SUBJECT: PARKING GUIDANCE SYSTEM, SPECIFICATION NO. 90433
CAO RECOMMENDATION
1. Approve the Request of Proposals for Parking Guidance System design and equipment
acquisition.
2. Authorize the CAO to execute agreements with the selected consulting firm if project costs
are within the engineer's estimate of$200,000.
DISCUSSION
As part of the FY 2003-05 Financial Plan, the Council approved and funded the installation of a
Parking Guidance System (PGS) to direct motorists to parking facilities in and around downtown
San Luis Obispo. The PGS was also identified in both the Court Street and Chinatown EIR's as
tools to help direct project trips to the various parking structures to minimize vehicles circulating
the downtown streets. The purpose of the PGS is to help manage downtown traffic and parking
demand by directing motorists to parking structure entrances. The system will include signs
along main roads in the downtown which display real-time information on the number of
available parking spaces in each parking facility. By providing the public with timely and
accurate information, motorists can make informed decisions about where they wish to park. The
project was also identified by Council as a high priority in the 2007-09 Financial Plan, being
included as a Major City Goal for the Downtown.
This project is separated into two primary tasks, the first being design & equipment acquisition
and the second being system construction and setup. Due to the unique character of the project
staff has determined that purchasing the equipment directly will be the most cost effective
method and will better assure equipment compatibility. This particular request for proposals is
for the first task, design & acquisition, on which Public Works and Finance & Information
Technology staff have collaborated and prepared the RFP. Once a design has been completed
and equipment acquired, Public Works staff will pursue the second task and request
authorization to advertise for construction bids.
FISCAL IMPACT
This project is identified in the FY 2003-05 Financial Plan (page E-9) and Appendix B (pages
200 and 201) where $200,000 is allocated for design and equipment and $140,000 is allocated
for construction. Due to priority shifts for CIP engineering staff, this project has been delayed
since the 2003-05 financial plan, however traffic engineering staff has taken lead and is now
moving forward on this project.

ALTERNATIVES
The Council may defer construction until a later date. However, staff anticipates construction
costs will only continue to increase over time, and progress towards completing a Major City
Goal will be delayed.
