and the railroad tracks are at a lower elevation than the adjacent surface of California Blvd. The pathway has been designed with a short retaining wall along the Union Pacific property line which will allow the pathway surface to be constructed high enough to allow pathway drainage to flow toward California Blvd. This portion of the project (between Foothill and Hathway) is specified in the plans as the "base bid"portion of the project. In 2007, staff was successful in receiving a construction grant fora bicycle bridge across the 101 freeway. This bridge will be a vital component of the Railroad Safety Trail and will be included in a future project. In order to accommodate this additional component of the trail, the Phase 4 project has now been extended southward toward this future bridge. This extended portion of pathway is located on property owned and controlled by the Union Pacific Railroad. Negotiations are currently taking place between the City and Union Pacific Railroad to obtain a license agreement which will allow us to construct this extended portion. If a license agreement is in place at the time of the award of the construction contract, then this portion would be included in the contract. Otherwise, only the originally scoped "base bid" portion of the project would be included. This additional portion of the project (between Hathway and the 101 freeway) is specified in the plans as "additive alternate#1". es-1 I Railroad Safety Trail—Phase 4, Specification No.90347 Page 2 CONCURRENCES The City Community Development Department has approved Environmental Clearance of this project through an Initial Study/Negative Declaration pursuant to the California Environmental Quality Act(CEQA). FISCAL IMPACT This project is identified in the 2005-07 Financial Plan, Appendix B — Capital Improvement Plan, page 210, with $624,000 budgeted for this project. In 2006, the City received a grant through the Bicycle Transportation Authority (BTA) in the amount of $540,000 to supplement the existing project budget. Existing TIF funds were kept in the project account to cover any additional project costs above the amount of the BTA grant. The estimated combined cost of the base bid plus the additive alternate portion of the project is $740,000. Currently, the project account contains a balance of$1,091,000, which is sufficient to cover the estimated construction costs. This important project, which has been in the works for so many years, deserves to go forward as soon as possible. It will not only make it safer for students, staff and faculty to go to and from Cal Poly and the Downtown, but it will also relieve traffic congestion in the neighborhood. The SLO Rotary Club under the leadership of Roxanne Carr has decided to make fund raising for the "Missing Link" portion of this trail a Club priority this year. See the attached brochure for the details. Rotary has decided to donate $50,000 to the City toward the safety fencing and to conduct a community fund raising campaign to try to fund the construction of the trail from Foothill north to Cal Poly, so that it may open at the same time as Phase.4 of the trail. The brochure will be sent out to most city residents near the beginning of April. The Rotary requests their donation be placed on the Council agenda during early April, if possible.
