Subject: Consideration of an amendment to the general plan Land Use Element and
zoning maps to allow for the siting of a new fire station at the comer of
Broad and Santa Barbara streets.
CAO RECOMMENDATION
1. Approve the mitigated negative declaration of environmental impact.
2. Adopt a resolution amending the general plan Land Use Element map to change the
designation of a 2.4 acre site at 2160 Santa Barbara Street from Service-
Commercial/Light-Industrial to Public/Semipublic.
3. Introduce an ordinance to print, rezoning the subject site from Service-Commercial
(C-S) to Public Facility (PF).
DISCUSSION
Situation
The Fire Department is proposing that the City acquire from Southern California Gas
Company a 2.4 acre site for the purpose of establishing a new headquarters fire station. The
new facility would replace Fire Station#1 at the comer of Garden and Pismo streets,which
is constructed of unreinforced masonry. The project site is currently zoned C-S, which does
not allow fire stations. Therefore, changes to the general plan map and to the zoning map
are necessary, prior to considering a use permit request for the proposed new public
facilities.

Site Description
The Southern California Gas Company site is relatively flat and almost entirely paved. The
yard setback along Santa Barbara Street is minimally.landscaped with ornamental exotics.

The only significant vegetation on site is a large Sycamore tree near the comer of Santa
Barbara and Broad streets. One of the two structures on the property is a garage for vehicle
maintenance. The other contains a large warehouse and administrative offices. Southern
California Gas Co. employs approximately 35 employees at this site. Most perform field
work and service calls.
The site is located next to a major intersection and surrounded by a variety of commercial
land uses, including warehousing, a lumber yard and hardware store, and a restaurant. To
the south, separated by an undeveloped 60-foot right-of-way extension of South Street, is a
vacant parcel zoned for neighborhood commercial uses. Please refer to the attached vicinity
map.
Project Description
The only aspect of the project being considered by the Council at this time is the general
plan amendment and rezoning. A specific design for the fire station has not yet been
submitted. The Fire Department is working with the local architectural firm of Ross,
Levine, MacIntyre, and Varner on site planning and building design. Preliminary studies
indicate that part of the building would be two stories. The building would include crew
living quarters, parking bays for fire trucks, administrative offices, and meeting/training
rooms. It is possible that one of the existing building could be retrofitted, rather than
demolished.
General Plan Consistency
The project is consistent with public facilities policies in the Land Use Element,which state,
'The city will locate its facilities...to:
(a) Remove nonconforming uses from residential neighborhoods.
(b) Foster convenient public access to those uses serving the public directly.
(c) Group related public facilities together.
(d) Locate facilities with significant numbers -of employees or clients near
complementary non-governmental services (such as restaurants and
convenience shopping).
(e) Make economical use of land and buildings already owned by public agencies
and minimize the displacement of existing private businesses or residents."
The project is neutral with respect to "a" and "c". The project is generally consistent with
item "b" since fire stations usually have minimal public visitation, and since visitor parking
will be more convenient at the proposed location than at the present location. Regarding
item "d" there will typically be a maximum of 15 to 20 employees on site at any one time.
There are a few nearby complementary services available and potential for more in the
future, given the commercial zoning of surrounding sites. Regarding item "e" the project
does not involve displacement of residents or private businesses. Southern California Gas

yard to a new site along Broad Street at Industrial Way.
Rezoning the site from Service-Commercial (C-S) to Public Facility (PF) will not result in
a shortage of available sites for service commercial and light industrial uses. The city
currently has roughly 35 acres of vacant land zoned C-S, and roughly 240 acres of developed
land zoned C-S.
The project is consistent with the Public Safety Element, since it would improve the City's
emergency response capability by providing a fire station.meeting current earthquake
standards. Locating a fire station at this site will improve overall response time by allowing
immediate access to three major arterials. Also, the proposed location is outside the 100-
year floodplain, while the existing location is within an area subject to flooding one to two
feet deep approximately once in 100 years.
Other Siting Considerations
Before the Southern California Gas property became available, the City had plans for
constructing a fire station at the Emerson School site. Because the current proposal will be
surrounded by commercial rather than residential uses, compatibility issues related to noise
and emergency vehicle traffic are much less significant. The Fire Department also favors
the current proposal because of its strategic position relative to key arterial streets in the
city.
PREVIOUS HEARING/PUBLIC COMMENT
On April 28, 1993, the Planning Commission voted six to one to 1) concur with the
conclusions and recommended mitigation in the initial environmental study; 2) recommend
approval of the proposed general plan map amendment and rezoning; and 3) find that once
the land use designation for 2160 Santa Barbara Street is changed to Public/Semipublic, the
purchase of the property by the City and use of the property for a proposed fire station will .
be consistent with the general plan.
At the meeting, two members of the public expressed concern with the project. A
representative from Mid-State Bank noted that Council decisions regarding the siting of a
new fire station and a possible extension of South Street would affect the ultimate feasibility
of developing a commercial shopping center on properties adjacent to 2160 Santa Barbara
Street and the Mid-State Bank property. The minister from the Church of Christ at 2201
Lawton Avenue objected to the proposed new fire station on the grounds that emergency
response sirens and radio communication would interfere with church services and the
churches public announcement system. In response, Erwin Willis of the Fire Department
explained that sirens will not be necessary until the fire engines are out of the immediate
vicinity since drivers will have the capability of controlling signalization at the intersection.
Therefore, noise impacts on nearby uses, such as the church,.would be minimized.

The Planning Commission concluded their action with a further recommendation that
specific site planning designs should explore the feasibility of a public facility/commercial
mixed-use project on the subject site and adjacent properties.

AMENDING THE GENERAL PLAN LAND USE ELEMENT MAP
TO CHANGE THE DESIGNATION AT 2160 SANTA BARBARA STREET

WHEREAS, the Planning Commission and the City Council have held public
hearings on the proposed amendment in accordance with the California Government Code;
and
WHEREAS, the potential environmental impacts of the amendment have been
evaluated in accordance with the California Environmental Quality Act and the City's
Environmental Guidelines;
NOW, THEREFORE, the Council resolves as follows:
SECTION 1. Finding The amendment maintains general plan internal consistency
and promotes the public health, safety and welfare.
SECTION 2. Environmental Determination. An initial environmental study
concludes that, with mitigation, the project will not have any significant adverse impacts on
the environment(ER 45-93). The Council hereby approves a mitigated negative declaration.
SECTION 3. Adpgtion. The general plan Land Use Element map is hereby
amended as shown on the attached Exhibit A- The Community Development Director shall
cause the change to be reflected in the documents published by the City.

WHEREAS, the Planning Commission and the City Council have held public

NOW, THEREFORE, the Council resolves as follows:
SECTION 1. Finding. The proposed rezoning is consistent with general plan policies
related to the location of public facilities, and promotes the public health, safety, and
general welfare. -
SECTION 2. Environmental Determination. An initial study concludes that, with

On May 4, 1993, the City Council voted _ to = to introduce Ordinance No. _, which
amends the official zoning map by changing the zoning of the Southern California Gas
Company property at 2160 Santa Barbara Street from C-S to PF to allow construction of a
new headquarters fire station. This project also involves a change to the general plan Land
Use Element map to ensure consistency between the general plan and the zoning map. No
specific development plans have been submitted. The Fire Department is currently worldng
with a local architectural firm on site planning and building design. The Planning
Commission and the Architectural Review Commission will hold public hearings to review
development plans, once they are completed. The ordinance determines that there will be
no significant adverse environmental impacts as a result of amending the zoning map.
The Council must vote again to approve the rezoning before it can take effect. That action
is scheduled for . 1993, at a regular meeting of the City Council to begin at 7:00 p.m.
in the Council Chamber at City Hall, 990 Palm Street.

DESCRIPTION OF PROJECT AND SETTING
The City of San Luis Obispo proposes to (1) acquire from Southern California Gas
Company a 2.4 acre site; (2) remove the existing buildings, and (3) construct a
headquarters fire station of about 20,000 square feet.
The City is conducting this initial environmental review now to identify any potentially
significant impacts before acquiring the site and authorizing further design work. A
specific design has not been developed. Preliminary studies, however, indicate that part
of the building would be two stories. The building would include crew living quarters,
parking bays for fire trucks, administrative offices, and meeting/training rooms.
The new facility would replace Fire Station #1at the comer of Garden and Pismo

currently has roughly 35 acres of vacant land zoned GS, and roughly 240 acres of
developed land zoned C-S.
Mitigation:
E Prior to approving a use permit for the project, the City will amend the Land Use
Element map and the official zoning map to rezone the site.from C-S to PF.
Monitoring. Planning staff review.
Conclusion: With mitigation, there are no significant impacts related to consistency with
adopted land use policy.
D. Transvortation and circulation
The site has immediate access to three major arterial streets which should improve _

overall emergency response times. Figure 2.4 "Existing Daily Traffic Volumes"
(Circulation Study prepared by DKS Associates, December 1988) illustrates the relative
traffic volume on the streets adjacent to the site. Traffic counts from Cal Trans, dated
June, 1992, indicate a level of service "D" during the peak period of daily traffic volume
(3:30 p.m. - 5:45 p.m.). Drivers sometimes have to wait through more than one red light
cycle, however queuing at the intersection dissipates easily. This is a heavily travelled
corridor, mainly as a result of traffic generated by development in the airport area.
The existing fire station, which this project will replace, produces about 3,800 emergency
response trips per year (an average of about 10 trips per day). This number is expected
to stay the same or decline, as replacement construction and retrofitting with fire
sprinklers reduce the number of vehicle trips for fire response. Additional daily trips
would be generated by the 15 to 20 employees on site and occasional visitors. The fire
station will have fewer employees than the current use (20 vs 35), and its operation will
by nature necessitate fewer vehicle trips than those associated with gas company service
calls.
Rezoning the site from Service-Commercial to Public Facilities should have the effect of
reducing potential traffic impacts in the long term, since current zoning would allow for
uses and site development that would generate substantially more traffic than the
proposed fire station.
Currently vehicle entrance to the site is from Roundhouse Avenue. One advantage of
this site is that it can be accessed from four sides. Please refer to the zoning/vicinity
map. The site development proposal should be coordinated with any plans the City
Council might endorse for providing a future connection between South Street and
Bishop Street across the railroad tracks. See the attached Figure S-5 'New Roadways"
(City-Wide Transportation Study prepared by DKS and Associates, July 1990).
To ensure safe and quick passage through the three-way intersection at Broad, South,
and Santa Barbara streets, the City will need to install an emergency preemption device
(e.g- an Opticom system) to allow emergency response vehicles to control signalization.
Mitigation:
■ Prior to occupancy and utilization of a new fire station, the City shall install an
emergency preemption device to enable emergency response vehicles to control
signalization at the intersection of Broad, South, and Santa Barbara street.
Monitoring- Planning staff review of building permit application will ensure compliance
with approved traffic and circulation mitigations.

Conclusion: The amount of traffic generated by a new fire station.beyond traffic
generated by the current use on site will not significantly impact traffic flow on adjacent
streets. Signalization control will enable efficient access by response vehicles to major
arterials.
F. Utilities
Demand for city water (roughly 8,100 acre feet per year) currently exceeds safe annual
yield of supplies (7,735 acre feet per year). The City has responded by adopting
measures to limit water allocation and require retrofitting of existing plumbing fixtures.
These measures would apply to any further development or change of use on the site,
and will mitigate potential water use impacts.
Conclusion: There are no potentially significant impacts.
G. Noise
Sirens from emergency response vehicles typically exceed 100 decibels. There will be an
average of 10 siren trips per day from this site. The impact of siren noise on people
worldng or living in the vicinity will be lessened by the fact that the noise source is
mobile and, therefore, exposure to annoying levels of noise will be of short duration.
Residential uses are most sensitive to noise exposure. The Noise Element indicates that
the maximum acceptable exterior noise exposure for residential uses is 60 Ldn', while
the maximum acceptable level for certain commercial uses is as high as 80 Ldn. There
are about 40 dwellings within 300 feet of the existing fire station headquarters, and only
2 dwellings within 300 feet of the proposed location. Therefore, the direct effect on
nearby residents will be greatly reduced. Outside the immediate area of the station,
emergen y response routes are similar and there would be no significant change from
current noise impacts.
Conclusion: There are no potentially significant noise impacts associated with this
project.
P. Other: Possible Soil Contamination
Because of past uses on this site related to gas manufacturing and possibly associated
with Southern Pacific Railroad's use of the property, the City is requiring an extensive
environmental site investigation prior to completing purchase negotiations.

Mitigation:
E A hazardous material abatement plan shall be submitted to the Community
Development Department which includes:
a. A Phase I and Phase II Environmental Site Assessment indicating
the extent, type, and location of contamination.
b. If soil contamination is found, the plan shall demonstrate how the
site will be restored..
Monitoring: Results of the environmental assessments will be reviewed by the
Community development Director and by the Fire Chief. If the assessments conclude
that soil restoration is necessary, methods for achieving restoration shall be included as
conditions of use permit approval. Site restoration shall be complete prior to issuance of

Conclusion: Environmental impacts related to soil contamination may be significant.
STAFF RECOMMENDATION
Staff recommends the project be granted a negative declaration of environmental impact

Dear Council Members,
We wish to be on record as opposing the changing of zoning at 2160 Santa Barbara Street to allow
for the proposed new Fire Station for the following reasons--
1.The noise level could be devastating to our worship services at the church:We know that at a time
of communion service,we would have to stop services until the emergency was over. We have been
located at this site for over 19 years.
2.The possibility of interference with our public address system by communications signals.We
would hold the fire department responsible to upgrade or alter our present system to screen out such
signals.
3.We would much rather favor the Albertson neighborhood shopping area as has been proposed
and is much needed in this part of town. We already have to go a great distance to shop for groceries
and other such items. And now there are plans to move one of the stores even further from the area.
4.It seems to be very inconsistent to purchase new property(the fire department already owns Emer-
son School property) when the city is already laying of personnel and talk of further cut backs in fire
personnel. No one else in private circles can do business like this or they would go bankrupt.
5.The intersection of South,Broad,&Santa Barbara Streets is much too busy to add another haz-
ard. The fire department talks of stopping all traffic in time of emergency. Traffic already is backed
up a couple of blocks just in normal situations. Can.you imagine what will happen as three or four
emergency vehicles roll from 2160 Santa Barbara and from the 2200 block of Broad(site of San Luis
Ambulance)?
