Walter, Director of Public Works Prepared By: Matt Horn, Supervising Civil Engineer SUBJECT: STORM DRAIN IMPROVEMENTS — ALMOND STREET, SPECIFICATION NUMBER 90822 CAO RECOMMENDATION 1. Approve the plans and specifications for Storm Drain Improvements — Almond Street, Specification Number 90822. 2. Authorize Staff to advertise for bids and authorize the City Administrative Officer to award the contract if the lowest responsible bid is within the Engineer's Estimate of$142,570. DISCUSSION Background A large portion of the City's storm sewer pipeline infrastructure is comprised of corrugated metal pipe (CMP). In the 1970's and 1980's CMP was the industry standard due to its inexpensive material cost and ease of installation. Since then, CMP has proven to have a design life of 20 to 30 years. CMP typically fails by friction, corrosion or both. Once the integrity of the pipe has been compromised, the pipe's surrounding soil becomes susceptible to piping(soil picked up by flowing water and carried away)and the pipe will eventually collapse. With the adoption of the 2007-09 Financial Plan the City has implemented a program to remove existing CMP facilities and replace them with new storm drain pipes. At the current funding level with the estimated number of CMP facilities in the City's inventory, Staff estimates that it will take about 30 years to replace all these CMP facilities with new storm drain pipe. Current Project In December 2007 Staff was made aware of a sink hole that had developed between 246 and 248 Almond Street. Staff investigated the sink hole and discovered a failing CMP storm drain system in the near vicinity, extending from the street area to the creek, adjacent to two homes. Staff solicited a proposal from a consultant to prepare plans and specifications for this work. The Wallace Group submitted a proposal that was appropriate in both scope and cost and a purchase order was award. The Wallace Group has now completed the plans and specifications and this project will replace approximately 400 feet of corrugated metal pipe (CMP) and install approximately 100 feet of plastic pipe liner. The CMP that will be replaced with this project is located under roadway sections of Almond Street and Almond Alley. The portion of CMP to be lined resides inside an easement between 246 and 248 Almond Street. Lining this section of CMP will minimize this STORM DRAIN IMPROVEMENTS—ALMOND STREET Page 2 project's impact to the surrounding private property and at the same time achieve the project's goals of stabilizing this storm drain facility. CONCURRENCES The Community Development Department has reviewed this project and has prepared a Categorical Exemption for compliance with the California Environmental Quality Act. Project design work for 2008-09 will begin this fall for spring 2009 construction. It has not been determined at this time if Construction Management funds will be needed for this project. At the time of contract award, a Budget Amendment Request will be generated to transfer funding from the CMP Replacement master account to the this project account. Relationship to Short-Term Actions in Fiscal Heath Contingency Plan The City's Fiscal Health Contingency Plan was recently activated and as a result all CIP projects are currently under review for possible deferral or deletion. A report is planned for Council review in September 2008 that will identify and recommend project deferrals and deletions. While this review is underway and not yet completed, staff recommends going forward with bidding for this project at this time for the following reasons: 1. This is a maintenance-related project. Delay or deferral of the project could cause road failures and private property damage. As such, this project may be an unlikely candidate for CIP deletion or deferral. 2. Plans and specifications have already been prepared and the project is ready to advertise for bids. The current economic climate is favorable for construction bidding, therefore staff recommends capitalizing on this investment.
