SUBJECT:
Median Construction, Striping & Street Resurfacing Project: Grand
Avenue, Specification No. 93-14A.
CAO RECOMMENDATION:
By Motion, Approve Plans and Specifications for Median Construction,
Striping & Street Resurfacing Project: Grand Avenue, City Plan No.
T-22A; Authorize Staff to Advertise for Bids, and Authorize CAO to
Award a Contract if Lowest Responsible Bid is Within Ten Percent of
Engineer's Estimate.
DISCUSSION:
on April 6, 1993, the City Council approved staff to proceed with the
design of the landscape medians and the restriping and repaving of Grand
Avenue to allow for the provision of larger bike lanes, eventual
landscaping of this area and needed street reconstruction and paving.
This project is being done to provide improved bicycle lanes and needed
resurfacing and reconstruction of the street. It will also result in
wider medians north of. U.S. 101 and allow for a fuller range of landscape
elements.
This project does not include the landscaping for the medians to allow
time for review by the ARC.
CONCURRENCES:
The Planning Department has been requested to give this project a
categorical exemption.
FISCAL IMPACT:
The engineer's estimate for the project is $454, 900.
The project requires award.by June 30, 19.93 to allow for the utilization
of approximately $59,300 in State (SB 300) funds. If the bids come in
over the engineer's estimate we will lose $59, 300 because of the
resulting delay in returning to Council for award. We are, therefor,
requesting the CAO be given additional latitude to award within a ten
percent range to allow the acquisition of these funds. The City will
still be ahead at least $13,810.
Staff had originally planned to pay for this project out of the 1993/94
CIP allocation for street reconstruction. But the construction contract
must be awarded by June 30, 1993 in order to receive the State-Local
Transportation. Partnership Program (SB300) grant of $59, 300.. For this
reason staff recommends paying for this project out of the 1992/1993 CIP
allocation for street reconstruction, which has a balance of $621, 200.
The estimated balance after the Santa Barbara/Santa Rosa project is

funded from the street reconstruction account is $519, 000. Concurrently
staff also recommends reduction of the 1993/94 allocation by an amount
equal to the construction contract cost less the SB300 grant less any
small contribution from utilities for upgrading water and wastewater
facilities.
The available project funds are as follows:

TOTAL: $ 578,300
The Utilities Department will be contributing a small amount for the
upgrade of some of their facilities.
