SUBJECT: WATER RECLAMATION FACILITY: CLARIFIERS 4 AND 5
MAINTENANCE PAINTING PROJECT; SPECIFICATION NO. 90818
CAO RECOMMENDATION
1. Approve the plans and specifications for "Water Reclamation Facility: Clarifier 4 & 5
Maintenance Painting Project, Specification No. 90818" and authorize staff to advertise
for bids.
2. Authorize the CAO to award the contract if the lowest responsible bid, plus the accepted
alternate, is within Engineer's Estimate of$320,000.
DISCUSSION
Clarifiers 4 & 5 where originally constructed in 1994 as part of the last major upgrade to the
Water Reclamation Facility (WRF). After fourteen years, the protective coatings on the
equipment are starting to show signs of deterioration. The deteriorated coatings should be
replaced to protect the clarifiers from further deterioration and costly repairs or replacement.
As an added protection to the equipment, the coatings engineer recommends the addition of
sacrificial anodes. Sacrificial anodes protect the structure from corrosion by being more
corrodible than the steel structure. In other words, the anodes will corrode before the steel
corrodes there by protecting the steel structure. Even though sacrificial anodes were not
included in the budget, staff recommends including the sacrificial anodes as an additive bid
alternate. Once bids are opened staff will evaluate the cost versus the benefit of this added
protection. Staff will make a recommendation at time of award whether to include the anodes in
the contract or to hold off and budget for them in a later budget cycle.
CONCURRENCES
The Utilities Department has reviewed and approved this project.
FISCAL IMPACT
This project is included in the Water Reclamation Facility Major Maintenance 2006-2007 project
list identified in the 2005-07 Financial Plan on pages 110 to 112 of Appendix B. A budget of
$295,000 is identified for the coating of these clarifiers. Funding for this project is available in
the Water Reclamation Facility Major Equipment Replacement master account which has a current

balance of$1,547,230. At time of award funds will be transferred from the master account to the
project account via a budget amendment request. The estimated project accounting is shown
below:

The estimated project cost of$390,000 is over the budget of$295,000. For the most part this is
due to costs for construction management, the addition of the sacrificial anodes and the general
increase in material and labor costs since the budget was created 4 years ago. Although material
and labor costs continue to rise, the recent bidding climate has been very competitive due to the
declining construction markets. Given this bidding climate, it is possible that bids could come in
lower than the estimate.
ALTERNATIVES
Defer the Project. If corrosion is allowed to continue, the clarifier equipment and components
will continue to deteriorate to the point of requiring more costly replacement or repair.
