Approve the plans and specifications for the "Chorro-Hathway Water and Sewer Improvements Project, Specification No. 90640." 1. Authorize Staff to advertise for bids for the Chorro-Hathway Water and Sewer Improvement Project. 2. Authorize the CAO to award the contract if the lowest responsible bid is within the Engineer's Estimate of$933,725 ($732,130 Water Fund and $356,454 Sewer Fund). DISCUSSION This Capital Improvement Project was created to aid in the replacement of water distribution pipes, mainlines and related facilities. Records have indicated that the oldest water line in the system was originally installed in 1888. The expected useful life of a water line is approximately fifty years. This program continues the ongoing effort of replace the vast majority of the aging, substandard and deteriorating infrastructure. These improvements are essential for maintaining the current level of service to the City's water customers. This replacement program has three primary objectives: 1) Ensure reliable water services 2) Reduce the need for emergency repairs 3) Enhance available fire flows Improvement projects have been selected and prioritized based upon specific criteria. The highest priority projects are ones that have the greatest impact in reducing disruptions to water service. Based on these priorities, the following water lines have been selected for replacement and are shown on Attachment 1. These water lines have seen an increase in required maintenance and emergency repairs in recent years, as a result of their advanced age and level of deterioration. The water lines proposed for replacement with this project were originally installed in 1951 or earlier, which is beyond the expected useful life of a water line. Replacing these lines will result in lower costs and reduced customer impacts that would otherwise be associated with emergency repairs. • Chorro Street: Mission to Lincoln • Chorro Street: Palm to Mill • Hathway Avenue: US 101 to Murray C-1-� . 0 Chorro-Hathway Water and Sewer Improvements,Specification No.90640 Page 2 The removal of existing parallel sewer lines on Hathway Avenue, between US 101 and Murray, and replacing them with a single larger pipeline was originally listed as a future Wastewater Collection System Improvement project. This project was later reprioritized by the Utilities Department staff and added to the scope of this replacement project. Currently there are three sewer lines on this stretch of Hathway Avenue. This project will replace them with one larger pipeline to allow for ease of maintenance and provide adequate space for future underground utility expansion. CONCURRENCES This project has the concurrence of the Utilities and the Community Development Departments. The Community Development Department has given this project a categorical exemption and further determined that reconstruction of existing utilities would not involve negligible expansion of capacity(Attachment 2). FISCAL IMPACT The water line replacement project was originally identified in the 2005-07 Financial Plan Appendix B, pages 77 through 81. The water lines designated for repairs are identified in the project list located on page 80. Currently, the Water Distribution System Improvements main account (Specification No. 90227) has funding in the amount of $168,700. This main account was created to provide funding of $1,275,000 in 2006-07 FY, $1,300,000 in 2007-08 FY and $1,325,000 in 2008-09 FY. Additionally, this project will include the removal of existing parallel sewer lines in conjunction with the water line replacement project. The sewer line replacement portion of this project is identified in the 2007-09 Financial Plan Appendix B, pages 3-132 through 3-135. The Wastewater Collection System Improvements (Specification No. 90239) was created as a main account and provides funding for sewer improvement projects in the amount of $1,780,000 in 2007-08 FY and $1,450,000 in 2008-09 FY. Currently, this main account has sufficient funding to support this request with a net balance of$1,653,130. The Water Distribution System Improvements Master Account currently does not have sufficient funding to support this request. However, the project budget is anticipated to receive $1,325,000 in 2008-09 FY. Based on the projected timeline of award, it is extremely unlikely that any expenditures associated with this project will occur prior to July u5`, 2008-09 FY when additional funding will become available.
