CAO RECOMMENDATION Adopt a resolution, as recommended by the Cultural Heritage Committee (CHC), to: 1. Remove the following properties from the Contributing Properties List: 1153 Buchon, 585 Dana, 595 Dana, 969 Islay, 1228 Mill, 680 Monterey, 970 and 972 Nipomo, 1419 Osos, 1423 Osos, 1249 Palm, 1302-06 Palm, 1334 Palm; 1352 Palm, 1365 Palm, 533 Pismo, 1020 Pismo, 1028 Pismo, 1036 Pismo. 2. Add the address of 1022 Church to the Contributing Properties List. 3. Change the address of the Contributing Property listed at 1018 Islay to 1022 Islay. REPORT IN BRIEF The CHC recommended a number of changes to the Contributing Properties List, as more particularly described in the report. The changes are needed to reflect new street addresses, changes to, or demolitions of historic buildings. If approved, the recommended action would ensure the Contributing Properties List accurately includes existing, historically-designated properties. The action would not add new properties to the List, but simply remove former historic properties that have moved or no longer exist, or update street addresses for historic properties. DISCUSSION Advisory Body Recommendation At its January 28, 2007 public hearing, the Cultural Heritage Committee voted unanimously to recommend the City Council approve updates to the Contributing Properties List (Attachment 1). The properties recommended for removal from the Contributing Properties List include the following addresses: 1153 Buchon, 585 Dana, 595 Dana, 969 Islay, 1228 Mill, 680 Monterey, 970 and 972 Nipomo, 1419 Osos, 1423 Osos, 1249 Palm, 1302-06 Palm, 1334 Palm, 1352 Palrn, C3 �f Council Staff Report-Contributing Properties List Update April 1, 2008 Page 2 1365 Palm, 533 Pismo, 1020 Pismo, 1028 Pismo, 1036 Pismo. The building addressed 1022 Church was recommended to be included in the Contributing Properties List since it was already part of a listed historic duplex; and property listed as 1018 Islay was recommended to be changed to 1022 Islay. Changes to the Contributing Properties List of Historical Resources require a public hearing before the CHC, a recommendation to the City Council and Council action. Based on the advisory body recommendations, public testimony, and staff analysis, the Council should determine whether the Contributing Properties List should be updated as recommended. If the Council concurs with the recommended updates, it should adopt the attached resolution, Attachment 2, updating the Contributing Properties List. Background—Historic Resources One of the Cultural Heritage Committee's duties is to maintain the Contributing Properties List and Master List of Historic Resources. Properties listed under the "Master List of Historic Resources" include buildings or sites that meet Council-adopted eligibility criteria and have significant historic or architectural value. "Contributing" properties consist of buildings or other structures that are at least 50 years old, have retained most or all of their original architectural character and contribute to the historic character of their neighborhoods. These lists are published in the Historical Preservation Program Guidelines and on the City's website. The purposes of the historic listing are to: 1) recognize buildings which contribute to the City's architectural, cultural and historical diversity, 2) help preserve and restore buildings which are historically or architecturally significant; 3) help preserve the historic character of neighborhoods, and 4) to identify properties eligible for historic preservation incentives, such as rehabilitation loans,tax incentives, or more flexible building or zoning codes. Staff recently conducted a field review of Contributing Properties and in the course of photographing properties, noted some discrepancies in the Contributing Properties List. These are discussed below and consist of two different types of situations: 1. Buildings originally listed as Contributing Properties that have been removed or modified to such an extent that they are no longer retain architectural or historical significance; and consequently, should be removed from the List. 2. Addresses that have changed since the property was originally listed. In these cases, the address listed in the Contributing Properties List is no longer valid and the historic property's listed address needs to be revised. The status of each of the Contributing Properties was verified 1) through on-site inspections, 2) by verifying the accuracy of information in the CRC's historic survey information for each property, and 3) by comparing historic documentation with field data and with information listed in the City's Land Use database. The database provides recorded information for all of the properties located within the City limits, including historic information and images for all C3 -� Council Staff Report-Contributing-Properties List Update April 1, 2008 Page 3 Contributing and Master List properties. Staff also noted typos that needed correction in the historic list and will correct these as part of the update. Description of Recommended Changes Staff has identified several necessary changes to the Contributing Properties List. These changes are described below, in two categories: A. The originally listed buildings have been demolished, moved or modified to such an extent that they are no longer "contributing." Remove the following addresses from the Contributing Properties List. 1. 585 Dana: The contributing duplex at 585 Dana Street was demolished in 2001 to accommodate the Soda Water Works Redevelopment project, and the address 585 Dana was retired. Therefore, 585 Dana should be removed from the List. 2. 595 Dana: The address was part of a contributing triplex shared with 1015 A/B Nipomo. The triplex was demolished in * ;4 a_„• 2001 to accommodate the Soda Water Works Redevelopment Former location of595Dana project, and the address 595 Dana was retired. Therefore, this address should be removed from the List. 3. 969 Islay: The contributing property was originally occupied by the SLO Soda Water Bottling warehouse. The warehouse was F� demolished and all that remains is a wooden fence that is associated with the adjacent property. The 969 Islay address has been retired and the site is being used as a courtyard area for 1604 Morro. Therefore, the address should be removed from Contributing Properties List. 969 Islay 4. 1228 Mill: The contributing house was demolished in 1991 T and replaced with a detached common laundry building to serve the adjacent buildings. Thus, 1228 Mill should be removed from the List. 680 Monterey: The property was the original site of the Thomas Norton home, built in 1891. The home burned in 1953 and all that remains is a public parking lot that serves the County Historical Museum. Since there is no "contributing” historic building, the property address should be removed from the List. t 680 Montereye -< C3 - 3 Council Staff Report-Contributing i'roperties List Update - April 1, 2008 Page 4 5. 970/972 Nipomo: The contributing duplex located at this address was moved to 578 Buchon in 1997 to accommodate a k public parking lot. The Contributing units are now listed at 578 Buchon. All that remains at the Nipomo St. addresses is a �= surface parking lot. Therefore, 970 and 972 Nipomo should be removed from the List. 970 and 972 Nipomo 6. 1419 and 1421 Osos: The contributing duplex had two addresses — 1419 and 1421 Osos. In 1988, the address for 1419 Osos was retired. The building then became 1421 Osos, units A and B. Therefore, 1419 Osos should be removed from the List. t 1421 A and B Osos 7. 1423 Osos: This refers to the property at the rear of the duplex r listed above, at 1421 Osos. The property had a contributing duplex, addressed as 1423 and 1425 Osos. The rear duplex was + demolished and a new duplex built in 1991. Consequently, 1423 Osos should be removed from the List. Therefore, the address should be removed from the List. n r � s 1352 Palm 11. 1365 Palm: The contributing house was demolished in 1991 and replaced with a triplex — 1375 A/B Palm and 925 Pepper. 011 Therefore, 1365 Palm should be removed from the List. Therefore, 533 Pismo should be removed from the Contributing Properties List. 533 Pismo e- D. i 14. 1020 Pismo: The property was the original site of the Grace Church Sunday School building. In 1994, the Sunday school structure was relocated outside the City limits to accommodate the Church's expansion. Hence, the 1020 I Q p n Pismo address should be removed from the List. I B1 ®C u 15. 1028 Pismo: The contributing house was demolished in 1994 as part of the Grace Church expansion. Therefore, the address should be removed from the List. Grace Church expansion 16. 1036 Pismo: The contributing house was demolished in 1992 as part of the Grace Church expansion. Therefore, this address should be removed from the Contributing Properties List. B. The following addresses have changed since the original historic listing in 1983 and the listed addresses are no longer valid. Revise the following addresses as noted. 1. 1153 Buchon: The address was part of a duplex shared with 1151 Buchon. In 2002, the duplex units were combined under one address, and the contributing historic building C3 -5 Council Staff Report-Contributing Properties List Update _ April 1, 2008 l ;� Page 6 - remains as 1151 Buchon. The address 1153 Buchon should be removed from the Contributing Properties List. 1151 Buchon 2. 1018 Islay: The List references one unit of a duplex — 1018 Islay. The second unit of the duplex, 1022 Islay, was not listed although physically is part of the originally listed building. In 2004, the duplex was converted into a single- family residence and the property retained the address of 1022 Islay. All modifications were in the interior and the building maintained its Contributing characteristics. Therefore, the 1018 Islay address should be changed to 1022 1022 Islay Islay. 3. 1302-06 Palm: With the demolition of a four-unit apartment in 2006 as part of the historic Michael Righetti house rehabilitation, the addresses 1302-06 Palm were retired and replaced as 1314 Palm. Consequently, the m` addresses 1302-1306 Palm should be removed from the Contributing Properties List. The Michael Righetti House is ,= . listed on the Master List of Historical Resources, located at 1314 Palm. 1314 Palm- C. To maintain consistency, the following property address should be added to the Contributing Properties List: 1. 1022 Church: This property contains a duplex on one parcel, with units addressed as 1018 and 1022 Church. Both units face Church, are connected and have identical architectural characteristics, but only the 1018 address is -H included on the Contributing Properties List. For clarity, 1022 Church should be added to the Contributing _ `— Properties List. 1018 and 1022 Church FISCAL IMPACT Approval of the updates to the Contributing Properties List will not have any significant fiscal impact. ALTERNATIVE Continue the updates item for additional information or study, and specify the additional information or analysis needed. There is no mandated deadline for action on this item. (Jeff Hook) Jeff Hook presented the staff report, noting that the Contributing Properties List needed updating because some historic buildings had been removed and some property addresses had changed since the historic list was adopted. Committee member Miller asked about the historic status of 1256 Mill Street. He questioned whether it was on the updated Contributing Properties List but not on the original list. Mr. Hook said he would check on that property and get back to the Committee. On a motion by Committee member Wheeler, seconded by Committee member Crotser, the Committee voted 7:0 to recommend that the City Council: 1. Remove the following addresses from the Contributing Properties list: 1153 Buchon, 585 Dana, 595 Dana, 969 Islay, 1228 Mill, 680 Monterey, 970 and 972 Nipomo, 1419 Osos, 1423 Osos, 1249 Palm, 1302-06 Palm, 1334 Palm, 1352 Palm, 1365 Palm, 533 Pismo, 1020 Pismo, 1028 Pismo, 1036 Pismo; 2. (2008 SERIES) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO UPDATING THE CONTRIBUTING PROPERTIES LIST.. WHEREAS, the City Council adopted Resolution No. 5197 (1983 Series) which established the "Master List of Historic Resources" and "Contributing Properties List" (collectively referred to as "Historic Resources"), along with procedures for adding properties to those lists; and WHEREAS, on January 28, 2008, in accordance with such procedures, the Cultural Heritage Committee held a public hearing to consider updating the Contributing Properties List due to changes in the status of properties' historical and/or architectural significance or their street addresses; and WHEREAS, at the said meeting the Cultural Heritage Committee reviewed the historical documentation for the following properties and recommended that the City Council remove these properties from the Contributing Properties List of Historic Resources: • 1153 Buchon Street, • 585, 595 Dana Street; • 969 Islay Street; • 1228 Mill Street; • 680 Monterey Street; • 970,972 Nipomo Street; • 1419, 1423 Osos Street., • 1249, 1302-06, 1334, 1352, 1365 Palm Street; • 533, 1020, 1028, 1036 Pismo Street; and. WHEREAS, at said meeting, the Cultural Heritage Committee also reviewed the historical documentation for the property located at 1022 Church Street, and recommended that the City Council includes this address on the Contributing Properties List of Historic Resources; and C3 - 9 Resolution No. (2008 Series) Attachment 2 Page 2 WHEREAS, at said meeting, the Cultural Heritage Committee also reviewed the historical documentation for the property located at 1018 Islay Street, and recommended that the City Council replace the property's address with 1022 Islay Street; and WHEREAS, this City Council considered the Cultural Heritage Committee's recommendations at a properly noticed and advertised public hearing on April 1, 2008, in accordance with the historic preservation guidelines established by City Council Resolution No. 6157 (1987 Series). NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of San Luis as follows: SECTION 1. Removal of Properties from the Contributing Properties List. The following properties do not contribute to the historic and architectural character of the City or meet the criteria for inclusion on the Contributing Properties List and are hereby removed from the Contributing Properties List: • 1153 Buchon Street; • 585, 595 Dana Street; • 969 Islay Street; • 1228 Mill Street; • 680 Monterey Street; • 970, 972 Nipomo Street; • 1419, 1423 Osos Street; • 1249, 1302-06, 1334, 1352, 1365 Palm Street; • 533, 1020, 1028, 1036 Pismo Street. SECTION 2. Addition to Contributing Properties List. The property located at 1022 Church is already part of a contributing historic structure and contributes to the historic and architectural character of the Railroad Historic District and is hereby included on the Contributing Properties List. SECTION 3. Replace Address of a Property on the Contributing Properties List. The address for the property listed as 1018 Islay has been retired and replaced with 1022 Islay. The property located at 1022 Islay has been found to contribute to the historic and architectural character of the City and shall replace the property's previous listing as 1018 Islay Street. SECTION 4. Environmental Determination. The City Council hereby determines that this action is not a "project" as defined in Article 20 of the California Environmental Quality Act C3 � � Resolution No. (20Us Series) 1 1ttacbment 2 Page 3 (CEQA) since it does not have the potential for resulting in a physical change in the environment, and therefore, is not subject to environmental review requirements. SECTION 5. Publish Revised Contributing Properties List. The Community Development Director is hereby directed to amend the Contributing Properties List to include the above listed changes and to publish revised historic resource listings for public distribution. SECTION 6. Recording of Historic Properties. The City Clerk is hereby directed to record the changes to the properties'historic designation with the County Recorder,pursuant to State Law.
