SUBJECT: RAW WATER BYPASS, SPECIFICATION NO. 90802
CAO RECOMMENDATION
1. Approve plans and specifications for Raw Water Bypass, Specification No. 90802.
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within the Engineer's Estimate of$300,000.
DISCUSSION
The City's raw waterline delivers untreated water from the Salinas Reservoir, near the town of
Santa Margarita, to the Water Treatment Plant on Stenner Creek Road. The Raw Water Bypass
project involves the installation of approximately 1000 feet of new waterline which will bypass
the existing, substandard piping adjacent to the abandoned hydroelectric plant.
Due to its age and poor condition, the raw waterline piping in this vicinity has required frequent
maintenance over the past several years. At this time, the most reasonable maintenance approach
is to replace the entire portion of pipeline in this vicinity.
In January of 2008, a Purchase Order was issued to Wallace Group to generate a set of plans and
specifications for the City to advertise for construction. Those plans are now complete and the
project is ready to advertise.
CONCURRENCES
The Community Development Department has given this project a categorical exemption from
environmental review.
FISCAL IMPACT
The 2005-07 Financial Plan, Appendix B, page 73, identifies a project budget estimate of
$180,000. Funding for this project will come from the Water Treatment Plant Major Equipment
Maintenance account, which has an available balance of$463,312. At time of contract award a
budget amendment request will be processed based on the construction award amount.
Staff is recommending the normal budgets of 10% of the Engineer's Estimate for construction
contingencies, and 20% of the Engineer's Estimate for Construction Management. The total
project budget as proposed is shown in the table below.

Relationship to Short-Term Actions in Fiscal Heath Contingency Plan
The City's Fiscal Heath Contingency Plan was recently activated and as a result all CIP projects
are currently under review for possible deferral or deletion. A report is planned for Council
review in September 2008 that will identify and recommend project deferrals and deletions.
While this review is underway and not yet completed, we recommend going forward with
bidding for this project at this time for the following reasons:
1. Plans and specifications have already been prepared, and we should capitalize on this
investment.
2. The Raw Water Bypass project is a high-priority project at the Water Treatment Plant,
which is fully funded by the Water Fund.
3. This project is not funded by the City's General Fund.
