"D"` May 6_1008 Ac cn as It®N Report No C I TY OF SAN LU I S O B I S P O FROM: Jay D.Walter,Director of Public Works Prepared by: Hal Hannula, Senior Civil Engineer SUBJECT: FINAL ACCEPTANCE OF SUBDIVISION IMPROVEMENTS FOR TRACT 2832 — A NINE UNIT RESIDENTIAL CONDOMINIUM SUBDIVISION LOCATED ON THE SOUTH SIDE OF ELLA STREET AND BACKING UP DIRECTLY TO TERRACE HILL. BASE ADDRESS IS 1063 ELLA. (BRIAN ROLPH,SUBDIVIDER) CAO RECOMMENDATION Adopt a resolution accepting the public improvements, and certifying completion of the required private improvements for Tract 2832. DISCUSSION The required subdivision improvements approved with the vesting tentative map for Tract 2832 (Vicinity Map, Attachment 1, and Site Map, Attachment 2), pursuant to Resolution No. 9801 (2006 Series), have been completed to California Code Standards, City Engineering Standards and Standard Specifications. The final map for Tract 2832 was approved, per Resolution No.. 9918 (2007 Series). The City has received a request from the subdivider that said improvements be accepted. The City is now in receipt of the required record drawings and can support final acceptance of the improvements. Public improvements are limited to curb, gutter, and sidewalk improvements along Ella Street, utility service laterals located within the public right-of-way, and sidewalk underdrains. The remaining subdivision improvements are private including but not limited to the driveway, on- site utility services, the on-site storm drain/detention system, and the private sewer main and sewer laterals located within the driveway and yard areas. The building permit authorizing the private site related subdivision improvements received final inspection approval in May of 2007. The encroachment permit issued for the work in the public right-of-way received final inspection approval in September of 2007. The public and private subdivision improvements were substantially complete to the satisfaction of the City at the time of the final inspection approval for the last unit in December of 2007. The subdivision improvements were substantially complete at the time of final map approval and a subdivision agreement was deemed unnecessary. A minor completion guarantee was collecteT7'.. for outstanding on-site private improvements. The guarantee was subsequently released at the request of the developer and upon completion of these improvements. Cio Council Agenda Report—Acceptance of Public Improvements-Tract-1832 Page 2 No additional surety or warranty is required or proposed for the subdivision improvements. The work within the public right-of-way was covered under an encroachment permit and is subject to the normal one-year warranty period as outlined in Section 2-1.13 of the City's Standard Specifications. FISCAL IMPACT Typical maintenance and operation of public facilities will be required for the water service laterals located in Ella Street. (2008 SERIES) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO ACCEPTING THE PUBLIC IMPROVEMENTS FOR TRACT NO.2832 (1063 Ells Street) WHEREAS, the City Council made certain findings concerning Tract 2832, as prescribed in Resolution No. 9801 (2006 Series);and WHEREAS, the City Council approved the final map for Tract 2832 pursuant to Resolution No. 9918 (2007 Series); and WHEREAS, the subdivider has satisfactorily completed the public improvements for Tract 2832, in accordance with City standards, specifications and the approved plans, and has requested acceptance of the public improvements for maintenance and operation by the City. The private improvements have been completed per plan. WHEREAS,the subdivider has satisfactorily completed the private improvements for Tract 2832, in accordance with City standards, specifications and the approved plans, and has requested that the city certify completion of these private improvements. NOW THEREFORE, BE IT RESOLVED, the City Council hereby accepts the public improvements and certifies completion of the private improvements for Tract 2832.
