SUBJECT: APPOINTMENTS TO THE TOURISM BUSINESS IMPROVEMENT
DISTRICT(TBID)BOARD
CAO RECOMMENDATION
As recommended by Council Liaison Subcommittee members Andrew Carter and Allen Settle,
by motion make the following appointments to the Tourism Business Improvement District
(TBID)Board effective September 2,2008:
1. Joel Koper and Jaime Wallace for a term of two years, seven months(from September 2008
through March 31, 2011).
2. Robert Mueller for a term of three years, seven months(from September 2008 through March
31, 2012).
3. John Conner and Timothy Billing for a term of four years, seven months(from September
2008 through March 31,2013).
DISCUSSION
On June 17, 2008, the City Council adopted Ordinance No. 1517 establishing the San Luis
Obispo City Tourism Business Improvement District (TBID) Board. As specified in the
ordinance, the TBID Board will be comprised of five members, who will carry out the functions
of this Board. All applicants and members of the TBID Board must either be operators of hotels
within the district or employed by the operator of such a hotel. The length of the term for each
individual member of the TBID Board shall follow the guidelines of all City Advisory Bodies
and is limited to eight(8)subsequent years.
On July 18, 2008, staff mailed a notice of TBID Board vacancies to the 37 hotel owners and/or
operators located within the City of San Luis Obispo, and posted the vacancies as required by
law, inviting applications to the TBID Board. The deadline for submitting an application was
5:00 p.m. on August 1, 2008. Staff initially received six applications. However, one applicant
subsequently withdrew her application due to workload issues.

Interviews were conducted on August 11, 2008, by the Council subcommittee with the following
five applicants: Timothy, Billing, Embassy Suites; John Conner, Petit Soleil; Joel Koper,
Pacifica. Hotel Company/Holiday Inn; Robert Mueller, Days Inn/Donnington Motor Inn and El
Colibri Hotel & Spa; and Jamie Wallace, Marriott Hotel. The Council Liaison Subcommittee
recommended appointment of all five members for the staggered terms indicated above.
Although the terms are staggered, each Board member may serve up to eight subsequent years.
Board members will be required to follow the Council's guidelines for reappointment to future
terms.

separate cover. All applications are available in the City Council reading file and for public
review in the City Clerk's office.
