Walter, Public Works Director'q'Iw Prepared by: Manuel Guzman, Engineer I SUBJECT: STREET RECONSTRUCTION 2007-08 PROJECT, SPECIFICATION NO. 90729 CAO RECOMMENDATION: 1) Approve plans and Specifications for the Street Reconstruction 2007-08 Project, Specification No. 90729. 2) Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest responsible bid is less than or equal to the Engineer's Estimate of$627,000 ($572,000 General Fund, $34,000 Water System Improvements and $21,000 Collection System Improvements.) DISCUSSION The City's Pavement Maintenance Plan (PMP) was adopted by the City Council on April 14, 1998. Two key elements of the PMP are the establishment of nine principal areas within the City, and a plan in which each of these areas will receive maintenance every eight years through a rotating schedule, within the ninth area, the downtown, being handled on a coordinated basis with other work in the same area, rather than on a fixed schedule. Beginning in 1998-99 pavement maintenance work began in Area 1 and was performed annually through 2005 in each of the eight outlying areas. This is a revolving schedule, meaning that once work was completed in Area 8, work could then resume the following year in Area 1. Budgetary challenges for the past four years have forced reductions in program funding as well as a postponement of the area paving rotation schedule. As a result of these funding reductions, work in Area 1, originally scheduled for 2005-06 has not yet been performed. Thanks to the passage of Measure Y in November 2006, the citizens of San Luis Obispo expressed their preferences for increasing the level of funding for neighborhood street paving, and this delayed work will be restarted, allowing the City to resume the Area paving program originally envisioned. The objective of this year's Street Reconstruction Project is to overlay with new asphalt selected streets in area 1. Earlier this year, Applied Research Associates, Inc. (ARA), a private consulting firm specializing in pavement design and deflection testing, was awarded a contract for engineering services. They performed structural testing of selected City streets located in pavement areas 1 and 2. The streets tested were those that had already been selected for rehabilitation based on the City's PMP, which utilizes the computer program MicroPaver. ARA conducted the tests using the Falling Weigh Deflectometer (FWD) method, a nondestructive testing method of determining a street's structural integrity. As part of its contract with the City, ARA issued its findings in a report which presented the test results and design recommendations. Council Agenda Report—Street Reconstruction 2007-08 Project, Specification No. 90729 Page 2 This project is very similar to previous year's "Street Reconstruction and Resurfacing" projects. The Street Reconstruction and the Microsurfacing projects of this year which are being administered in two separate contracts will eventually overlay or microsurface most of the streets in pavement area 1. Water and sewer funds will contribute to the paving portion of the project to raise water valve wells and sewer manholes to the new finished street surface. Curb and Gutter Trees in front of 772 Johnson Avenue have caused uplifting of the curb and gutter resulting in poor street drainage. Since this project will overlay Johnson Avenue with new asphalt concrete, an additive alternate for curb and gutter replacement has been included with this project. Once bids are opened, Staff will review the bids and available funding and make a recommendation on whether to move forward with the curb and gutter replacement or defer to a later date. CONCURRENCES A Notice of Exemption has been filed through the Community Development Department. FISCAL IMPACT There is currently $1,377,000 in the Street Reconstruction & Resurfacing budget to support this request for $631,000. A budget transfer will be processed after the bid opening to create a project budget specific to this Street Reconstruction project. Water and sewer utility improvements is proposed to be funded from the Water Distribution System Improvements and the Collection System Improvements accounts as detailed in the table below. The attached map shows the outline of Pavement Area 1, bordered by U.S. 101, Santa Rosa Street and Johnson Ave. Additionally, it shows both the work contemplated in the Street Reconstruction project, shown in a heavy black line, which Council is acting on, and the streets proposed to be Microsurfaced, which will come to Council in May, shown as a gray shaded line. Most streets in Area 1 will be improved as a result of these two projects.
