DISCUSSION Part of a Major City Goal established by Council during the 2007-09 Financial Plan was the expansion of the Santa Rosa Park multi-use court to accommodate the needs of the roller hockey community. Staff has been working with stakeholders on the design of this project and preliminary estimates indicate that the cost to complete the work will exceed the $180,000 that City Council allocated for the project. Until a specific design alternative is selected for the project, the exact amount of additional funding needed to complete the project remains unknown at this time. Once determined, staff will return to Council with a full report and specific funding needs. In anticipation of the need for supplemental funding, staff has begun a discussion with the roller hockey user groups about the possibility of undertaking fundraising efforts. Additionally, staff researched an opportunity for grant funding through the Robert H. Janssen Foundation, a local foundation that assists in funding projects which benefit sports and young people. The deadline to apply for the 2008 Janssen Foundation grant was immediate, forcing staff to submit an application for grant funding prior to seeking Council approval, as is policy. A request for $25,000 was submitted to the Janssen Foundation on March 10, 2008 (see Attachment 1 for the grant application). On Monday, March 17, 2008 staff received word from the Board of Directors that the Foundation awarded a $20,000 grant to the City to help offset costs associated with expansion of the roller hockey rink. In keeping with fiscal policy, staff is asking the City Council to accept the $20,000 grant from the Robert H. Janssen Foundation. Cly - � �- ll Janssen Foundation Grant Application Page 2 FISCAL IMPACT There is no fiscal impact associated with the grant application. As noted above, the Janssen Foundation awarded the City a $20,000 grant, which will be used to supplement the existing budget for the roller hockey rink expansion project. ATTACHMENTS 1. Box 14046 San Luis Obispo, CA 93406 Dear Members of the Janssen Foundation: The City of San Luis Obispo, in collaboration with various community organizations,is seeking to expand the roller hockey/multi-use court at Santa Rosa.Park. This project helps to fulfill a major city goal of enhancing opportunities for our youth and will provide a facility that all ages can use and enjoy. Background In 1996, the San Luis Obispo County YMCA was interested in finding a permanent facility for their roller hockey league. There was an attempt to place a facility at the old San Luis Junior High School campus but the neighborhood was not supportive of having a facility in that area. The YMCA then approached the City of San Luis Obispo, which had recently begun a supervised skate park at the Santa Rosa Park multi-use court. An agreement was made between the two agencies, with the YMCA making improvements to add asphalt around the existing court, place a special coating for roller hockey use and enclose the multi-use court area. The City retained first priority of use with the YMCA being granted use once City programs were scheduled. Over the past few years, the City's skatepark program grew to the point that in 2004, a separate skatepark facility was built adjacent to the multi-use court, which then allowed the YMCA to be the majority user of the multi-use court. As a part of that expansion, the City and YMCA collaborated once again to install two light poles to improve the court lighting for roller hockey; a portion of financial support for that project came from a$2,000 grant from the Janssen Foundation. Current Situation Although the original intent to improve the Santa Rosa multi-use court was to house the YMCA's youth roller hockey program, additional roller hockey and roller skating groups have come to utilize the facility. The multi-use court has always been able to accommodate the younger players but not large enough to support league play for teen players through adult, resulting in this age group having to travel to Santa Maria or other communities to play on a larger court. It has now been over 12 years since the initial improvements were made to the multi-use court for accommodating roller hockey leagues. There has always been a noticeable seam where the ��a -3 J ATTACHMENT asphalt meets the concrete and the expansion of those seams during warm weather has caused considerable cracking in the special coating. Presently, there is a significant amount of displacement along the seams and the efforts to patch and smooth the area are becoming more difficult. The groups using the facility are seeing their skaters having difficulty with negotiating the area around the seams. When the original concrete pad was installed in the late 1950's, a considerable amount of rebar was used to stabilize the court. At some point after the 6.5 San Simeon earthquake in 2003, a significant crack has occurred across the middle of the court but has not shifted due to the amount of rebar in the pad. Expansion Project and Costs During the Council Goal Setting session in 2007, the roller hockey community came forward and requested an expanded facility. The City Council found that the project was important enough to consider it as a Major City Goal for the 2007-09 Financial Plan and allocated$180,000 for the construction/renovation of the roller hockey rink. City staff along with Wallace Group, a local engineering firm, has worked with the various stakeholders - San Luis Obispo County YMCA, Central Coast Roller Hockey League, Cal Poly Roller Hockey Club, Women's Roller Derby and Adult Informal Hockey Group—to determine their needs for an enhanced facility which can accommodate all ages. This group has come up with a plan to demolish the existing rink/court surface and replace it with a post-tension concrete slab, enhanced chain link fencing, new dasher boards and add two more light poles. Estimated cost for demolition, procurement and construction is $278,300; the City has allocated $180,000 towards the project but will need nearly $100,000 from the community in order for the project to be completed. The project is scheduled to begin later this year. A preliminary budget is attached to our request. Request At this time, we would like to request$25,000 from the Janssen Foundation to help offset some of the costs. The City is taking the lead on this project and we are hopeful that the support from the Janssen Foundation will supplement additional fund raising efforts that will be undertaken by the stakeholders to see this project through to completion. (2008 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO ACCEPTING A $20,000 GRANT FROM THE JANSSEN FOUNDATION FOR RENOVATION OF THE ROLLER HOCKEY RINK WHEREAS, as part of the 2007-09 Financial Plan, the City Council established a Major City Goal to expand the Santa Rosa Park multi-use court to accommodate the needs of the roller hockey community; and WHEREAS, the City Council allocated $180,000 for the project, and preliminary estimates indicate that additional funding will be needed to complete the renovations to the roller hockey rink; and WHEREAS, the Parks and Recreation Department researched the availability of grant funding, and subsequently applied for funding through the Robert H. Janssen Foundation; and WHEREAS, the Robert H. Janssen Foundation has awarded the City of San Luis Obispo a grant of$20,000 to be used for renovations to the roller hockey rink. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that it hereby accepts a grant of$20,000 from the Robert H. Janssen Foundation for renovations to the Santa Rosa hockey rink.
