SUBJECT: ALLOCATION OF PROPOSITION 1B SAFETY AND SECURITY FUNDS
CAO RECOMMENDATION
Adopt a resolution to designate the San Luis Obispo Council of Governments (SLOCOG) as sole
administrator for the City allocation of Proposition 113 Safety and Security funds in exchange for
discretionary State Transit Assistance(STA) funds.
DISCUSSION
Proposition 1 B was passed by California voters in November 2006 to help provide sorely needed
funding for various infrastructure improvements. Voters approved $20 billion in bonds which
included $1 billion bond act for the California Transit Security Grant Program (CTSGP). Of that
amount, $60 million was split based upon the established State Transit Assistance (STA)
population-based formula. The result was a supplemental Prop 1B Safety and Security grant in
the amount of$4,561 to be used for San Luis Obispo (SLO) Transit capital projects.
The Office of Homeland Security required as a condition of receiving CTSGP funding, that a
Governing Body Resolution and Agent Authorization form are formally adopted and approved
by the area's regional transportation planning agency (SLOCOG). SLOCOG approved this
Governing Body Resolution on June 4, 2008, thereby appointing Executive Director Ronald
DeCarli and Administrative Director Peter Rodgers as authorized agents to administer CTSGP
funding. (Attachment 1)
In response to an aggressive timeframe established by the State, SLOCOG requested an
exceedingly urgent CTSGP grant application submittal from the City. SLO Transit and South
County Area Transit (SCAT) staff have agreed to work in conjunction and therefore
recommended their agencies contribute their share of Prop 1 B Safety and Security grant funds to
SLOCOG in exchange for administration of the CTSGP funds. In turn, SLO Transit and SCAT
will be compensated during the 2008-09 fiscal year with discretionary STA funding. The SLO
Transit Prop 1B Safety and Security grant funding share is $4,561. Staff is recommending
approval of a resolution (Attachment 2) thereby authorizing SLOCOG to act as the administrator
of these funds in return for more flexible STA discretionary funds of the same amount.
FISCAL IMPACT
There are no associated negative fiscal impacts realized by the General Fund in the adoption of
this resolution.

ALTERNATIVES
Deny the resolution. Council could chose to deny the resolution authorizing SLOCOG as the
administrator for the City's allocation of Proposition I B Safety and Security funds in exchange for
discretionary State Transit Assistance (STA) funds. Staff is not recommending this alternative as
this is a funding opportunity that will not be repeated. If not approved, the funding of$4,561
will return to the Program of Projects and made available to other agencies. Council has
previously directed staff to pursue all funding opportunities that would be available to
supplement existing funding. The exchange of Prop 1B funds for discretionary STA funds has
proved to be more flexible in allowing the City the ability to apply funding where it may be best
suited.

A RESOLUTION OF THE CITY OF SAN LUIS OBISPO AUTHORIZING SAN LUIS
OBISPO COUNCIL OF GOVERNMENTS (SLOCOG) AS SOLE AUTHORITY IN
ADMINISTRATION OF SAN LUIS OBISPO TRANSIT PROPOSITION 1B CTSGP
FUNDS
WHEREAS, the City of San Luis Obispo (referred hereinafter as the City) operates
the San Luis Obispo (SLO) Transit; and
WHEREAS,the California Transit Security Grant Program(referred hereinafter as
CTSGP) has allocated a portion of Proposition 1B (Prop 1B) Safety and Security Grant
funding to be used for SLO Transit capital projects; and
WHEREAS,the City has.submitted an application to the San Luis Obispo Council of
Governments (referred to hereinafter as SLOCOG) for discretionary Prop 1B funds; and
WHEREAS,the SLOCOG has adopted a Governing Body Resolution Prop. 1B-
6061-002 as required by the Governor's Office of Homeland Security as a condition of
receiving CTSGP funding; and
WHEREAS, the SLOCOG has requested designation as the sole administrator for
the City allocation of Prop 1 B funds in exchange for equivalent State Transit Authority
(STA) discretionary funds, and
WHEREAS, the City Council seeks to utilize all available funding sources to
provide transit services.
NOW THEREFORE, BE IT RESOLVED that the Council of the City of San Luis
Obispo as follows:
Section 1. Authorizes SLOCOG to administer for and on behalf of the City, a public
entity established under the laws of the State of California, any actions necessary for the
purpose of obtaining financial assistance provided by the Governor's Office of Homeland
Security, Prop 1 B funds in exchange for equivalent STA discretionary funds.
Section 2. Authorizes the City Administrative Officer, or his designee, to negotiate all
necessary paperwork required to receive STA discretionary funds.
